Abstract

The urgency of this community service is the importance of strengthening digital literacy for marketing circular economy products as an inclusive development approach that supports the Jambi City government's program in Eka Jaya Village. The methods used include training, direct mentoring, participatory observation, and evaluation of results through pre- and post-activity surveys. The results of the activity show a significant improvement in the participants' digital skills. Integrating activities with the happy village Program fosters positive synergy among the community, academics, and local government in achieving a digital-based, inclusive economy. From a social impact perspective, this activity successfully formed a collaborative network among MSME actors, youth groups, and housewives in developing environmentally friendly businesses with circular economic value. Besides this activity, it also strengthens awareness of the importance of household waste management and environmental conservation. Thus, strengthening digital literacy for marketing circular economy products not only contributes to the economic independence of the community but also becomes part of a sustainable and inclusive development strategy that aligns with the Jambi City Government's vision of a productive, intelligent, and sustainable happy village.

Abstract

Unlicensed Gold Mining Activity (PETI) is one of the problems that has not been resolved by the government yet. One mining area that has PETI activities is Merangin District. This study aims to find out who the stakeholders are involved and how their roles are, as well as identify the factors that are obstacles for stakeholders in overcoming the activities of PETI. This study will use the Base of Power-Directions of Interest to identify stakeholder influences and interests, and Power vs Interest Grid to see stakeholder positions based on power and interests. The results showed that the handling of PETI activities in Merangin District was still carried out by the local government and each stakeholder had different power and interests. The stakeholders who had the greatest influence in the socialization were the Environmental Office of Merangin District, the Merangin Regional Police was the most important stakeholder in eradication, and the sub-district government was the stakeholder who had the important role in land rehabilitation.

Abstract

Fenomena parkir liar di Kota Jambi telah menjadi permasalahan kompleks yang memerlukan penanganan serius dari pemerintah daerah. Penelitian ini bertujuan menganalisis peran Dinas Perhubungan dalam mengawasi retribusi parkir dan mengurangi praktik parkir liar di Kota Jambi. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan penelitian meliputi Kepala Seksi Perparkiran Dinas Perhubungan Kota Jambi, juru parkir resmi, dan masyarakat pengguna layanan parkir. Hasil penelitian menunjukkan bahwa Dinas Perhubungan telah melakukan berbagai upaya strategis dalam mengawasi retribusi parkir dan memberantas parkir liar melalui pembentukan tim terpadu, peningkatan pengawasan lapangan, pemberian sanksi tegas, dan sosialisasi kepada masyarakat. Namun, implementasi kebijakan masih menghadapi kendala seperti keterbatasan sumber daya manusia, kurangnya kesadaran masyarakat, dan masih adanya celah regulasi yang dimanfaatkan oknum tidak bertanggung jawab. Kesimpulan penelitian menunjukkan bahwa efektivitas pengawasan retribusi parkir dan pemberantasan parkir liar memerlukan sinergi yang kuat antara Dinas Perhubungan, Satpol PP, Kepolisian, dan partisipasi aktif masyarakat.

Abstract

This study analyses the form and role of social capital in the management of Community Forests(HKm) in Muaro Jambi District. Using a comparative qualitative approach, the study comparestwo HKm organisations with different institutional categories, namely the Koperasi Multi UsahaMandiri (gold category) and KTH Bumi Indah Sejahtera (blue category). Data collection wasconducted through in-depth interviews, observations, and documentation studies. The resultsshow that social capital in both groups is reflected in three dimensions: bonding, bridging, andlinking. The bonding dimension is strong in both groups, characterised by trust, mutualcooperation, and member participation. The bridging dimension developed better in KoperasiMulti Usaha Mandiri through horizontal networking with other cooperatives. The most decisivefactor was the linking dimension, which showed the most notable difference. The Multi-BusinessCooperative had strong vertical relationships with the village government and the forestryservice, thereby supporting institutional strengthening and improving the group's economicachievements. Conversely, KTH Bumi Indah Sejahtera has weak linking capital due to a lack ofcoordination with the village government, which has resulted in limited programme support andeconomic outcomes. This study concludes that the success of HKm management depends not onlyon internal cohesion, but primarily on the group's ability to build vertical networks to gain accessto resources and policy support.

Abstract

Penelitian ini bertujuan menganalisis Smart Environment: Kebijakan Tata Kelola Persampahan di Kota Jambi. Menggunakan metode kualitatif deskriptif dengan pendekatan tinjauan literatur, data diperoleh melalui penelusuran 50 berita media online tahun 2017-2025. Analisis didasarkan pada empat indikator kebijakan publik Hartono et al (2020), yaitu formulasi, implementasi, evaluasi, dan partisipasi masyarakat. Temuan penelitian mengungkapkan bahwa aspek formulasi kebijakan telah diarahkan melalui penyusunan Perda Nomor 5 tahun 2020, pembatasan penggunaan kantong plastik, rencana zero waste, penguatan bank sampah dan TPS 3R, serta pengembangan infrastruktur modern seperti sanitary landfill, RDF, dan PLTSa. Pada tahap implementasi, kebijakan dijalankan melalui pengangkutan sampah dua kali sehari, penyediaan TPS dan kontainer, penegakan sanksi oleh Satpol PP, sistem jemput sampah dari rumah, serta pelibatan komunitas dalam pengelolaan berbasis ekonomi sirkular. Aspek evaluasi menunjukkan bahwa upaya pengelolaan sampah menghadapi tantangan utama berupa keterbatasan armada, kemunculan TPS liar, lemahnya pengawasan, ketidakteraturan pengangkutan dan ketidaksesuaian antara kapasitas dan volume timbulan sampah harian, serta rendahnya kepatuhan masyarakat terhadap jadwal pembuangan sampah. Meski demikian, terdapat capaian positif berupa penurunan timbulan sampah dan penghargaan lingkungan nasional. Pada aspek partisipasi masyarakat, warga terlibat melalui pemilahan, patroli lingkungan, pelaporan pelanggaran dan penyampaian keluhan, serta pengembangan bank sampah. Meskipun memiliki keunggulan dalam inovasi kebijakan dan dukungan sosial yang meningkat, pelaksanaan dilapangan belum optimal karena masih terdapat kendala teknis dan perilaku sosial. Studi ini menyimpulkan bahwa tata kelola persampahan Kota Jambi bergerak menuju model kolaboratif dan adaptif, namun memerlukan penguatan implementasi dan partisipasi masyarakat secara berkelanjutan.

Abstract

This research discusses the governance of village head elections in Sebrang, Jambi City, using a political culture perspective as an analytical framework. The aim of this research is to retrace the existence of the village’s governance system by examining it from several perspectives, including governance, the application of customary law and democratic values in the management of local elections (Kepala Kampung). The research methodology involves exploring, analyzing, and revealing the local values of the village’s governance system that are still relevant to the current condition’s context. This research is descriptive qualitative. The object of the research is the social condition in Seberang Jambi City, to be converted with the needs of the current village-level government system from a political culture perspective. In addition to tracing secondary data, primary data will be obtained from competent informants in the fields of governance, customary law, and local election management. The research findings reveal that the village’s governance system as an original indigenous local government system, already possessed collaborative governance and the involvement of local stakeholders in village management. Furthermore, the norms regulated within customary law were capable of creating a sense of fair and equitable (restorative) justice, and democratic values were practiced in the management of the village head elections. This study concludes that the reform of village head election governance should consider aspects of community political culture in order to create a more transparent and participatory democratic process at the village level.

Abstract

The dynamics of policy implementation regarding street vendor (PKL) arrangement in the Soemantri Brojonegoro Area, Jambi City, are analyzed in this study through the lens of political implementation and power relations. This research primarily focuses on how interactions between key actors and informal negotiations influence the sustainability of the 'Pesona Kuliner Soemantri' strategic project. Utilizing a descriptive qualitative method, data were gathered through field observations, in-depth interviews, and documentation studies. The findings indicate that the implementation process does not proceed linearly but is characterized by a continuous contestation of interests. A phenomenon of 'pseudo-sustainability' was identified, where trader compliance with spatial regulations is often temporary and highly situational. This condition is significantly driven by the use of discretion by local law enforcement officers acting as street-level bureaucrats, who frequently opt for informal negotiations and compromises to maintain social stability and prevent open conflict. The unequal power relations between government authorities emphasizing urban aesthetics and traders striving for economic survival create a dynamic yet fragile negotiation space. The study concludes that the success of street vendor arrangement is heavily dependent on a shift from coercive approaches toward more inclusive and participatory governance. This research recommends the strengthening of dialogue mechanisms and the involvement of informal actors in every stage of public space policy decision-making to ensure long-term policy effectiveness.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas fungsi inspektur tambang dalam melaksanakan pengawasan lingkungan pertambangan timah di Kabupaten Bangka Tengah. Pertambangan timah di wilayah ini telah berlangsung selama puluhan tahun dan menimbulkan berbagai dampak lingkungan yang signifikan, mulai dari kerusakan lahan, pencemaran sungai, hingga degradasi ekosistem pesisir. Inspektur tambang sebagai ujung tombak pengawasan teknis pertambangan memiliki peran strategis dalam meminimalisasi dampak negatif tersebut. Penelitian menggunakan metode penelitian hukum normatif-empiris dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa efektivitas fungsi inspektur tambang di Kabupaten Bangka Tengah masih belum optimal. Hal ini disebabkan oleh keterbatasan jumlah inspektur tambang yang tidak sebanding dengan luasnya wilayah tambang yang harus diawasi, minimnya sarana dan prasarana pendukung pengawasan, serta lemahnya koordinasi antar instansi terkait. Selain itu, sanksi administratif yang diberikan kepada pelanggar ketentuan lingkungan cenderung tidak memberikan efek jera yang memadai. Penelitian ini merekomendasikan peningkatan kapasitas dan jumlah inspektur tambang, penguatan regulasi sanksi, serta pengembangan sistem pengawasan berbasis teknologi informasi untuk meningkatkan efektivitas pengawasan lingkungan pertambangan timah di Kabupaten Bangka Tengah.
