Abstract

This study aims to reveal and explain the results of the evaluation of information technology-based inclusive education policies in DIY for the 2017/2018 academic year conducted by researchers in 16 high school inclusion schools in DIY. In this study the authors use two major concepts in evaluating this policy, namely: Policy Design and Policy Implementation. The method used in this research is Mix-Method, which combines two qualitative and quantitative research methods, so that more comprehensive, valid, reliable, and objective data are obtained. The results of this study are the policy design obtained a value of 3.12 and was included in the fairly good category, the implementation of the policy obtained a score of 2.77 and was included in the good enough category so that the results of the evaluation of information technology-based inclusive education policies in DIY for the 2017/2018 academic year were in the fairly good category.

Abstract

Sengketa akibat konflik pertanahan masih sering terjadi di Provinsi Riau. Penelitian ini ingin mendeskripsikan Dinamika Konflik Kepemilikan Lahan. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan studi kasus. Teori yang dijadikan sebagai dasar analisis adalah Teori Fisher tentang tahapan dinamika konflik yang meliputi prakonflik, konfrontasi, krisis, dan pasca konflik. Hasil Penelitian menunjukkan bahwa dinamika konflik yang pertama adalah ketidakjelasan status kepemilikan lahan sehingga terjadi sengketa karena masing-masing pihak merasa memiliki hak atas tanah tersebut. Kedua putusan pengadilan Mahkamah Agung melalui Pengadilan Negeri Rengat yang memenangkan penggugat Abdul Musaka atas kepemilikan lahan tersebut, Masyarakat menduga adanya indikasi keberpihakan pemerintah daerah memenangkan putusan pengadilan mengenai kasus sengketa tersebut, karena lahan tersebut tidak lagi menjadi aset daerah berdasarkan Keputusan TAPD yang di pimpin oleh Sekda Indragiri Hulu pada tahun 2022. Ketiga, Terjadinya eksekusi Lahan oleh PN Rengat dengan memasang plang nama kepemilikan lahan diatas lapangan bola belilas tersebut. Keempat, pihak Abdul Musaka mengubah  alih fungsi lahan yang sebelumnya lapangan bola menjadi lahan perkebunan sawit.

Abstract

This study aims to evaluate digital-based public services through the mobile application "SiMerah Koja" in fire and rescue services by the Jambi City government. Jambi City has a high population density that has a high potential for fire. One of the factors for the slow handling of fires is the lack of utilization of technology, so the Jambi city government is committed to creating effective and efficient services by digitizing public services. This research uses descriptive qualitative methods. Determination of informants in this study was carried out using purposive sampling technique, namely taking informants who were in accordance with the research focus. Data were obtained through interviews, observations, and documentation which were then analyzed by researchers. The results showed that the digitization of public services in fire and rescue services in Jambi city using the SiMerah Koja mobile application was still not optimal and experienced several obstacles. First, the lack of government socialization to the public regarding the SiMerah Koja mobile application. Second, the lack of digital literacy of citizens. Third, the quality of the SiMerah Koja mobile application system is not optimal.

Abstract

This study analyzes the social movement “duit ora payu” (money doesn’t work) as a grassroots rejection of vote buying in the Village Head Election (Pilkades) of Narukan Village, Rembang Regency. This phenomenon is significant because it presents an electoral anomaly in which local communities collectively resisted money politics, contributing to contemporary studies on village democracy and electoral integrity. Using a descriptive qualitative approach, this research draws on literature studies and digital data to examine the dynamics surrounding the election. The findings show that the high level of social capital possessed by the elected candidate, Gus Faruq, built through strong social networks, public trust in integrity, and sincere civic engagement, became the decisive factor in defeating opponents suspected of distributing money in a structured manner. His close relationship with prominent religious figures, especially Gus Baha, further strengthened moral credibility and reinforced anti-money politics norms in the community. The study concludes that value-based social capital can effectively counteract corrupt electoral practices and offers a replicable model for promoting clean grassroots elections.

Abstract

The urgency of this community service is the importance of strengthening digital literacy for marketing circular economy products as an inclusive development approach that supports the Jambi City government's program in Eka Jaya Village. The methods used include training, direct mentoring, participatory observation, and evaluation of results through pre- and post-activity surveys. The results of the activity show a significant improvement in the participants' digital skills. Integrating activities with the happy village Program fosters positive synergy among the community, academics, and local government in achieving a digital-based, inclusive economy. From a social impact perspective, this activity successfully formed a collaborative network among MSME actors, youth groups, and housewives in developing environmentally friendly businesses with circular economic value. Besides this activity, it also strengthens awareness of the importance of household waste management and environmental conservation. Thus, strengthening digital literacy for marketing circular economy products not only contributes to the economic independence of the community but also becomes part of a sustainable and inclusive development strategy that aligns with the Jambi City Government's vision of a productive, intelligent, and sustainable happy village.

Abstract

This study aims to analyze the application of the principles of Good Environmental Governance in waste management to realize Indonesia Zero Waste 2040. Currently, the presence of waste in Indonesia signals a state of emergency; improper waste management causes waste to continue accumulating and creates problems in various aspects. So far, waste management has used a collect-transport-dispose paradigm, so this method has not yet been able to resolve the waste problem. This study employs a descriptive qualitative method, aiming to describe, analyze, and assess the application of Good Environmental Governance (GEG) in waste management in Indonesia and its relevance to the Zero Waste 2040 agenda. The researcher also uses a national policy approach and environmental governance theory because issues of waste management and the Zero Waste 2040 target are part of the national sustainable development agenda. Research results show that to achieve Indonesia Zero Waste 2040, there are several principles that must be implemented, such as the rule of law, public participation, access to information, transparency, accountability, and the existence of effective institutions for enforcement and resolution of environmental disputes. From this research, it can be concluded that the implementation of GEG principles is still not optimal, for example, the enforcement of the rule of law has not provided strict sanctions against individuals who dispose of waste carelessly, whether at the household level, small-medium industries, or large industries.

Abstract

The problem of illegal temporary shelters (TPS) is one of the serious environmental issues in Jambi City. Danau Sipin District is the district with the highest number of illegal TPS in Jambi City, namely 13 points. This study aims to determine the performance of the Environmental Management, Supervision and Enforcement Division (P3HL) the Jambi City Environmental Service the productivity aspect of the problem of illegal TPS in Danau Sipin District using the theory of public organization performance by Agus Dwiyanto (2006) with primary focus on productivity indicators. This can be seen from the utilization of various inputs such as human resources consisting of 3 field officers, operational facilities in the form of 1 patrol car, Standard Operating Procedures (SOP) for supervision, as well as clear and easy public reporting mechanisms to produce various outputs in the form of field supervision activities, enforcement of regulations, education and socialization to the public, and follow-up public reports. Although these various activities have been carried out, the limited number of field officers and operational facilities has resulted in the intensity of supervision in the field not being able to be carried out optimally. The conclusion of this study shows that the performance the Environmental Arrangement, Supervision and Law Enforcement Division of the Jambi City Environmental Service in terms of productivity has been running well, but still requires improvement, especially in the addition of human resources and operational facilities so that supervision and enforcement of regulations against illegal TPS can be carried out more optimally.
