Abstract

This research tries to generate the surface related to the emergence of an interesting phenomenon on the people political behavior in Malang. It turns out that the results of the study, the researcher found four factors influenced the political behavior. They are exchange values of the family and psychological effect on political behavior, close relation towards the community and exchange of trust between candidates and voters, exchange of economy and its influence on political behavior and exchange of expectations changes from candidate to the people. This research shows that there are some factors which influence voters to vote the candidate. First, they who vote based on the family relation, on their figures. Then, apart from the two forms of behavior that have been mentioned earlier, because of the proximity of the candidate with the community and other rational reasons, such as money politics. These phenomena happened in every political behavior of community. As stated in social exchange theory, that is mentioned social interactions in various structures of society will occur if there is a mutual exchange, in the form of material or non-material.

Abstract

Abstract

ABSTRACT The problem of poverty is often related to the bureaucracy's ability to accelerate the resolution and alleviation of poverty. One social policy that seeks to increase poor families' access to basic services and encourage improved quality of life is the Family Hope Program (PKH). The irony is that there are still many people who are trapped in the trap of poverty, and this gives rise to new problems in the implementation of PKH. Using qualitative research methods located in Malang Regency, this article attempts to identify problems in the implementation of social policies, as well as their impact on poor communities. The research results show several paradoxical impacts, such as the dependence of the poor on government assistance and leading to repeated cycles of poverty, as well as an increase in PKH recipients every year. The author's analysis explains that this is due to the deviant behavior of actors who take advantage of the weaknesses of the PKH implementation system to gain personal benefits outside the program vision. The actors' orientation leads to destructive behavior such as corruption by PKH facilitators and misuse of social assistance by Beneficiary Families (KPM). This phenomenon not only illustrates bureaucratic and social pathology but creates dependency and becomes an obstacle in the efforts of poor people to escape the trap of poverty. Abstract

This article discusses the dominance of social assistance (bantuan sosial/bansos) policies in poverty alleviation in Indonesia, focusing on the political, social, and economic dynamics that influence their implementation. It is emphasized that social assistance, such as the Family Hope Program (Program Keluarga Harapan/PKH) and Direct Cash Assistance (Bantuan Langsung Tunai/BLT), are often the main instruments for short-term poverty reduction, especially in crises. However, their use is frequently politicized, especially in the run-up to elections, as a tool to strengthen the political legitimacy of those in power. This study also critiques the effectiveness of social assistance in addressing the root causes of poverty, such as access to education, employment, and structural reform. The paradox of increasing the allocation of the social assistance budget compared to the rate of poverty reduction suggests that this approach is less significant in the long term. This article proposes alternative policies, including Universal Basic Income (UBI), local economic empowerment, vocational training, and technology-based distribution reforms to increase transparency. The GEAR (Growth, Empowerment, Adaptive, Rational) social policy model is proposed as a strategic framework to reduce community dependence on social assistance, optimize resource distribution, and ensure the sustainability of socio-economic development.

Abstract

Penelitian ini menganalisis dinamika implementasi kebijakan Dana Bagi Hasil Cukai Hasil Tembakau (DBHCHT) di lima kabupaten/kota di Provinsi Daerah Istimewa Yogyakarta (DIY) yaitu Kabupaten Sleman, Bantul, Gunungkidul, Kulon Progo, dan Kota Yogyakarta. Sebagai sumber pendapatan daerah yang penting, DBHCHT diharapkan dapat mendukung sektor kesehatan, pengembangan industri tembakau, serta peningkatan kesejahteraan petani tembakau. Namun, muncul berbagai kendala seperti lemahnya pengawasan, alokasi anggaran yang tidak transparan, hingga bantuan sosial tidak tepat sasaran kepada petani tembakau. Penelitian ini menggunakan metodologi penelitian kualitatif dengan data primer didapatkan di Kabupaten Sleman sebagai kabupaten dengan penerimaan dana DBHCHT terbesar di Provinsi DIY. Sedangkan metode studi literatur dan analisis kebijakan untuk menggali faktor-faktor yang mempengaruhi penggunaan DBHCHT di lima kabupaten/kota di Provinsi DIY. Temuan penelitian ini menunjukkan ketidaksinkronan antara regulasi pusat dan daerah memperburuk efektivitas penggunaan dana tersebut. Penelitian ini juga menunjukkan bahwa Implementasi DBHCHT belum Meningkatkan kesejahteraan petani tembakau. Hal tersebut dikarenakan sinkronisasi data terpadu kesejahteraan sosial (DTKS) dan DBHCHT justru menjadi hambatan bagi petani tembakau. Perlu reformasi kebijakan yang mencakup peningkatan transparansi, penguatan pengawasan, dan penyesuaian kebijakan yang lebih tepat sasaran. Sehinga penelitian ini dapat memberikan pengetahuan bagi pemerintah daerah di wilayah Provinsi DIY dalam meningkatkan efektivitas pengelolaan DBHCHT, terutama dampak positifnya terhadap petani tembakau.

Abstract

Artikel ini membahas relasi kuasa dan budaya politik relasi kuasa masyarakat miskin Indonesia dalam konteks sosial-politik. Kajian teoretis budaya politik ini bertujuan untuk memahami bagaimana relasi-kuasa seperti hubungan patron-klien terbentuk, berkembang, dan memengaruhi dinamika politik masyarakat miskin. Artikel ini berusaha memahami budaya politik sebagai pola perilaku, sikap, dan nilai-nilai yang dianut masyarakat dalam kaitannya dengan sistem politik. Metode penelitian kualitatif dipilih karena memiliki dua tujuan, yaitu pertama, untuk membatasi kajian, dan kedua, fokus penelitian bersifat tentatif atau sementara sehingga bisa jadi fokus penelitian berubah ketika peneliti menemukan hal yang menarik selama pengumpulan data di lapangan. Penulis menunjukkan bahwa budaya politik di Indonesia dibentuk oleh sejarah panjang, pluralitas etnis dan agama, serta dinamika sosial-ekonomi. Dalam konteks masyarakat miskin, hal tersebut disebabkan oleh pengetahuan tentang politik yang seringkali dimonopoli oleh elit penguasa. Studi pada pelaksanaan Program Keluarga Harapan (PKH) di Kabupaten Malang, di mana terdapat relasi kuasa antara pendamping PKH dengan keluarga penerima manfaat. Hal inilah yang menyebabkan terbatasnya akses masyarakat miskin terhadap informasi politik yang akurat dan kritis yang berakibat pada rendahnya kesadaran politik dan bahkan partisipasi yang terkesan manipulatif.

Abstract

The opening of political access in a country that was going through a period of democratic transition gave rise to "little kings" through the practice of political dynasties in some regions. They fill the local political space by restructuring patronage networks and strengthening their social, economic and political bases in order to maintain their power. This kind of dynastic political practice generates negative sentiments towards the performance of the bureaucracy as the public policy tend to be beneficial for a particular political family. The research focuses on the impact of the Sutrisno family's political dynasty through the bureaucracy on the level of community satisfaction towards the performance and achievements of their programs. Given the impact of the Sutrisno family's dynastic political practices, some of them show an anomaly. The findings illustrate the high level of public satisfaction with the performance of the bureaucracy in the health, education, and economy sectors. Apart from the fact that the Sutrisno family dynasty was politically established and had consequences for control of the bureaucracy, the social base of the Sutrisno family network also played an important role in increasing public acceptance of bureaucratic work programs in various fields.

Abstract

This research is based on the low access of poor families to basic education and health care in Malang City that have an impact on social welfare and poverty problem. To overcome these problems, Ministry of Social Affairs of the Republic of Indonesia through Malang City Government and Social Department of Malang City implements Program Keluarga Harapan (PKH) in the form of conditional cash transfers to the Extremely Poor Households (RTSM). The result showed that the implementation of PKH has been implemented properly and according to the procedure and the number of RTSM recipients of PKH from year to year has decreased. Nevertheless, this program implementation does not significantly impact the number of poor people in the city of Malang in general.
