Abstract

 AbstrakSebelum Undang-Undang Nomor 6 Tahun 2014 tentang Desa dikeluarkan, belum ada peraturan perundangan yang secara eksplisit mengatur tugas, fungsi, wewenang, anggaran pemerintah desa dalam konteks pemberdayaan masyarakat. Tujuan kajian adalah untuk mengidentifikasi program pemberdayaan masyarakat desa sebelum berlakunya UU No. 6 Tahun 2014 dan mengkaji aspek pemberdayaan masyarakat desa dalam UU No. 6 Tahun 2014. Kajian ini menggunakan pendekatan kualitatif dan bersifat eksplanatory, dengan teknik analisis kualitatif. Program pemberdayaan masyarakat dalam kajian ini fokus pada 4 program (PNPM MP, Desa Peradaban, CSR dan Posdaya) tidak sepenuhnya relevan dengan Undang Undang No. 6 Tahun 2014 dimana keterlibatan kelembagaan pemerintah desa dalam pemberdayaan secara struktural masih lemah. Pemerintah desa belum melakukan fungsi pemberdayaan masyarakat disebabkan belum adanya pelimpahan kewenangan dan pembiayaan dari pemerintah kabupaten. Sementara pemberdayaan masyarakat desa yang sesuai dengan Undang-Undang No. 6 Tahun 2014 menekankan pada aspek: keterlibatan aktor penyelenggara pemberdayaan masyarakat; Arah pemberdayaan masyarakat; Aspek kolaboratif pembangunan desa dalam pemberdayaan masyarakat; Pelaksana pemberdayaan masyarakat; Pelembagaan percepatan pemberdayaan masyarakat; dan Etika/ norma pemberdayaan masyarakat.AbstractBefore Undang-Undang Number 6 Year 2014 about Village was issued, there is no legislation that explicitly set the task, the function, the authority, budget the village government in the context of community empowerment. Objectives of the study is to identify rural community empowerment program before the enactment of Undang-Undang Nomor 6 Tahun 2014 and assess the empowerment community aspect in Undang-Undang Nomor 6 Tahun 2014. This study used a qualitative approach and are explanatory, with qualitative analysis techniques. Community empowerment programs in this study focus on 4 program (PNPM MP, Desa Peradaban, CSR and  Posdaya) not entirely relevant to Undang Undang Nomor 6 Tahun 2014 because government institutions in empowering involvement village structurally weak. The village administration has not carried out the empowerment function caused the absence of the community delegation of authority and financing from the district government. While community empowerment models villages that in accordance with Undang Undang Nomor 6 Tahun 2014  focused on aspects: the involvement of the community empowerment actor; The direction of community empowerment; A collaborative aspects village development in community empowerment; Community empowerment implementing; Institutionalization of  community empowerment acceleration; and ethics/ a norm community empowerment.

Abstract

AbstrakPerlombaan desa dimaksudkan untuk mengevaluasi dan menilai perkembangan pembangunan atas usaha pemerintah dan pemerintahan daerah, bersama masyarakat desa dan kelurahan yang bersangkutan. Tujuan kajian ini adalah mengidentifikasi langkah-langkah yang dilakukan pemerintah daerah pasca juara lomba desa dan menganalisis implikasi pelaksanaan perlombaan desa terhadap perkembangan desa. Studi ini bersifat deskriptif kualitatif dengan teknik analisis deskriptif kualitatif pula. Pemerintah provinsi maupun kabupaten melalui SKPD belum melakukan pemantauan, pembinaan dan pemberian stimulan secara terprogram terhadap juara lomba desa. Namun melalui kepemimpinan Gubernur yang baru, desa-desa yang pernah menjadi juara lomba desa mulai mendapat perhatian dimana desa-desa tersebut menjadi project Desa Mandiri, yang nantinya dapat diterapkan pada desa-desa yang lain. Juara lomba desa di 3 (tiga) lokus yaitu Desa Pilangrejo, Mranak dan Mentosari berimplikasi positif terhadap tingkat perkembangan desa pasca juara lomba desa. Hal ini tercermin dari indikator-indikator perkembangan desa yang digunakan sebagai penilaian mampu memacu tingkat perkembangan desa dan berdampak cukup signifikan terhadap seluruh aspek kehidupan masyarakat menjadi lebih baik. AbstractA race of the village and Kelurahan, intended to evaluate and assess progress on the governments efforts and the development of local government, together with rural and urban communities concerned. The purpose of this study is identifying steps taken by the government after the local village race champion and analyze the implications of the implementation of the race village on village development. This study is qualitative deskriptif with descriptive analysis technique qualitative as well.The provincial government as well as the district through SKPD not yet carry out monitoring, coaching and administration of stimulants are programmed to race champion village. However, through the leadership of the new Governor of Central Java, villages that had been a champion race village began to receive attention in which these villages became Desa Mandiri project, will could be applied to the villages another. Winner of the race village in 3 (three) locus of the Village Pilangrejo, Mranak and Mentosari has a positive impact on the level of development of the post-championship race village. This is reflected in the indicator-indicator rural development are used as assessment could stimulate rural development level and significant impact on all aspects of peoples lives for the better.

Abstract

Nowadays, traditional market is increasingly squeezed by the emergence of modern market that develops rapidly. The dominance shift in national retail is apparent when globalization can no longer be contained, let alone be banned. Middle class and small class (traditional market) business retail seem to be in increasingly difficult condition to compete with upscale retail business (modern market). The purpose of this study is to analyze the factors influencing the competitiveness of traditional market and to develop policies to improve the competitiveness of traditional market. This study utilizes research strategy of case study in Bandung City, Serang City, and Surabaya City with qualitative descriptive approach. The study shows that the factors inhibiting the competitiveness of traditional market with modern stores are (1) Traditional market’s bad image, and (2) Traditional market’s sellers and managers are unprofessional. To improve the competitiveness of traditional market, this study recommends: (1) routine and regular maintenance of buildings and infrastructure of traditional market, (2) professionalism improvement of traditional market’s sellers and managers, and (3) the partiality of local government in traditional markets.

Abstract

Problematic manual recapitulation led to the development of the use of e-recapitulation technology. This study aims to determine the feasibility of using e-recapitulation of vote counting in the upcoming 2019 general election. The location of this study was in Pekalongan, Central Java Province (pilot project using e-recapitulation). The method used is the descriptive qualitative method, the sources KPUD officers, Bawaslu officers, the DPRD, and the political unit of the Kesbangpol of Pekalongan. Data collection techniques used were the interview techniques. The technique of data analysis is the inductive basis, i.e., the data collected are discussed, interpreted, and collected in an inductive manner, and draw conclusions from the specific data. Field results show that technology basically e-vote election results recap (in particular _ USSD and DMR) is feasible to be used on the 2019 concurrent election, based on its ability to maintain the integrity of the vote-counting results from the polling stations. Although in the technology itself, the e-recapitulation technology is feasible to be used, it is expected that various problems as identified in this study would occur in the field during the implementation of the technology. Therefore, there needs to be a policy to anticipates the problems that might arise in the use of e-recapitulation technology in the 2019 elections. Such as early communication between the Ministry of Home Affairs and the Central Election Commission to require the use of e-recapitulation in 2019 election, to improve the quality of democracy in Indonesia, as well as to prepare the internet network throughout Indonesia.

Abstract

Indonesia has a geographical, geological, hydrological, and demographic situation prone to disasters with a relatively high frequency, thus requiring systematic, integrated, and coordinated disaster management. The disasters that occurred until 2020 were dominated by hydro-meteorological natural disasters such as floods, landslides, hurricanes, droughts to forests, and land fires (BNPB, 2021). The purpose of this study is to identify innovation models for regional government services in disaster mitigation. This study uses a qualitative descriptive method with data collection techniques, namely literature studies, FGDs, and interviews with related disaster mitigation innovations at the research location. The field findings illustrate that the SDIS innovation implemented by Sleman Regency is among the best innovations in handling volcanic eruptions. This innovation has been initiated since 2016 and continues to be refined. In the city of Semarang, specifically for flood disasters, the Early Warning System tool was installed at several points as the best innovation in flood management. However, difficulties were installing it at certain points due to geographical contours that were impossible. Meanwhile, for Sumedang Regency, their innovation through the SITABAH application still needs further development to become the best innovation in landslide mitigation due to limitations in infrastructure and human resources. In addition, the application is still one-way. Of the three disaster mitigation innovation models, the SDIS innovation is an innovation that has been successfully implemented by the Regional Disaster Management Agency of Sleman Regency. Especially on the "My distance and Merapi" feature, which can be accessed online, this innovation model can be replicated in other areas.

Abstract

Loyalitas konsumen merupakan salah satu faktor penting dalam memastikan keberlanjutan dan perkembangan Usaha Mikro, Kecil, dan Menengah (UMKM). Dalam konteks persaingan pasar yang semakin ketat, UMKM di Indonesia menghadapi tantangan besar dalam mempertahankan pelanggan dan membangun hubungan jangka panjang dengan konsumen. Salah satu cara untuk meningkatkan loyalitas konsumen adalah melalui penerapan strategi pemasaran yang efektif, dengan pemanfaatan teknologi digital yang semakin berkembang. Penelitian ini bertujuan untuk mengeksplorasi pengaruh penggunaan teknologi pemasaran digital, khususnya melalui media sosial dan alat berbasis kecerdasan buatan (AI), terhadap loyalitas konsumen pada UMKM. Penelitian ini menggunakan metode kuantitatif dengan desain deskriptif analitis, di mana data dikumpulkan melalui kuesioner yang disebarkan kepada 50 pelaku UMKM yang aktif menggunakan platform digital dalam kegiatan pemasaran mereka. Hasil penelitian menunjukkan bahwa penggunaan pemasaran digital berbasis AI dapat memberikan dampak yang signifikan terhadap peningkatan loyalitas konsumen. Penerapan strategi digital marketing yang tepat—termasuk penggunaan platform media sosial untuk interaksi langsung dengan konsumen dan teknologi AI untuk personalisasi konten—berhasil meningkatkan kepuasan konsumen yang pada gilirannya memperkuat loyalitas mereka terhadap merek atau produk UMKM. Temuan ini juga menyoroti bahwa meskipun banyak UMKM yang telah mengenal teknologi digital, pemanfaatan alat AI dalam pemasaran digital masih terbatas. Oleh karena itu, penelitian ini merekomendasikan agar pelaku UMKM lebih mengoptimalkan teknologi pemasaran digital yang ada, guna meningkatkan pengalaman konsumen dan memperkuat hubungan jangka panjang dengan pelanggan, yang pada akhirnya akan berkontribusi pada keberhasilan dan pertumbuhan usaha UMKM secara berkelanjutan.
