Abstract

Penelitian ini bertujuan untuk mengukur tingkat partisipasi masyarakat dalam kebijakan pelaksanaan Hari Simulasi Bencana setiap tanggal 26 setiap bulannya di Provinsi Bali. Simulasi bencana merupakan salah satu upaya penting dalam meningkatkan kesadaran dan kesiapsiagaan masyarakat terhadap potensi bencana yang sering terjadi di Provinsi Bali. Namun, keberhasilan program ini sangat bergantung pada tingkat partisipasi masyarakat. Metode penelitian yang digunakan adalah survei dengan menyebarkan kuesioner kepada responden yang dipilih secara acak dari berbagai daerah di Provinsi Bali. Penelitian ini juga akan menggunakan data sekunder untuk melihat pelaksanaan program Hari Simulasi Bencana. Hasilnya akan diketahui tingkat partisipasi masyarakat terhadap program, serta faktor-faktor yang mempengaruhi tingkat partisipasi tersebut. Implikasi penelitian ini diharapkan dapat memberikan masukan bagi Pemerintah Provinsi Bali untuk meningkatkan program Hari Simulasi Bencana agar lebih efektif dalam meningkatkan partisipasi masyarakat. Kesimpulannya, penelitian ini penting untuk mengevaluasi tingkat partisipasi masyarakat dalam kebijakan pelaksanaan Hari Simulasi Bencana di Provinsi Bali dan memberikan rekomendasi perbaikan ke depan. Dengan meningkatkan partisipasi masyarakat, program ini dapat lebih berhasil mempersiapkan masyarakat menghadapi potensi bencana sehingga dapat mengurangi dampak dan melindungi keselamatan masyarakat.

Abstract

This research aims to analyze the implementation of decentralization policies in Indonesia and their impact on the effectiveness of regional government. This study uses a qualitative approach with case study methods in several areas. Data was collected through observation and document analysis. The research results show that decentralization has increased community participation and regional government responsiveness, although there are still obstacles such as human resource capacity and budget management. This research provides recommendations for improving the implementation of decentralization policies in order to increase the effectiveness of regional government.

Abstract

Abstract

Rabies or zoonotic disease is a very dangerous disease for warm-blooded animals and humans, so it receives very important attention from the government. This study aims to analyse the implementation of rabies control policies in Bali Province and to determine the influence of geographic information systems on the implementation of rabies control policies in Bali Province. This study uses qualitative research, data sourced from primary and secondary data with data collection techniques through observation and interviews, and using descriptive analysis. The results showed that cooperation with the private sector in the implementation of rabies control policies has been conducted and showed good results. Communication factors, human resources and authority, disposition, bureaucratic structure of the SOP showed good results, while budgetary resources and equipment resources were less than optimal. And the geographic information system has a positive impact, it just needs more socialisation to the community.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi manajerial yang diterapkan dalam peningkatan kualitas layanan publik di Mal Pelayanan Publik (MPP) Satu Pintu Kabupaten Badung. MPP merupakan salah satu inovasi yang diterapkan oleh pemerintah daerah untuk mempermudah masyarakat dalam mengakses berbagai layanan publik dengan lebih efisien dan tanpa birokrasi yang rumit. Namun, meskipun konsep ini memiliki potensi yang besar, penerapannya memerlukan dukungan strategi manajerial yang efektif agar dapat memberikan layanan yang berkualitas. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, yang melibatkan wawancara mendalam dengan pihak manajemen MPP dan pengamatan langsung terhadap pelaksanaan layanan di MPP Kabupaten Badung. Data yang diperoleh dianalisis menggunakan teknik analisis tematik untuk mengidentifikasi faktor-faktor yang memengaruhi kinerja manajerial dalam meningkatkan kualitas layanan publik. Hasil penelitian menunjukkan bahwa strategi manajerial yang diterapkan di MPP Kabupaten Badung mencakup perencanaan yang matang, pengorganisasian yang baik, serta pengelolaan sumber daya manusia dan teknologi informasi yang optimal. Meskipun demikian, masih terdapat beberapa tantangan, seperti hambatan dalam manajemen perubahan dan kebutuhan untuk meningkatkan kualitas komunikasi antara pemerintah dan masyarakat. Penelitian ini memberikan rekomendasi agar MPP dapat lebih mengoptimalkan penggunaan teknologi, meningkatkan pelatihan pegawai, serta memperbaiki sistem evaluasi kinerja untuk memastikan layanan yang lebih efisien dan responsif terhadap kebutuhan masyarakat. Diharapkan hasil penelitian ini dapat memberikan kontribusi dalam pengembangan manajemen layanan publik yang lebih baik, khususnya di tingkat pemerintahan daerah.

Abstract

Bali Island, as an international tourist destination, is known for its natural beauty and cultural richness. However, the increasing number of foreign tourists poses significant challenges to the preservation of culture and the environment. To address this issue, the Bali Provincial Government has implemented a levy policy for foreign tourists, regulated by Bali Regional Regulation Number 6 of 2023 concerning Tourist Contributions for the Protection of Bali's Natural Environment and Culture. This policy aims to collect funds allocated for the protection of local culture and environmental preservation. This research aims to analyze the implementation of the levy policy and assess its impact on Balinese culture and environment. The research method used is a qualitative descriptive approach, with data collection through interviews, observations, and documentation studies. Interviews were conducted with various stakeholders, such as local government, tourism managers, traditional leaders, and foreign tourists. The data obtained were analyzed using thematic analysis techniques to identify challenges and opportunities in the implementation of this policy. Research results indicate that the levy policy based on Bali Regional Regulation Number 6 of 2023 has great potential in supporting the preservation of culture and the environment. However, several key challenges in the implementation of this policy include a lack of understanding among tourists, suboptimal fund management, and the need to enhance local community involvement. To enhance the effectiveness of this policy, more intensive socialization to foreign tourists, more transparent fund management, and active participation from the Balinese community are needed.

Abstract

This article describes the application of the GEDSI (Gender Equality, Disability, and Social Inclusion) approach to disaster management policies with special reference to the Province of Bali. The province, which frequently experiences natural disasters such as earthquakes, volcanic eruptions and floods, recognizes the need to pay attention to gender differences, disabilities and social inclusion in all aspects of disaster management. The GEDSI approach promotes active participation and an equal role for all community members in dealing with disasters. The findings show that Bali is committed to ensuring equal access to information, protection and disaster management services for vulnerable groups. It seeks to integrate a gender perspective in disaster management planning, including ensuring women's participation in decision-making and their involvement in policy implementation. In addition, the GEDSI approach also emphasizes social inclusion and the needs of people with disabilities. Bali seeks to remove physical and social barriers that may impede the participation and accessibility of persons with disabilities during disasters. Disabled persons-friendly facilities and services are provided, and disability groups are involved in policy planning and evaluation. With the GEDSI approach, disaster management in Bali can be inclusive and responsive to the needs of all individuals. This approach will ensure equity, respect human rights and enhance sustainability in the face of natural disasters.
