Abstract

The MSME sector is an economic milestone for villages in border areas. As one of the two countries' border crossings, tourist villages on the Indonesia-Timor Leste border have great potential in developing their business scale which can provide income not only for MSMEs, but for Border Village Original Income (PADes). However, the problem is that MSME actors in these border villages are still hampered in terms of capital, technological innovation, workforce expertise and marketing systems. On the other hand, the existence of Bumdes can be a solution to the problems faced by MSME actors. In this study, researchers will look for the root of the problems faced by MSMEs and BUMDes by conducting interviews with MSME actors, Village Heads and BumDes Management in 3 (Three) Border Villages, namely: Duarato Village, Tohe Village and Siwalan Village in Belu District. Then formulate policy priorities that must be implemented by the Village Government and BUMDes in order to move MSMEs through qualitative analysis techniques. The research results show that: (1) Business Environment Aspects; the importance of maintaining the surrounding environment so that it remains safe and conducive in supporting business development (2) Capital Aspects; access to capital from non-bank parties and from cooperatives to business actors (3) employment aspect; Local governments need to provide training facilities for workers. (4) Information Technology Aspects; every business actor has mastery of technology including mastery of banking digitization (5) Marketing Aspect; the importance of marketing training for business actors to maintain business continuity. The final implication of this research is the realization of BUMDes goals in driving the village economy. In addition, with the existence of the BUMDes program that supports MSMEs, it is hoped that it will be able to increase the business scale of MSMEs and Village Original Income (PADes) for tourist villages on the border of Indonesia - Timor Leste.

Abstract

Pengelolaan keuangan desa merupakan aspek strategis dalam mewujudkan tata kelola pemerintahan desa yang transparan, akuntabel, dan berorientasi pada pembangunan. Namun, berbagai temuan menunjukkan bahwa aparatur desa masih menghadapi tantangan dalam memahami regulasi, mekanisme penganggaran, penatausahaan, hingga pelaporan keuangan desa. Kegiatan Pengabdian kepada Masyarakat (PKM) ini bertujuan untuk meningkatkan kapasitas aparatur desa dan Badan Permusyawaratan Desa (BPD) di Kecamatan Rote Barat, Kabupaten Rote Ndao, melalui pelatihan dan pendampingan teknis terkait pengelolaan dan pelaporan keuangan desa. Metode yang digunakan meliputi ceramah interaktif, diskusi, studi kasus, serta simulasi aplikatif mengenai tahapan pengelolaan keuangan desa sesuai regulasi. Evaluasi dilakukan melalui pre-test dan post-test untuk mengukur peningkatan pemahaman peserta. Hasil kegiatan menunjukkan peningkatan signifikan dalam pengetahuan peserta terhadap prinsip pengelolaan keuangan desa, pertanggungjawaban, dan mekanisme pengawasan. Peserta mampu mengidentifikasi sumber permasalahan serta memahami langkah penyelesaian berdasarkan regulasi yang berlaku. Program ini berkontribusi pada penguatan tata kelola keuangan desa serta memperkuat kolaborasi antara perguruan tinggi dan pemerintah desa dalam mewujudkan pengelolaan keuangan desa yang lebih tertib, efektif, dan akuntabel. Rekomendasi diberikan agar pelatihan lanjutan dan pendampingan berkala terus dilakukan untuk memastikan keberlanjutan peningkatan kapasitas aparatur desa.

Abstract

Program Kemitraan Masyarakat (PKM) ini bertujuan untuk memperkuat kapasitas ekonomi kelompok UP2K Wanita Tani Suka Maju di Desa Ajaobaki, Kabupaten Timor Tengah Selatan, melalui integrasi digitalisasi pemasaran dan literasi keuangan berbasis pendekatan partisipatif. Masalah utama yang dihadapi mitra meliputi keterbatasan strategi pemasaran konvensional, rendahnya kemampuan inovasi produk, serta tidak adanya sistem pencatatan keuangan. Kegiatan dilaksanakan melalui penyuluhan, pelatihan praktik (learning by doing), dan pendampingan intensif dengan model community-based development dan co-creation. Hasil program menunjukkan peningkatan signifikan pada kemampuan peserta dalam mengelola media sosial dan marketplace, memproduksi konten digital, serta memperluas jangkauan pasar hingga luar desa. Inovasi produk dan pengembangan kemasan berbahan lokal turut meningkatkan nilai tambah dan diferensiasi usaha. Selain itu, pelatihan literasi keuangan memungkinkan peserta memahami perhitungan Harga Pokok Produksi (HPP), melakukan pencatatan keuangan sederhana, serta memanfaatkan QRIS sebagai alat transaksi digital. Program ini menunjukkan bahwa integrasi pemasaran digital dan literasi keuangan mampu mendorong transformasi ekonomi lokal, meningkatkan pendapatan, serta memperkuat kemandirian perempuan sebagai aktor utama ekonomi komunitas. Temuan ini memberikan model pemberdayaan yang dapat direplikasi pada konteks desa lainnya.

Abstract

The purpose of this study is to analyze the contribution of regional government capital participation to the dividends distributed by Regional-Owned Enterprises (BUMD) in the city of Kupang. This research employs a mixed-method approach using secondary data in the form of Budget Realization Reports (APBD) from 2018 to 2024 and BUMD dividend data, as well as primary data obtained through interviews with the Finance and Regional Asset Agency of Kupang City. The analysis is conducted quantitatively with descriptive methods by calculating the Return on Investment (ROI) and comparing the amount of capital participation with the dividends, complemented by qualitative data from the interview results. The findings indicate that Bank NTT consistently realizes capital participation and regularly distributes dividends with a fairly good ROI, whereas PD Pasar contributes relatively small dividends, and KPN Maju does not distribute dividends at all. The study concludes that the capital participation of Kupang City Government has not been fully effective in increasing the Local Original Revenue (PAD), thus requiring more selective and performance-based investment management
