Abstract

Fiscal decentralization is closely tied to a country's economic development, with one of its main objectives being the enhancement of public service efficiency, particularly government spending. Government expenditures reflect policy decisions, including providing essential services such as education through HDI. However, many studies dispute the notion that decentralization automatically improves resource allocation efficiency. This research aims to: 1) assess the efficiency of government spending on education in regencies and cities before and after fiscal decentralization, and 2) identify factors influencing this efficiency. The study uses Data Envelopment Analysis (DEA) to evaluate efficiency levels and Tobit regression to analyze the factors affecting efficiency. DEA results show that regencies and cities in Papua have the lowest efficiency (63%), while those in Sumatera have the highest (92%). The Tobit regression model indicates that, for the pre-decentralization period, only the student-teacher ratio is significant, while after decentralization, population size, student-teacher ratio, and region dummy become significant. The findings suggest that improving efficiency in education spending, both before and after decentralization, is critical. Future research should expand the study period, include other sectors like health, and consider the role of the private sector in education. This study contributes to understanding fiscal decentralization's impact on education efficiency and its broader implications for regional and national development.

Abstract

This study evaluates the efficiency of local government expenditures in the health sector, crucial for growth and productivity. Using Data Envelopment Analysis, it examines pre- and post-decentralization periods. Before decentralization, only Makassar (Sulawesi) and Gianyar (Bali and Nusa Tenggara) achieved full efficiency. Post-decentralization, Bengkalis, Kota Pematang Siantar, and Simalungun (Sumatera) reached efficiency. Findings reveal that Papua’s regions have the lowest efficiency scores, while Sulawesi’s are the highest. Papua averages 0.80, below the national average of 0.90, whereas Sulawesi scores 0.93. Overall, efficiency improved post-decentralization. The study highlights the need for government efforts to enhance health expenditure efficiency both before and after fiscal decentralization to achieve optimal results.

Abstract

This study seeks to investigate the impact of tourism factors on economic growth, specifically international tourist arrivals (ITA), visitor exports, foreign direct investment (FDI), labor, and COVID-19 as a dummy variable in ASEAN from 2010 to 2022, both partially and simultaneously. The dependent variable in this study is the Gross Domestic Product (GDP) value. The independent variables are international tourist arrivals (ITA), visitor exports, FDI, labor, and COVID-19 as dummy variables. This study utilized dynamic panel data regression using the Generalized Method of Moments (GMM). The selected model is the System Generalized Method of Moments (SYS-GMM). The findings of this study demonstrate that all independent variables collectively exert a significant influence on economic growth across the 10 ASEAN nations. In contrast, foreign direct investment and labor considerably impact economic growth in ten ASEAN nations. In contrast, partially, international tourist arrivals, visitor exports, and the COVID-19 dummy variable have no influence.
