Abstract

Penelitian yang dilakukan merupakan lanjutan dari yang sudah dilakukan tahun 2022 tentang faktor yang mempengaruhi angka kematian bayi. Tujuan penelitian ini untuk mengetahui dampak sebaran penerima bantuan sosial PKH, terhadap angka kematian bayi dengan mengamati persyaratan yang ada dalam kebijakan PKH di Indonesia. Hal tersebut dilakukan dengan diikuti pemberian solusi sehingga dapat menurunkan tingkat penerima PKH yang tidak tepat sasaran. Jenis penelitian berupa korelasi dan expost facto dengan menggunakan pendekatan gabungan mix method. Metode dilakukan berurutan antara data kuantitatif yang didapatkan dari hasil survey pelaksanaan PKH di Klaten dan data kualitatif yang didapat dari hasil wawancara. Sampel yang digunakan adalah Kecamatan Bayat, Trucuk dan Jatinom dengan total seratus responden. Instrumen yang digunakan berupa kuisioner dengan teknik analisis deskriptif korelasi. Hasil penelitian menemukan bahwa telah terjadi kondisi yang tidak ideal, di mana daerah dengan rata-rata pendapatan keluarga tinggi menerima lebih banyak bantuan sosial PKH dibandingkan daerah yang pendapatan rata-rata keluarganya lebih rendah. Sehingga, solusi yang dapat diberikan adalah melakukan pembaruan data penerima PKH setiap bulannya dengan melibatkan para stakeholder, serta penambahan kriteria yakni jumlah pendapatan yang dimiliki penerima bantuan sosial PKH.

Abstract

Poverty is a multidimensional problem that has a wide impact on various aspects of people's lives. One of the government's main strategies in overcoming this problem is through the provision of social assistance (bansos). However, in its implementation, there are still social assistance recipients who are not on target, so improvements are needed in the requirements for aid recipients. This study explores social assistance receipt programs within the framework of Lawrence M. Friedman's legal system theory, which highlights three main components in the legal system: legal structure, legal substance, and legal culture. Using normative methods and conceptual approaches, this research relies on secondary data from relevant regulations, policies, and academic literature. The findings of the study reveal that although the legal structure that regulates social assistance is available formally and completely, in the sub-system of legal substance, it is necessary to determine more detailed and objective criteria for social assistance recipients so as to minimize recipients of assistance that are not on target. In addition, the legal culture shows the phenomenon of people who tend to represent themselves as poor individuals so that they deserve social assistance. Therefore, it is necessary to work together from the government and the community through changes in legal culture; mindset and habits so that they can form an effective legal structure and legal substance as an effort to alleviate poverty in Indonesia.

Abstract

This review discusses legal protection according to Lawrence M. Friedman to the Implementation of the Men's Participation Program based on Law Number 52 of 2009 concerning Population Development and Family Development has contained legal protection or has not been analyzed based on the legal structure, legal substance and legal culture. The results of the study show that the legal structure of family planning organizing institutions at the central and provincial levels, namely BKKBN, while at the district/city level it is integrated into the Regional Apparatus Organization based on the policies of each region so that the achievements of male family planning users in each region are different. In terms of legal substance, there is a lack of special regulations in the form of implementing regulations regarding the form of male family planning and a legal umbrella for new types of male contraception. Meanwhile, in terms of legal culture, Indonesian people still consider taboos related to male contraception and the existence of MUI decisions related to vasectomy which cannot be applied in general but are conditionally enforced. Therefore, there is no legal protection related to the implementation of male family planning.

Abstract

This study aims to analyze the level of readiness of the people of Sragen Regency in supporting the implementation of Smart City through the use of Disdukcapil digital services using the Perceived Organizational E-Readiness (POER) framework. The study uses a descriptive quantitative approach through a survey of 100 respondents who are users of Disdukcapil services, with the sample determined using the Cochran formula because the population size is unknown. Data were collected through a valid and reliable Likert scale questionnaire, then analyzed descriptively and using simple inferential statistics. The results show that community readiness is in the middle category with disparities between dimensions, where Awareness and Business Resources are fairly ready, while Human Resources are still not ready. The low Human Resources dimension is reinforced by the high percentage of technical constraints and low problem-solving skills. These findings indicate to have that community readiness has not progressed evenly and remains relatively passive. Consequently, the success of Sragen Smart City requires to have a strategy that not only focuses to have on strengthening technological aspects but also emphasizes to have the continuous enhancement of community capacity and digital literacy to realize to have an inclusive and participatory Smart Society.
