Abstract

This study aims to analyze the success of online-based public service systems in Bandung City and formulate recommendations for improvement. Issues identified include low ratings for the Lapor!, Gampil, and Bandung Sadayana applications, as well as slow data updates on the Open Data portal. The method used is quantitative descriptive through questionnaires, documentation, and interviews. The results indicate that the usage dimension received the lowest score, indicating that service utilization remains low. Meanwhile, the system quality dimension received the highest average score, indicating that users' perceptions of the system are generally positive. The Gampil application received the highest satisfaction rating (87.61%), while Salaman received the lowest (69.72%). In conclusion, online public services in Bandung City are considered suboptimal because they are technically adequate but underutilized. These results are important as a basis for evaluating the city government's digital policies. Based on these findings, it is recommended to educate the public about all online public services and develop application features based on real community needs to make services more effective and inclusive.

Abstract

Purpose: This study analyzes the implementation of the Legal Metrology supervision policy through educational content on Instagram by the Directorate of Metrology. The objective is to evaluate the effectiveness of this digital communication strategy and identify the key factors that influence policy implementation. Ensuring accurate measurements and protecting consumer rights are central to the policy’s intent. Methodology/Approach: A descriptive qualitative approach was adopted, utilizing Van Meter and Van Horn’s implementation theory as the primary analytical framework. In addition, a SWOT analysis was conducted to identify internal strengths and weaknesses, as well as external opportunities and threats, to formulate strategic recommendations for improvement. Results/Findings: The findings indicate that using Instagram for policy implementation is moderately effective but has not reached its full potential. Several obstacles were identified, including limited human resources, internal organizational constraints, and low levels of public engagement. Conclusions: The Directorate of Metrology has made notable progress in leveraging digital platforms for public education and outreach. Nonetheless, there is a need for targeted strategic improvements. Enhancing human resource capacity, improving content quality, and adopting more effective outreach strategies are essential to increasing overall effectiveness and building greater public trust in legal metrology practices. Limitations: This study is limited to qualitative analysis and does not include quantitative measurements of social media engagement or comparisons with other governmental institutions. Contribution: The study offers practical insights into optimizing social media for policy implementation, supervision, and consumer protection.

Abstract

Community Organization (Ormas) development is an essential aspect of maintaining social stability and enhancing public participation in development. The Bandung City Government, through the National Unity and Political Agency (Bakesbangpol), organizes the Safari Ormas program as a means of facilitation and education for local community organizations. This study aims to: (1) evaluate the empowerment and supervision program through Safari Ormas by Bakesbangpol Bandung; (2) identify the challenges in implementing the Safari Ormas activities in Bandung; and (3) formulate recommendations to improve the effectiveness of Safari Ormas in supporting empowerment and supervision efforts. This research employed a qualitative approach with data collection techniques including interviews, observations, and documentation. The informants consisted of Bakesbangpol Bandung officials directly involved in Safari Ormas and representatives of several participating organizations. The study applied the CIPP evaluation model developed by Daniel L. Stufflebeam to assess program success. The findings indicate that the implementation of Safari Ormas still faces several challenges, including the low level of organizational understanding among communities, limited budget and human resources (only 2–3 personnel), inconsistent scheduling, and the lack of continuous follow-up after the activity. The recommendations include developing digital training media such as posters, strengthening inter-agency collaboration and utilizing webinars or e-learning, preparing a more structured annual schedule disseminated to Ormas, and reinforcing periodic monitoring and evaluation to ensure the sustainability of program outcomes.

Abstract

Social conflict prevention is a crucial aspect in maintaining social stability and harmony. This study aims to analyze the implementation of social conflict prevention policies carried out by the Bandung City Agency for National Unity and Politics (Bakesbangpol), with a focus on the early warning function. Referring to Law No. 7 of 2012 on the Handling of Social Conflicts, which regulates the government’s obligation to conduct early detection, prevention, and post-conflict recovery, this study employs a qualitative method using George C. Edwards III’s (1980) policy implementation model. The results show that although Bakesbangpol has made various efforts in preventing social conflict, challenges remain, such as limited human resources and budget constraints. The study recommends several strategic steps to improve policy implementation, including the development of an integrated information system for conflict monitoring, the use of technology for early detection, and community-based empowerment involving local leaders and organizations. These measures are expected to create a safer and more harmonious environment in Bandung City and maintain social stability amidst complex societal dynamics.   Keywords: ; Implementation; Public Policy; Social Conflict

Abstract

The creation of the Political Party Court was a first step towards party accountability and cohesion, as per Law No. 2 of 2011 in relation to Political Parties (Republic of Indonesia). Despite its crucial function, the position of the law in Indonesia is still unclear, and it frequently competes with official courts like the Constitutional Court. The interpretation of Article 33 (1) and (2) has shown that it can potentially create legal instability and interfere with the resolution of disputes, undermine the legitimacy of democratic elections, or subvert decisions made by the constitutional court. Additionally, the Party Court's ambiguity in its jurisdiction undermines the legal credibility of final Constitutional Court decisions, despite extensive research being undertaken on its role in election conflicts. Additionally, there is a significant research gap in assessing the specific legal and institutional procedures. In order to understand how the Constitutional Court's decisions can impact Indonesian general elections, this paper examines the legal uncertainties that arise from party disputes. By using a qualitative juridical-normative technique, the study investigates statutes, court opinions, and doctrine in relation to election law. It concludes by indicating that "party courts" operate in ambiguous jurisdictions, often with decisions reflecting factional interests or conflicting formal court conclusions, leading to judicial incoherence. The lack of proper regulatory control amplifies this ambiguity. Besides suggesting significant legislative amendments to standardize internal party procedures, the study provides a theoretical framework for investigating the interaction between quasi-judicial institutions and upper courts.
