Abstract

Dasar penelitian ini diawali dari permasalahan terkait pelayanan bagi penyandang disabilitas yang terjadi khususnya di Kota Bandung. Sebagai warga negara, penyandang disabilitas memiliki hak-hak yang sama untuk hidup secara independen. Hak tersebut hanya bisa dipenuhi apabila fasilitas publik yang mendukung aksesibilitas mereka tersedia dengan baik. Menyadari adanya kebutuhan tersebut, pemerintah Kota Bandung kemudian mencanangkan program untuk membuat Bandung sebagai kota ramah disabilitas. Pendekatan dalam penelitian ini menggunakan pendekatan kualitatif dengan melakukan observasi, wawancara mendalam dan studi literatur. Salah satu strategi yang paling signifikan adalah dengan melakukan pembangunan fasilitas publik yang ramah disabilitas. Namun, temuan empiris di lapangan menujukkan bahwa fasilitas publik belum sepenuhnya bisa diakses oleh penyandang disabilitas. Fasilitas yang ditujukan bagi penyandang disabilitas tidak memberikan manfaat optimal karena belum sesuai dengan desain universal yang berlaku secara internasional. Terdapat beberapa tantangan yang harus dihadapi dalam perwujudan Bandung sebagai penyandang disabilitas. Birokrasi dan masyarakat kurang memiliki kesadaran akan disabilitas dan kesamaan hak-hak yang dimiliki para penyandangnya. Koordinasi antarpihak yang terlibat dalam pembangunan fasilitas publik pun belum optimal sehingga ada banyak fasilitas yang direncanakan akan ramah disabilitas pada praktiknya tidak demikian. Pergantian kepala daerah dan dinamika politik juga memungkinkan lambatnya pembentukan regulasi di level daerah terkait dengan pelayanan publik yang peka terhadap kebutuhan penyandang disabilitas. Di tengah tantangan tersebut, mewujudkan Bandung sebagai kota ramah disabilitas masih tetap mungkin dilakukan dengan pilihan strategi yang tepat. Penelitian ini menghasilkan strategi-strategi yang dapat digunakan dalam mewujukan bandung sebagai kota ramah penyandang disabilitas.

Abstract

Teori pertukaran sosial telah menjadi landasan teoritis utama yang dapat menjelaskan fenomena hubungan antar individu dalam organisasi. Artikel ini menelaah isu konseptual dari perasaan berkewajiban (felt obligation) individu di organisasi dalam perspektif kerangka pertukaran sosial. Integrative literature review digunakan dalam artikel ini yang bertujuan untuk mengeksplorasi isu terkait definisi, konsep, faktor dan atau variabel yang terkait. Sebagai catatan penting, artikel mengungkap tentang perlunya lebih menekankan pada perspektif kerangka pertukaran sosial (social exchange) pada telaah konsep perasaan berkewajiban untuk dapat membedakan secara konseptual dengan mekanisme sikap lainnya seperti komitmen normatif. Implikasi penting tulisan ini adalah kontribusi pada perluasan pemahaman tentang konsep perasaan berkewajiban dan bagaimana hal tersebut dapat ditelaah baik secara teoritis maupun empiris.

Abstract

The purpose of this article is to explore the idea of ​​the risk identification process in village government from the perspective of stakeholder theory. This article attempts to demonstrate the importance of risk management in village governance by considering what risks can be identified regarding key stakeholders. Stakeholder theory is used as a theoretical basis in exploring the roles and interests of stakeholders related to village governance. Based on the findings drawn from risk identification process, there are nine identified risks from the four main stakeholder categories of village governance. Based on the identification of stakeholders in the village government, it could be proposed that stakeholder management in integrated risk management in the village government can be carried out and increase the effectiveness on risk and stakeholder management and this would prompts further empirical research. Furthermore, future research directions are suggested by enabling the integration of risk management and stakeholders to benefit the management process and outcomes of risk and stakeholders management. There is potential in the effectiveness of risk management in village government through new ways of thinking, analyzing, and then managing risks and integrating them with stakeholders holistically, rather than traditional efforts in each area. In the future, integrating risk management and stakeholders is very challenging, but it can be a new way to improve the performance of village government with the feasibility and benefits that need to be studied further.

Abstract

The basis of this research begins with problems related to services for persons with disabilities that occur especially in the city of Bandung. Indonesian citizens with disability have the right to live independently. The right can only be fulfilled if the accessible public facilities are sufficiently available. Understanding the needs, Bandung City government has set a plan to transform the city into a disability-friendly one by taking several actions, most notably is building public facilities which can be used by everyone. However, the empirical data gathered on the field showcases that public facilities are not accessible by people with disability yet, particularly since they have not met the universal design which applies internationally. The approach in this study is qualitative by conducting observations, in-depth interviews and literature studies. As for the results of the study, there are challenges and strategies to transform Bandung into a disability-friendly city. There are several apparent challenges, such as how bureaucracy and society in the city are lack of awareness about the rights of people with disability. The coordination and communication among actors who are involved in public facilities development are not efficient yet, which results in the ineffective implementation of public service provision. The change of regional legislative and executive head also influences the progress of regional law-making regarding public service which is more considerate of people with disability.In the midst of the challenging situation, realising Bandung as a disability-friendly city is a plausible goal to achieve, with the appropriate strategies as its condition. This research aims to discuss strategies that can be used to transform Bandung into a disability friendly city.

Abstract

Purpose: This study aims to determine the role of village funds in improving community welfare. Village funds are funds sourced from the APBN (State Budget and Expenditure) allocated to villages which are transferred through the district/city regional budget. According to applicable regulations, these funds must be used properly, such as to finance government administration, conduct development, community development, and empowerment. Design/methodology/approach: The research uses a quantitative descriptive research methods. Data collection was carried out by distributing questionnaires to several villages in West Bandung Regency and conducting interviews with related parties at the local Community Empowerment Service. Findings: The results of this study indicate that the management of village funds has an effect on improving community welfare. In general, the management of village funds in the West Bandung Regency has been managed in a transparent and accountable manner and involves community participation. Paper type: Research paper

Abstract

The application of E-Office in office activities and service fulfillment at the Polytechnic of STIA LAN Bandung creates information technology-based services. The application of e-office information technology to support e-government has a positive impact on improving employee performance in the Polytechnic of STIA LAN Bandung environment in Bandung. The available applications are also quite diverse, starting from office administration contained in the FiSH (file Sharing) and Andalan (Archive and mail administration) applications, learning services carried out through the Microsoft Team and registration services through the PCMB Online information system. This study will elaborate on the use of E-Office as an online service medium used at the Polytechnic of STIA LAN Bandung.

Abstract

Pelaksanaan kegiatan ini ini dilatarbelakangi oleh belum optimalnya penyelenggaraan perpustakaan dalam rangka meningkatkan budaya minat baca masyarakat Kabupaten Pangandaran, hal ini dapat terlihat dari belum adanya regulasi berupa Peraturan Daerah tentang penyelenggaraan perpustakaan, keterbatasan sarana prasarana, dan juga masih terbatasnya tenaga pemustaka yang tersedia. Kegiatan ini bertujuan untuk mengoptimalkan penyelenggaraan perpustakaan di Kabupaten Pangandaran sehingga mampu menumbuhkan budaya membaca masyarakat Kabupaten Pangandaran. Metode pelaksanaan dilakukan dengan cara menyusun rancangan peraturan daerah tentang penyelenggaraan perpustakaan di Kabupaten Pangandaran. Kegiatan ini menghasilkan sebuah peraturan daerah yang kemudian digunakan sebagai landasan penyelenggaraan perpustakaan di Kabupaten Pangandaran.

Abstract

Penelitian ini dilakukan untuk mengetahui persepsi atas kualitas sistem dan informasi dalam mendorong kepuasan pengguna pada sistem BJB Greens di PT Bank Pembangunan Daerah Jawa Barat Dan Banten Tbk (BJB). Pada penelitian ini menggunakan model kesuksesan DeLone dan McLean untuk menilai keberhasilan sistem informasi dengan menggunakan tiga elemen yaitu kualitas sistem, kualitas informasi, dan kepuasan pengguna. Interaksi diantara ketiga elemen tersebut yang dipertimbangkan sebagai dasar dalam menilai kesuksesan sistem informasi BJB Greens di organisasi perbankan seperti BJB. Dengan pendekatan kuantitatif dan teknik analisis regresi linier berganda serta penyebaran kuesioner selama kurun waktu satu bulan kepada 67 responden yaitu pegawai Bank BJB kantor cabang Jatinangor dan Sukajadi yang menggunakan sistem BJB Greens. Hasil penelitian menghasilkan beberapa temuan, diantaranya kualitas sistem dan kualitas informasi berpengaruh positif dan signifikan terhadap kepuasan pengguna, selain itu kualitas sistem mempunyai pengaruh yang lebih besar dibandingkan kualitas informasi. Penggunaan sistem BJB Greens telah terbukti bermanfaat dari sudut pandang pengguna dalam mengefisiensikan pekerjaan berdasarkan tiga elemen dalam Delone & McLean Information Success Model yang mendapatkan nilai sebesar 79.70% dan masuk dalam kategori sukses. Selain itu, elemen kualitas sistem memerlukan perbaikan, dengan fokus khusus sistem yang dapat dikembangkan sesuai dengan apa yang dibutuhkan pengguna dan diharapkan untuk meningkatkan pelaksanaan sosialisasi sistem BJB Greens kepada karyawan.
