Abstract

The update of policies related to mandatory ID cards and family cards for the target group has resulted in the 3 kg LPG subsidy distribution program in the city of Surabaya needs to be evaluated to find out the direction of the program. The evaluation of the 3 kg LPG subsidy distribution program in the city of Surabaya aims to find out the results of the implementation of the 3 kg subsidized LPG distribution policy in the city of Surabaya. The research method uses qualitative method with a descriptive approach to provide a complete picture according to the topic discussed. This study uses policy evaluation theory by William N. Dunn. Data collected by interviews, observations and documentation. Then, data analysis techniques by Miles & Huberman were also used in data collection, data reduction, data presentation, and conclusion drawn. The results of the study with evaluation indicators such as effectiveness, adequacy, equity, responsiveness, and accuracy have shown that the implementation of the 3 kg LPG subsidy program in the city of Surabaya has been well realized. Through the use of Merchant Apps Base Pertamina Lite, it also contributes to the process of distributing 3 kg LPG subsidies evenly for community groups who are entitled to receive it. The Surabaya City Government through the Subdivision of Planning and Supervision of Micro, Small Economy and Natural Resources of the Economy and Natural Resources Section always conducts thorough supervision to find out the development of the program so that it is more on target.

Abstract

The growth of micro enterprises in Sidoarjo Regency is a positive phenomenon, driven by an increase in community initiatives to establish independent businesses. However, this growth needs to be accompanied by the government's active involvement in enhancing the capacity of micro-enterprises through targeted programs or policies. One such effort is reflected in the Regulation of the Minister of Cooperatives and Small and Medium Enterprises of the Republic of Indonesia No. 18 of 2015, which provides guidelines for education and training aimed at developing the human resources of cooperatives as well as micro, small, and medium enterprises. In line with this regulation, the Office of Cooperatives and Micro Enterprises has provided a digital marketing training program. Nevertheless, micro-entrepreneurs still face challenges, such as a limited understanding of digital technology. Therefore, it is necessary to measure the extent to which the provided training can impact micro enterprises productivity and capabilities. This research is intended to investigate significant differences in the impact of micro enterprises development training in Sidoarjo Regency. This study employs a quantitative approach with a comparative design using a one-group pretest-posttest method. Data were collected using a questionnaire distributed to 100 respondents. The data were analyzed using a paired t-test with SPSS Version 30. The findings revealed a statistically significant difference in the impact of micro enterprises development training in Sidoarjo Regency (t(99) = -17.606, p < 0.001). These results indicate that the training program positively impacts micro enterprises development in Sidoarjo Regency.

Abstract

The East Java Provincial Social Service prioritizes the shackle-free East Java program. The program seeks to end the practice of shackling. In reality, the shackle problem is still found in East Java. The aim of the research is to examine the execution of the East Java shackles-free policy as a top priority initiative to help shackle victims regain their social function and spiritual well-being. In this work, a case study methodology uses qualitative research. Then, observation, documentation, and interviews were used to collect data. The six indicators used in this research include policy standards and aims, resources, implementing organization characteristics, relationships between organizations, implementers' attitudes, and the social, economic, and political environment. The study's findings indicate that East Java has not yet fully implemented the shackle-free program. It has been established that several districts and cities have not adopted the shackle-free program because social readiness is limiting their ability to do so. That's holding up the goal of East Java to get rid of shackles.
