Abstract

The update of policies related to mandatory ID cards and family cards for the target group has resulted in the 3 kg LPG subsidy distribution program in the city of Surabaya needs to be evaluated to find out the direction of the program. The evaluation of the 3 kg LPG subsidy distribution program in the city of Surabaya aims to find out the results of the implementation of the 3 kg subsidized LPG distribution policy in the city of Surabaya. The research method uses qualitative method with a descriptive approach to provide a complete picture according to the topic discussed. This study uses policy evaluation theory by William N. Dunn. Data collected by interviews, observations and documentation. Then, data analysis techniques by Miles & Huberman were also used in data collection, data reduction, data presentation, and conclusion drawn. The results of the study with evaluation indicators such as effectiveness, adequacy, equity, responsiveness, and accuracy have shown that the implementation of the 3 kg LPG subsidy program in the city of Surabaya has been well realized. Through the use of Merchant Apps Base Pertamina Lite, it also contributes to the process of distributing 3 kg LPG subsidies evenly for community groups who are entitled to receive it. The Surabaya City Government through the Subdivision of Planning and Supervision of Micro, Small Economy and Natural Resources of the Economy and Natural Resources Section always conducts thorough supervision to find out the development of the program so that it is more on target.

Abstract

The purpose of this study is to describe in depth the Strategy of the Surabaya City Government in Managing Waste into Electrical Energy. This study uses a qualitative descriptive approach with data collection techniques through observation, interviews, and documentation. The focus of this study is based on Geoff Mulgan's Government Strategy theory (Mulgan, 2009): Objectives, Environment, Direction, Action, Learning. The results of the study state that 1) Objectives, to reduce the amount of waste generated at the Benowo Surabaya TPA. 2) Environment, which influences the implementation of this strategy, namely external factors from the private sector PT Sumber Organik as the manager of the TPA and the internal environment, the Surabaya City Government which prepares and regulates the implementation of waste management into electrical energy. 3) Direction, there is a direction from the President of the Republic of Indonesia given to the City of Surabaya to build a waste management installation into electrical energy in accordance with Presidential Regulation Number 35 of 2018 and further direction is given by the Surabaya City Government to the Environmental Service to run the program. 4) Action, the waste management program into electrical energy in the City of Surabaya in collaboration with private agencies according to the specified agreement. 5) Learning, there are environmental experts and ASN who conduct comparative studies abroad to increase their insight into waste management.

Abstract

Kemiskinan menjadi permasalahan rumit yang dihadapi berbagai negara khususnya Negara Republik Indonesia. Oleh karena itu perlu adanya penanganan dalam menangani masalah kemiskinan. Pemerintah melalui Kementrian Sosial telah membuat berbagai macam program bantuan sosial dalam mengatasi kemiskinan. Fokus penelitian ini adalah Implementasi Kebijakan Program Kelompok Usaha Bersama (KUBE) dalam Menangani Kemiskinan oleh Dinas Sosial Provinsi Jawa Timur. Penelitian ini ditujukan untuk mengetahui bagaimana proses berjalannya kebijakan bantuan sosial Kelompok Usaha Bersama dalam mengatasi kemiskinan. Pada penelitian ini menggunakan teori implementasi kebijakan dari George Edward III. Pada penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dalam penelitian ini menggunakan teknik wawancara. Hasil penelitian menunjukkan adanya komunikasi yang terjalin dengan baik dan berkesinambungan, disposisi yang dilaksanakan sesuai fungsi dan tanggung jawabnya, sumber daya yang jelas dimanfaatkan sebagaimana mestinya, serta struktur birokrasi yang tepat. Menurut teori implementasi yang dicetuskan oleh Edward III, Program Kelompok Usaha Bersama (KUBE) telah berhasil dijalankan dengan baik, namun dalam realisasi diantara anggota KUBE ada yang tidak memenuhi persyaratan administrasi yang sudah ditetapkan, sehingga implementasi Program Kelompok Usaha Bersama (KUBE) tidak dapat tersalurkan.
