Abstract

Good governance is a crucial foundation for sustainable development in Indonesia. Its implementation, however, faces various challenges, including weak coordination between leadership and bureaucracy. This article aims to examine the role of synergy and collaboration between visionary leadership and professional bureaucracy in achieving effective, transparent, and accountable governance. This research employs a qualitative approach based on literature studies and policy analysis, focusing on case studies of bureaucratic reform in several regions of Indonesia. The findings indicate that a harmonious relationship between leadership and bureaucracy can enhance public service effectiveness, accelerate policy implementation, and minimize corruption. Responsive leadership serves as the primary driver of change, while professional bureaucracy acts as an efficient policy executor. The challenges include resistance to change, political influence, and overlapping bureaucratic authorities. Addressing these challenges requires strategic measures such as strengthening leadership training, performance-based bureaucratic reforms, and the adoption of digital technology to enhance transparency and efficiency. Strong synergy and good governance can be optimized to meet societal needs and global challenges.

Abstract

The level of student satisfaction was measured to assess the effectiveness of the Sistem Informasi Aduan (SIADU) services at UPN "Veteran" Jawa Timur. This study employed a quantitative approach using the End User Computing Satisfaction (EUCS) model by Doll for variable X, which includes five main indicators: content, accuracy, format, timeliness, and ease of use. Meanwhile, the satisfaction of information system services as variable Y was analyzed using indicators of reliability, responsiveness, consistency, accessibility, flexibility, and trust as key indicators of user satisfaction. A sample of 393 students was obtained through simple random sampling techniques. The results of validity and reliability tests indicated that all instruments were valid. Spearman correlation analysis showed a very strong and significant relationship between the two variables (r = 0.817; sig = 0.000). Students expressed moderate satisfaction with SIADU services, with the highest scores in the content and trust indicators, and the lowest scores in timeliness and consistency. These findings emphasize the importance of improving the quality of the system and services comprehensively to enhance user satisfaction sustainably.

Abstract

Partisipasi politik masyarakat pada pilkada serentak 2024 mengalami penurunan yaitu pada 2020 sejumlah 76,09% sedangkan pada tahun 2024 sejumlah 71,18%, sementara Generasi Z merupakan pemilih pemula pada pilkada 2024. Permendagri Nomor 36 Tahun 2010 menekankan pentingnya pendidikan politik bagi masyarakat dalam pengembangan kehidupan demokrasi melalui pendidikan formal dan non formal. UPN "Veteran" Jawa Timur yang berkarakter bela negara memiliki mata kuliah wajib dan mata kuliah lainnya. Penelitian ini bertujuan mengetahui Pengaruh Pendidikan Politik Terhadap Partisipasi Politik Generasi Z Pada Pilkada Serentak 2024 pada mahasiswa UPN "Veteran" Jawa Timur. Penelitian ini menggunakan metode kuantitatif dengan pendekatan asosiatif, dengan mengoperasionalkan 2 variabel pendidikan politik (X) dan partisipasi politik (Y). Kuesioner digunakan untuk mengumpulkan data, dan peringkat Spearman, uji koefisien determinasi, dan uji-t digunakan untuk analisis. Dengan nilai signifikansi kurang dari 0,001, temuan penelitian menunjukkan korelasi yang kuat antara pendidikan politik dan keterlibatan politik. Hubungan yang sangat kuat dan searah ditunjukkan oleh nilai korelasi sebesar 0,847. Pengaruh pendidikan politik terhadap partisipasi politik adalah 71,75%, artinya meskipun faktor-faktor di luar cakupan model penelitian ini memengaruhi sisanya sebesar 28,25%, pendidikan politik memiliki pengaruh sebesar 71,75% terhadap keterlibatan politik. Menurut uji hipotesis statistik, ada hubungan yang substansial antara keterlibatan politik generasi Z dan pendidikan politik, sebagaimana ditunjukkan oleh nilai t-hitung (31,826) > t-tabel (19,9).

Abstract

The growth of micro enterprises in Sidoarjo Regency is a positive phenomenon, driven by an increase in community initiatives to establish independent businesses. However, this growth needs to be accompanied by the government's active involvement in enhancing the capacity of micro-enterprises through targeted programs or policies. One such effort is reflected in the Regulation of the Minister of Cooperatives and Small and Medium Enterprises of the Republic of Indonesia No. 18 of 2015, which provides guidelines for education and training aimed at developing the human resources of cooperatives as well as micro, small, and medium enterprises. In line with this regulation, the Office of Cooperatives and Micro Enterprises has provided a digital marketing training program. Nevertheless, micro-entrepreneurs still face challenges, such as a limited understanding of digital technology. Therefore, it is necessary to measure the extent to which the provided training can impact micro enterprises productivity and capabilities. This research is intended to investigate significant differences in the impact of micro enterprises development training in Sidoarjo Regency. This study employs a quantitative approach with a comparative design using a one-group pretest-posttest method. Data were collected using a questionnaire distributed to 100 respondents. The data were analyzed using a paired t-test with SPSS Version 30. The findings revealed a statistically significant difference in the impact of micro enterprises development training in Sidoarjo Regency (t(99) = -17.606, p < 0.001). These results indicate that the training program positively impacts micro enterprises development in Sidoarjo Regency.

Abstract

The ability of micro enterprises to grow and adapt is important in advancing the national economy. Therefore, supporting the empowerment of micro enterprises by the government is a strategic step that needs to be taken. The Surabaya City Government supports the empowerment of micro enterprises by stipulating Surabaya City Regional Regulation No. 1 of 2021. The Culinary Tourism Center (SWK) is an empowerment facility spread across 51 locations in Surabaya City and has accommodated 1,217 micro enterprises. However, in its development, micro enterprises face the problem of SWK conditions that are empty of visitors and limited understanding of digital marketing. Therefore, the purpose of this study was to examine the influence of micro enterprise empowerment on the ability of micro enterprises in the Culinary Tourism Centers of Surabaya City. This study uses an associative quantitative method to measure the extent to which micro enterprise empowerment (X) affects micro enterprise abilities (Y). The sample included 100 micro enterprises from 51 SWK, chosen through simple random sampling. The data analysis technique used regression analysis with SPSS version 30. The research findings show that variable X significantly and positively affects variable Y, evidenced by a significance level below 0.001 (p < 0.05) and a t-value of 10.332, which exceeds the critical t-value of 1.66055. Additionally, the coefficient of determination (R²) is 0.521, showing a strong relationship between the two variables. Despite the positive results, the Surabaya City Government still needs to design and implement a strategic empowerment concept with clear Standard Operating Procedures.

Abstract

Penelitian ini bertujuan untuk mengetahui strategi pelayanan pendidikan inklusi di SD Negeri Klampis Ngasem 1 Surabaya sebagai sekolah dasar pelopor inklusi di Kota Surabaya. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Strategi yang dianalisis mengacu pada teori strategi Donald C. Hambrick dan James Frederickson yang meliputi lima elemen: arena, vehicle, differentiator, staging, dan economic logic. Hasil penelitian menunjukkan bahwa sekolah telah berkomitmen kuat menyediakan lingkungan pembelajaran inklusif melalui penyesuaian kurikulum, pelatihan guru, serta penyediaan fasilitas dasar bagi siswa berkebutuhan khusus. Namun, implementasinya masih menghadapi tantangan, seperti keterbatasan guru pendamping khusus (GPK), belum optimalnya kerja sama dengan psikolog atau terapis, serta keterbatasan media ajar khusus bagi siswa inklusi. Meskipun demikian, SDN Klampis Ngasem 1 Surabaya tetap menjadi rujukan sekolah inklusi karena keberhasilannya menyatukan siswa reguler dan siswa berkebutuhan khusus dalam satu ruang kelas tanpa diskriminasi. Penelitian ini merekomendasikan peningkatan kolaborasi lintas sektor, penyediaan GPK profesional, serta pelatihan berkelanjutan bagi guru untuk memperkuat strategi pelayanan inklusi yang lebih efektif dan berkelanjutan.

Abstract

Effect of service quality and ease of use perception on public satisfaction with the GoBis (Golek Bis) application in Surabaya. This study employs a quantitative approach by distributing questionnaires to 400 respondents who are active users of the application. The results of multiple linear regression analysis indicate that both independent variables significantly affect user satisfaction. However, ease of use perception shows a stronger impact than service quality. This study addresses the gap in previous research, which has largely focused on technical usability and interface design of the GoBis application, by examining the direct effects of service quality and ease of use perception on public satisfaction. The findings provide practical insights for the Surabaya City Government to enhance GoBis through improved usability, integrated payment systems, accurate real-time information, and responsive services, thereby strengthening public satisfaction and loyalty toward smart transportation services.
