Abstract

The existence of the Regional Public Company (PERUMDA) of Kupang City aims to distribute water to residents in the surrounding areas. This study aims to evaluate the performance of PERUMDA in providing clean water services in Alak District, Kupang City. This research employs a combination of juridical and empirical approaches. The study was conducted at the PERUMDA Kupang City office and in the Alak District area of Kupang City during January 2025. The population in this study includes all PERUMDA employees and drinking water customers in Alak District, Kupang City. The sample was obtained using purposive sampling techniques, consisting of the head of the customer relations division (1 person), PERUMDA employees (10 people), and community members who use PERUMDA services (50 people), resulting in a total sample of 61 respondents. Data were collected through document review and in-depth interviews guided by an interview protocol. Based on the interview results, it was found that clean water services provided by PERUMDA were still suboptimal. Although PERUMDA Kupang City already has Standard Operating Procedures (SOPs), the implementation in the field still faces various obstacles, such as unequal distribution of clean water, limited infrastructure, occasional poor water quality, ineffective complaint handling systems, and outstanding payment arrears. PERUMDA Kupang City needs to expand its clean water distribution network, improve water quality, strengthen the customer complaint system, and conduct education and outreach to the community regarding the importance of efficient water use and the obligations of the community as service users.

Abstract

government authority in mangrove protection efforts in Teluk Mutiara District, Alor Regency is needed because of the surrounding community's destruction of mangroves. This study uses an empirical method. The data collection techniques used are through interviews and literature studies. The purpose of this study was to determine the implementation of the authority of the Alor Regency Government in mangrove protection efforts. In efforts to protect mangrove forests, it consists of the authority of guidance and supervision, first guidance, guidance is carried out by conducting socialization about mangrove forests to the surrounding community and also students around the mangrove, monitoring or evaluation, planting mangroves and also conducting conservation training for young men and women to provide an understanding of the importance of conservation. Second Supervision, Supervision carried out by the government is still carried out by forming a supervisory team called PPNS (Civil Investigator Employees) whose duties include monitoring and evaluation, the government also forms POKMASWAS to assist the Government in terms of supervision, the factors that influence the authority of the Alor Regency government in mangrove protection efforts consist of internal factors and external factors. Internal factors consist of ASN authority, budget and resources, while external factors consist of land, community resources and also lack of community empowerment.

Abstract

Rendahnya kepatuhan pada standar pelayanan sangat berpengaruh besar bagaimana penyelenggaraan pelayanan publik itu baik atau buruk. Hal tersebut dapat dinilai efektivitasnya, efesiensinya dan sudah memenuhi harapan masyarakat atau belum baik dari sisi objektivitasnya maupun akuntabilitasnya. Penelitian ini merupakan penelitian yuridis empiris, yang menganalisis permasalahan dengan cara memadukan bahan-bahan hukum (data sekunder) dan data primer yang diperoleh dari lapangan. Data penelitian yang digunakan adalah kualitatif, disajikan secara deskriptif dengan menguraikan dan menjelaskan keadaan subjek dan objek yang erat dengan penelitian ini. Penelitian ini dilakukan di Kantor Ombudsman Republik Indonesia Perwakilan Nusa Tenggara Timur. Hasil penelitian menunjukan bahwa (1) Pelaksanaan wewenang Ombudsman RI Perwakilan Nusa Tenggara Timur dalam pengawasan pelayanan publik terbagi menjadi 3 (tiga) pengawasan yang dilakukan yakni: a. pengawasan preventif dan b. pengawasan represif (2) Faktor-faktorn yang mempengaruhi pelaksanaan pengawasan terdiri dari faktor pendukung dan faktor penghambat

Abstract

The purpose of this research is to analyze the services of the population and civil registration offices towards ownership of identity cards, family cards and birth certificates for citizens of North Central Timor District. This research method is empirical juridical legal research, which is field research that examines the applicable legal provisions and the reality that occurs in the community. The aspects to be researched in this research are conducted through interviews, observation and documentation. The results showed that the service of DISDUKCAPIL TTU Regency was good enough, so that there was an increase in residents who wanted to take care of population documents, by looking at indicators of the five dimensions of public services, namely Tangible (Physical Evidence), Reliability, Responsiveness, Assurance, Empathy. Factors that hinder, namely: public awareness, distance, power outages resulting in disrupted networks, damage to tools/machines. Efforts of DISDUKCAPIL TTU Regency; conducting socialization related to the importance of ownership of population documents, conducting online ball pick-up activities, providing special services to people with disabilities, coordinating with parties related to public services to be able to get services from DISDUKCAPIL.

Abstract

This researcher aims to understand the management of parking fees in increasing the regional income of the city of Kupang and the efforts made by the regional government of the city of Kuapang in optimizing the receipt of parking fees. This type of research is empirical research, using a qualitative approach method, where the researcher describes data from the results of observations and research that has been carried out in Kupang City. The data collection techniques used are interviews and observations, then descriptive analysis is carried out. Parking lot management to increase local revenue is carried out through planning, organizing, activating/implementing and supervising or controlling activities. Efforts to increase local revenue through parking fees by establishing regulations and policies relating to parking fees, enforcing regulations, increasing supervision, educating the public, and evaluating the management of parking fees. Suggestions for the government to pay more attention to regional levies, especially Kupang City regional parking levies, in making regulations, enforcing regulations and increasing awareness of parking fees and providing education to the community as well as periodic evaluations for parking managers and officers so that they are obedient in carrying out their duties in accordance with applicable regulations. with a full sense of responsibility, and for the community to comply with regulations regarding regional levies, especially Kupang City regional parking levies to increase local revenue.
