Abstract

The National Amil Zakat Agency is given the authority as the national zakat manager, and also has the right to verify the establishment of Amil Zakat Institutions and Zakat Collection Units, this is stated in Law No. 23 of 2011, Professional Zakat in the perspective of this Law, there is an affirmation that professional zakat has been officially and legally, binding and juridically institutionalised in Indonesian regulations.  Civil Servants are a source of zakat income for the National Amil Zakat Agency at the Ministry of Religious Affairs of North Sumatra Province. This study aims to analyse the potential utilization and distribution of professional zakat and management in the management of zakat for the profession of Civil Servants in the National Amil Zakat Agency, as well as to analyse the supporting and inhibiting factors in zakat management research. The method in this research is descriptive qualitative research. Data collection techniques are interviews, observation, and documentation, as well as literature studies through national journals. National Amil Zakat Agency information data about the potential utilisation and distribution of professional zakat. Conclusion The results of the study convey that one of the potential utilisation and distribution of professional zakat has not been carried out effectively due to the absence of an independent control board in the structure of the National Amil Zakat Agency and the less than optimal implementation of professional zakat collection with supporting factors and solutions to existing obstacles in professional zakat management activities.

Abstract

Law No. 23 of 2011 concerning Zakat Management as a complement to the previous Law, namely Law No. 38 of 1999. This law provides institutional strengthening in the management of integrated zakat into a unified system. In turn, the National Amil Zakat Agency is the only institution that holds the authority of zakat, and the Amil Zakat Institution is a partner in assisting the National Amil Zakat Agency, as well as government supervision as a regulator. This research aims to answer the problem of how zakat is distributed according to the zakat law No. 23 of 2011 in Binjai City. How is zakat funds distributed according to law number 23 of 2011 and the perspective of Imam Shafi'i? How is the implementation of the distribution of zakat funds at BAZNAS Binjai City?. What is the perspective of law number 23 of 2011 and Imam Shafi'i's perspective on the system of distributing zakat funds at BAZNAS Binjai City? This research is a qualitative research using a legal science approach. The types of data used in this study are primary data, secondary data and the results of interviews with several administrators of the National Amil Zakat Agency of Binjai City. The results of the study show that the National Amil Zakat Agency in Binjai City in distributing zakat funds has not been running towards poverty alleviation in Binjai City. The lack of synergy to the distribution map that has not yet been seen makes the Binjai City National Amil Zakat Agency considered to need an effective breakthrough.

Abstract

The phenomenon of terrorism in Indonesia, particularly in the city of Medan, poses a serious challenge that threatens social stability, national security, and national values. In this context, the North Sumatra Terrorism Prevention Coordination Forum (FKPT) acts as an extension of the National Counterterrorism Agency (BNPT) in implementing prevention programs based on local wisdom and a humanistic approach. This study aims to gain a deeper understanding of the FKPT North Sumatra's strategies in countering terrorism in the city of Medan through an approach that is not only functional but also theological, by examining these efforts from the perspective of maqāṣid al- syarī‘ah. This research uses a qualitative method with field research (empirical). Data is obtained through observation, in-depth interviews, and documentation studies of FKPT programs and the involvement of stakeholders such as religious leaders, academics, and local communities. The results of the research show that FKPT implements an integrated strategy, including educational, cultural, collaborative, and digital approaches. These efforts are carried out through moderate religious literacy, the involvement of women and youth, and the dissemination of peaceful narratives on social media and in arts and culture. Thisstrategy is not only in line with state policy but also reflects the implementation of maqāṣid al-syarī‘ah in protecting religion, life, intellect, lineage, and property. Thus, the FKPT North Sumatra strategy demonstrates that terrorism prevention can be achieved not only through repressive approaches but also through strengthening religious and national values that prioritize the public good.
