Abstract

ABSTRACT Stunting is a public health problem that not only hinders children's physical growth but also impacts their intellectual and emotional development. Reducing stunting prevalence is inseparable from the government's serious efforts to identify and address its causes. The successful implementation of specific intervention policies to reduce stunting rates can be influenced by various factors, including resources and bureaucratic structures. The aim of this study was to analyze the implementation of specific intervention policies in successfully reducing stunting cases in the working area of the East Martapura Community Health Center, Banjar Regency, South Kalimantan. This research employed a qualitative approach, employing a case study design. The study was conducted in the East Martapura Community Health Center (Puskesmas) area, involving the Specific Intervention Program in activities aimed at successfully reducing stunting prevalence. Thirteen informants participated in the study. Data collection methods included in-depth interviews, focused discussions (FGDs), and documentation. Supporting factors from the resource aspect consist of the availability of adequate anthropometric equipment according to standards and sufficient, competent, and trained human resources with high discipline, and supported by an incentive system that can increase motivation in carrying out intervention tasks. Meanwhile, the inhibiting factor is the existence of equipment that is still damaged so that some Posyandu borrow equipment from other Posyandu to conduct measurements. Supporting factors from the bureaucratic structure aspect include a clear bureaucratic structure that includes detailed SOPs and division of authority through official regulations, and supported by monitoring and evaluation mechanisms that are carried out periodically. The implementation of specific intervention policies in successfully reducing stunting cases in the East Martapura Community Health Center Work Area has proven to be successful and effective, as evidenced by supporting factors consisting of the resources and bureaucratic structure owned. Keywords: Stunting, Policy Implementation, Resources, Bureaucratic Structure.  ABSTRAK Stunting adalah masalah kesehatan masyarakat yang tidak hanya menghambat pertumbuhan fisik anak, tetapi jugaberdampak pada perkembangan intelektual dan emosional mereka. Penurunan prevalensi stunting tidak lepas dari keseriusan upaya pemerintah dalam mengidentifikasi dan menangani penyebab stunting. Keberhasilan implementasi kebijakan intervensi spesifik dalam upaya penurunan angka stunting dapat dipengaruhi oleh berbagai factor, salah satunya sumber dan struktur birokrasi. Tujuan penelitian ini adalah menganalisis implementasi kebijakan intervensi spesifik dalam keberhasilan penurunan kasus stunting di wilayah kerja Puskesmas Martapura Timur, Kabupaten Banjar, Kalimantan Selatan. Penelitian ini menggunakan pendekatan kualitatif, rancangan penelitian yang digunakan dalampenelitian ini adalah studi kasus. Penelitian dilakukan di wilayah kerja Puskesmas Martapura Timur dengan melibatkan Program Intervensi Spesifik dalam kegiatan keberhasilan penurunan prevalensi stunting. Informan pada penelitian ini berjumlah 13 orang. Metode pengumpulan data menggunakan metode wawancara mendalam, diskusi terarah (FGD), dan dokumentasi. Faktor pendukung dari aspek sumber daya terdiri dari ketersediaan alat antropometri yang memadai sesuai dengan standar dan SDM yang cukup, kompeten, dan terlatih dengan kedisiplinan tinggi, dan didukung oleh sistem insentif yang mampu meningkatkan motivasi dalam menjalankan tugas intervensi. Sedangkan factor penghambat yaitu masih adanya alat yang sudah rusak sehingga beberapa posyandu meminjam alat posyandu lain untuk melakukan pengukuran.  Faktor pendukung dari aspek struktur birokrasi yaitu struktur birokrasi yang jelas meliputi SOP yang terperinci dan pembagian wewenang melalui regulasi resmi, serta didukung oleh mekanisme pengawasan dan evaluasi yang dilakukan secara berkala.  Pelaksanaan dari implementasi kebijakan intervensi spesifik dalam keberhasilan penurunan kasus stunting di Wilayah Kerja Puskesmas Martapura Timur terbukti berhasil dan efektif dibuktikan dengan factor pendukung yang terdiri dari sumber daya dan struktur birokrasi yang dimiliki. Kata Kunci: Stunting, Implementasi Kebijakan, Sumber Daya, Struktur Birokrasi.

Abstract

Drug logistics management is a crucial component of the healthcare system as it plays a role in ensuring the availability, quality, and accuracy of medications in healthcare facilities. Various issues such as drug shortages, procurement delays, and damaged or expired medications are still frequently encountered, necessitating a comprehensive study of the implementation of drug logistics management. This literature review aims to evaluate the implementation of drug logistics management based on previous research findings, covering planning, procurement, storage, distribution, and drug control. This study used a literature review method by searching articles through the PubMed, Science Direct, and Google Scholar databases for the period 2021–2025. An initial collection of 30,042 articles was obtained. Articles were selected based on inclusion and exclusion criteria, resulting in 10 relevant articles for analysis. The articles were reviewed using thematic analysis, grouping the findings into key themes of drug logistics management. The study indicates that most healthcare facilities have implemented drug logistics management stages, including planning, procurement, storage, distribution, and recording and reporting. However, various obstacles remain, including planning that is not fully based on actual data, procurement delays, limited storage facilities and infrastructure, and weak monitoring and evaluation systems. Human resources and training also impact the performance of drug logistics management. The implementation of drug logistics management has been ongoing, but is not yet optimal. Human resource capacity building, infrastructure improvements, the use of integrated information systems, and ongoing evaluation are needed to make drug logistics management more effective and efficient.
