Abstract

Artikel ini bertujuan untuk menganalisis implementasi refocusing APBD Provinsi Bangka Belitung pasca pandemi Covid-19 dan mengetahui dampak dan mampu memberikan solusi terkait refocusing APBD Provinsi Bangka Belitung terhadap fungsi anggaran DPRD Bangka Belitung. Pandemi Covid-19 yang melanda seluruh dunia sejak akhir periode tahun 2019 membawa perubahan besar pada ekonomi Indonesia. landasan diterbitkannya Instruksi Presiden Republik Indonesia Nomor 4 Tahun 2020 Tentang Refocussing Kegiatan, Realokasi Anggaran, Serta Pengadaan Barang Dan Jasa Dalam Rangka Percepatan Penanganan Corona Virus Disease 2019 (Covid-19) yang ditetapkan pada tanggal 20 Maret 2020. Instruksi tersebut menekankan perintah untuk setiap daerah yang diwakili oleh pemangku kepentingan daerah otonom untuk menerapkan kebijakan refocusing dan realokasi anggaran dalam rangka percepatan penanganan COVID-19. Refocusing APBD di Provinsi Bangka Belitung. Artinya, beberapa anggaran mengalami perubahan yang ditunjukkan melalui adanya penambahan pengeluaran maupun pengurangan pengeluaran untuk belanja tertentu. Jenis metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Memilih metode penelitian kualitatif karena penelitian kualitatif sendiri dapat dengan mudah menggali informasi lebih dalam mengenai inti penelitian dan menyajikan data yang lebih detail dan original. Adapun Triangulasi sumber data dilakukan dengan cara membandingkan data yang diperoleh dari sumber yang berbeda. Penelitian ini difokuskan kepada teori Implementasi Edward III yang dilatarbelakangi permasalahan refocusing anggaran di DPRD Provinsi Kepulauan Bangka Belitung. Dampak dari adanya refocusing, pada penelitian ini ada 3 hal diantaranya yang pertama yakni terhambatnya pembangunan infrastruktur pelayanan terhadap masyarakat menjadi tertunda misalnya pembangunan gedung sekolah, pembangunan jembatan harus dihentikan sementara waktu untuk dialihkan kepada penanganan covid-19. Kata Kunci: Refocusing, Pandemi Covid 19, Dampak.

Abstract

Mangrove is a coastal ecosystem that plays a very important role in the balance of the coastal environment. The existence of mangroves is very beneficial for the ecology, social and economy of coastal areas. So that the preservation of mangrove areas is very important to do.This study aims to map the changes in mangroves that occur in the coastal area of Gresik Regency, East Java Province.The method in the study uses a spatial approach with remote sensing technology, the distribution and area of mangroves were obtained from Landsat satellite imagery in 2000, 2010 and 2023. Validation was carried out by field ground checks, in addition, analysis to determine the type of vegetation was carried out using the transect line technique. The results of the study showed that in general in the period from 2000 to 2023 mangroves in the coastal area of Gresik Regency increased, in 2000 it had an area of 1529.16 ha, and in 2010 it increased to 1175.77 ha, and in 2023 mangroves in Gresik Regency in general increased again to 2784.45 ha. In the period 2000-2010 mangroves in several sub-districts experienced a decline, but in the period 2010-203 mangroves mostly experienced an increase, except in Kebomas Sub-district which experienced a decline. This happened because of the increasing number of mangrove rehabilitation activities carried out by the government and local communities and the large sedimentation from the Bengawan Solo River. The mangrove decline factor that occurred in the Kebomas Sub-district area occurred because of the large conversion of mangrove land into other uses, such as for housing, fish ponds and industry.

Abstract

This study aims to analyze the effectiveness of the social mapping approach in poverty alleviation and slum management through a strategy of transforming areas into tourist zones. The method used in this study is meta-analysis, which allows the integration of results from various previous studies to evaluate factors that contribute to the success and challenges in slum management. Data were collected through a systematic search in various academic databases, scientific journals, and research reports, with inclusion criteria that include topic relevance, methodological clarity, and data quality. The results show that social mapping plays an important role in creating a more effective intervention model to alleviate poverty and improve the quality of settlements. Collaboration across institutions, both between governments, NGOs, and local communities, is a major factor in ensuring the success of the intervention program. The network of organizations involved shows vertical and horizontal integration that strengthens coordination between sectors and layers of governance, although challenges such as lack of coordination and sectoral egos are still major obstacles. In addition, this study highlights the importance of policy integration and local capacity building through training, education, and knowledge transfer to strengthen institutions and communities. The conclusion is that a comprehensive social mapping approach can effectively address poverty and manage slums sustainably. The transformation of slum areas into tourist destinations not only has an impact on improving physical infrastructure but also encourages economic growth and social welfare of the community. Abstract

This study aims to analyze the influence of work motivation and work discipline on employee performance at the Batam City Manpower Supervision UPT. Using a descriptive quantitative approach with a survey method, this study involved 70 respondents through a saturated sampling technique. Data were collected through observation, interviews, documentation, and Likert scale questionnaires. The validity and reliability of the instrument were tested using the construct validity and composite reliability methods with the help of Partial Least Square (PLS) analysis. The results showed that all variables had very good validity and reliability, with outer loading values> 0.6, composite reliability> 0.600, and no collinearity problems (VIF <5.00). Hypothesis testing showed that work motivation (p = 0.037) and work discipline (p = 0.000) had a significant effect on employee performance. Work discipline had the most dominant influence on performance. This finding emphasizes the importance of strengthening motivation and discipline in order to improve the performance of civil servants in the employment sector.  Keywords: Work Motivation, Work Discipline, Employee Performance, PLS-SEM

Abstract

Despite high tax revenue realization at Indonesia’s DGT Bali Regional Office, formal compliance in Annual Tax Return (SPT) submissions remains critically low (41.18%–44.93%), signaling a gap between enforcement and taxpayer adherence. This study investigates how tax supervision influences compliance, addressing regional disparities overlooked in prior literature.The research aims to analyze the effect of tax supervision on taxpayer compliance in SPT submissions, assessing perceptual and operational dimensions of supervision. A quantitative survey of 214 taxpayers (cluster random sampling) used Likert-scale questionnaires, analyzed via descriptive statistics and simple linear regression (SPSS v27). Tax supervision significantly improves compliance (46.8% contribution), with supervision perceived as effective overall (3.83/5) but weaker in measurement (3.34/5). Compliance scored highly (4.42/5), driven by formal compliance. The study underscores the need for enhanced measurement tools in supervision and explores uncharted factors (e.g., digitalization, socio-cultural influences) affecting compliance. It provides actionable insights for regional tax authorities to refine policies, bridging the gap between revenue targets and taxpayer engagement.
