Abstract

Pangandaran Regency, located on the southern coast of Java, is highly exposed to earthquake and tsunami hazards. This vulnerability is intensified by low-lying coastal landforms, dense coastal development, and tourism activities that increase population exposure and complicate evacuation. In this context, disaster preparedness should not be understood solely as the availability of evacuation infrastructure, but as a socially and institutionally constructed capacity. This study examines disaster preparedness in Pangandaran by focusing on collaborative leadership and stakeholder communication in local disaster governance. A qualitative case study design was employed from May to August 2025. Data were collected through semi-structured interviews with three key informants representing formal institutions, volunteer groups, and the local community, supported by limited field observation. The data were analyzed thematically. The findings indicate that preparedness in Pangandaran is shaped by four interrelated dimensions: coordinative, communicative, structural-operational, and social-learning preparedness. Preparedness has been strengthened through cross-actor coordination, information verification, evacuation shelters and routes, and simulation-based learning. However, important limitations remain. Coordination still tends to center on formal actors, risk communication must operate in a dense tourism setting with diverse audiences, evacuation infrastructure is constrained by uneven access, limited visibility, and shelter capacity, and preparedness is not equally distributed across residents, newcomers, and visitors. Conceptually, this study argues that collaborative leadership in local disaster settings is not merely the presence of multiple actors, but a functional yet unequal arrangement shaped by trusted communication, role integration, and the translation of risk knowledge into collective action.

Abstract

This study examines the governance of Indonesia’s urban search and rescue team (INASAR/Basarnas) in the 2023 Türkiye earthquake and the 2025 Myanmar earthquake, where life-saving operations were highly time-sensitive. Anchored in the 72-hour golden time, it addresses a central question: why did a classified international USAR team with early access to situational information become operational only around day six in both missions? Using a qualitative explanatory multi-case design, the study draws on semi-structured interviews, mission reports, and operational guidelines. The analysis combines event logs, process mapping, and directed thematic analysis to trace the pathway from external trigger to initial operational readiness. The findings show that the delays were not caused by the absence of early information, weak technical capacity, or the lack of international requests. Instead, they emerged from a serial chain of governance bottlenecks involving delayed decision conversion, layered resource authorization, sequential financing access, the bundling of USAR with non-USAR assistance, cross-border clearance, and personnel-equipment desynchronization in practice. These processes reduced arrival-to-initial-readiness and narrowed the team’s potential life-saving contribution. The study proposes the concept of serial bottleneck deployment governance to explain how deployment delays are produced through interconnected governance processes on the sending-state side. It concludes that more effective deployment requires a dedicated USAR decision track, readiness financing, stronger standing readiness, and a more modular deployment design under emergency conditions.

Abstract

The role of savings and credit cooperatives is fundamental to fostering local economic stability, especially in areas where access to formal financial services is still limited. However, cooperatives face challenges in managing finances effectively through the application of cash flow information utilization via structured and transparent cash flow statements. Therefore, the community service activity carried out took the form of socialization and training on preparing cash flow statements for the administrators of the savings and loan cooperative of residents of RT.003 RW.021 in the GPE Pamulang Timur housing complex, becoming a relevant step to improve managerial capacity, particularly in financial administration management. This activity was implemented using a participatory and collaborative approach through several stages, namely problem identification, field surveys, material preparation, conceptual and practical training on preparing cash flow statements, followed by systematic tracking and evaluation. The assessment indicated improved comprehension and competencies among participants regarding the delivered material. This improvement was evidenced by the rise in mean participant scores, from 53.8 pre-training to 81.3 post-training after the training, indicating a significant improvement in understanding. These findings indicate that socialization and practical training activities contribute positively to improving managerial literacy, particularly in cooperative financial governance. In addition, this activity also encourages increased transparency in cooperative financial management. More informative and easily understandable cash flow statements also enhance member trust and encourage active participation in cooperative management. This increased trust has the potential to reduce internal conflicts and support the sustainability and stability of the cooperative’s financial operations. Koperasi simpan pinjam (KSP) memiliki peran penting dalam memperkuat perekonomian masyarakat di tingkat lokal, terutama di daerah yang akses terhadap layanan keuangan formal masih terbatas. Namun, koperasi dihadapkan pada tantangan dalam mengelola keuangan secara efektif melalui penerapan pemanfaatan informasi arus kas melalui laporan arus kas yang terstruktur dan transparan. Berdasarkan pertimbangan tersebut, pendampingan pengabdian masyarakat diimplementasikan melalui diseminasi informasi dan peningkatan ketrampilan berupa edukasi dan pelatihan penyusunan laporan arus kas Pengurus KSP RT.003 RW.021, Perumahan GPE Pamulang Timur menjadi langkah yang relevan untuk meningkatkan kapasitas manajerial, khususnya dalam pengelolaan administrasi keuangan. Kegiatan ini dilaksanakan dengan pendekatan partisipatif dan kolaboratif melalui beberapa tahapan, yaitu identifikasi permasalahan, survei lapangan, penyusunan materi, pelatihan konsep dan praktik penyusunan laporan arus kas, serta monitoring dan evaluasi. Hasil evaluasi menunjukkan adanya peningkatan pengetahuan dan keterampilan peserta dalam memahami materi yang diberikan. Hal ini tercermin dari kenaikan nilai rata-rata peserta dari 53,8 sebelum pelatihan menjadi 81,3 setelah pelatihan, yang menunjukkan peningkatan pemahaman yang signifikan. Temuan ini mengindikasikan bahwa kegiatan sosialisasi dan praktik pelatihan memberikan kontribusi positif terhadap peningkatan literasi manajerial, khususnya dalam tata kelola keuangan koperasi. Selain itu, kegiatan ini juga mendorong peningkatan transparansi dalam pengelolaan keuangan koperasi. Laporan arus kas yang lebih informatif dan mudah dipahami berkontribusi pada meningkatnya kepercayaan anggota. Program ini turut mendorong partisipasi aktif anggota dalam pengelolaan koperasi sehingga terbentuk kepercayaan dan motivasi yang lebih tinggi dari anggota. Peningkatan kepercayaan tersebut berpotensi mengurangi konflik internal serta mendukung keberlanjutan dan stabilitas operasional keuangan koperasi. Abstract

Pangandaran Regency faces a high threat of coastal disasters, but preparedness remains vulnerable when information comes in very quickly, from multiple sources, and is not always verified, making cross-sector coordination difficult. This study analyzes cross-sector communication management in the information verification-dissemination process and the role of human resource management, which includes role distribution, competencies, capacity building, work coordination, and quality control. The study uses a qualitative case study approach with in-depth interviews, limited observation, and document study; informants were selected purposively and developed using snowball sampling until data saturation was reached. The data were analyzed using Miles' model through data condensation (hybrid coding), data presentation (matrix/networking and process tracing), and conclusion drawing verified through triangulation, brief member checking, and audit trails. The findings show that the flow of reports from citizens and social media triggered overload, making layered verification a critical point; BPBD, Basarnas, Polri, and volunteers played different roles with Pusdalops as the control node. Dissemination became effective when the release authority was locked, messages were standardized, and corrections were made quickly when hoaxes appeared. Quality control is marked by the use of internal validity indicators and status determination coordination meetings, which maintain narrative consistency and accelerate community action directives across various communication channels. In conclusion, preparedness is strengthened when the verification-dissemination process is orderly and supported by competent and well-managed human resources during information surges. Abstrak Kabupaten Pangandaran menghadapi ancaman bencana pesisir yang tinggi, tetapi penguatan kesiapsiagaan masih rentan ketika informasi masuk sangat cepat, berlapis sumber, dan tidak selalu terverifikasi sehingga koordinasi lintas sektor mudah tersendat. Penelitian ini menganalisis manajemen komunikasi lintas sektor pada alur verifikasi–diseminasi informasi serta peran manajemen SDM yang mencakup pembagian peran, kompetensi, penguatan kapasitas, koordinasi kerja, dan kontrol mutu. Penelitian menggunakan pendekatan kualitatif studi kasus dengan wawancara mendalam, observasi terbatas, dan studi dokumen; informan dipilih secara purposive dan dikembangkan secara snowball hingga kejenuhan data. Data dianalisis dengan model Miles melalui kondensasi data (hybrid coding), penyajian data (matriks/jejaring dan process tracing), serta penarikan kesimpulan yang diverifikasi melalui triangulasi, member checking ringkas, dan audit trail. Temuan menunjukkan arus laporan warga dan media sosial memicu overload, sehingga verifikasi berlapis menjadi titik kritis; BPBD, Basarnas, Polri, dan relawan menjalankan peran berbeda dengan Pusdalops sebagai simpul kendali. Diseminasi menjadi efektif ketika otoritas rilis dikunci, pesan distandarkan, dan ralat dilakukan cepat saat hoaks muncul. Pengendalian mutu ditandai penggunaan indikator validitas internal dan rapat koordinasi penetapan status, yang menjaga konsistensi narasi dan mempercepat arahan tindakan masyarakat di berbagai kanal komunikasi. Kesimpulannya, kesiapsiagaan menguat bila proses verifikasi–diseminasi tertib dan ditopang SDM yang kompeten serta terkelola pada lonjakan informasi.

Abstract

Cattle farming plays an important role in supporting food security and local economic activities, yet it may also generate occupational health, occupational safety, and environmental risks. This study aims to analyze the implementation of Occupational Health and Safety (OHS) in cattle farming, identify potential hazards and disaster risks arising from farming activities, and formulate OHS-based mitigation strategies supported by environmental management. This research uses a descriptive qualitative approach. Data are collected through observation, interviews, documentation, and literature study at a cattle farm in Bojongsari District, Depok City. Data analysis is conducted through data reduction, data display, conclusion drawing, and verification. The expected result of this research is a comprehensive description of the relationship between OHS implementation, waste management, biological, chemical, physical, and environmental hazards, as well as disaster risk reduction efforts in the cattle farming sector.
