Abstract

This research aims to determine local government governance in waste management in Palembang City. The research used is a qualitative approach method due to the characteristics of the research which aims to describe answers to questions and analyze them regarding the governance of the regional government of Palembang City, especially in Kalidoni District, so that an understanding and analysis of the factors that play a role in it is obtained. Based on the previous discussion, the conclusions from the results of the research conducted regarding waste management in Kalidoni District, Palembang City: the issues and potential solutions viewed from a government governance perspective are as follows: 1) Solid waste governance in Palembang City as follows: In general, the pattern of waste management in other large cities in Indonesia is still focused on the performance of the Regional Government in managing waste with the concept: transportation from TPS to TPA. Next, it is dumped in the landfill using the open dumping concept. Waste management in Palembang City also found waste management concepts using the 3R system and Waste Bank, although the amount is still small and has not significantly helped reduce the volume of waste in Palembang City, which amounts to more than a thousand tons per day. 2) Waste management in Kalidoni District was developed from the perspective of government governance in Palembang City, consisting of: a) Leaders and Leadership, one of the potential determining aspects of government governance.

Abstract

Transformasi digital telah merekonfigurasi komunikasi politik dan kebijakan publik melalui ruang digital yang terbuka, namun rentan terhadap disinformasi. Urgensi penelitian ini terletak pada meningkatnya kerentanan generasi muda terhadap manipulasi informasi serta pentingnya penguatan literasi politik dalam kebijakan publik digital. Penelitian ini bertujuan menganalisis konstruksi normatif kebijakan publik digital dan merumuskan model kebijakan ideal dalam menghadapi disinformasi. Metode yang digunakan adalah pendekatan normatif-kualitatif melalui studi kepustakaan dan analisis dokumen kebijakan, peraturan perundang-undangan, serta literatur ilmiah terkait literasi politik dan digital governance. Hasil penelitian menunjukkan bahwa integrasi literasi digital, media, dan kewarganegaraan, pendekatan partisipatif, transparansi algoritma, serta perlindungan data menjadi elemen kunci kebijakan. Disimpulkan bahwa kebijakan publik digital harus berbasis pemberdayaan, inklusif, dan deliberatif dengan menempatkan generasi muda sebagai subjek kebijakan dalam ekosistem demokrasi digital yang berkelanjutan dan adaptif.

Abstract

This study looks at policy feedback as a factor that influences the governance capacity in Indonesia’s tobacco excise policy. While previous studies have explored fiscal performance, economic implications and public health consequences, there has been limited attention on how excise policy affects governance in the post-implementation stage. This study addresses the gap by examining structural, interpretive and behavioural feedbacks and the role of narrative coalitions in the development of policy legitimacy. An embedded mixed-methods design was employed using policy documents, media coverage, academic literature, and a survey of 100 tobacco consumers. Qualitative data were analysed through open, axial, and selective coding, while survey data were analysed descriptively. The findings show that structural feedback reinforces fiscal-administrative routines more strongly than public-health objectives. Interpretive feedback reveals competing health, economic-security and cultural-identity narratives that affect policy legitimacy. Many smokers reacted to excise increases with consumption changes, product switching, and rolling-your-own tobacco rather than cessation. Drawing on policy feedback theory, this study shows how governance capacity is built through the interaction of institutions, narratives and citizen adaptation. This study provides a governance-based explanation of tobacco excise policy by combining structural, interpretive and behavioral feedback within a common analytical framework.
