Abstract

Abstract

This study explores the role of NGOs in the governance of food estate projects in Central Kalimantan, Indonesia. The food estate program aims to boost national food production but faces significant environmental and social challenges due to its implementation on fragile peatland ecosystems. Past projects have led to severe environmental degradation and social conflicts, raising concerns about the sustainability and inclusiveness of the current initiative. Using a qualitative research approach, this study analyzes how NGOs influence food estate policies and their strategies for promoting good environmental governance. Data collection involved semi-structured interviews with stakeholders, field observations, and document analysis. The findings reveal that NGOs significantly impact policy formulation and implementation by providing scientific data, advocating for community rights, and ensuring independent oversight. Their involvement enhances policy effectiveness, promotes sustainability, and fosters social equity, highlighting the importance of collaborative governance in addressing complex environmental and social issues

Abstract

This study assesses the organizational maturity of local government agencies (OPD) responsible for mandatory basic public services in Kupang Regency, Indonesia. This issue matters because empirical, structured maturity assessments of basic-service agencies remain limited, making it difficult for local governments to pinpoint which organizational capacities most urgently require improvement. The study covers six agencies: the Departments of Education, Health, Public Works and Spatial Planning, Housing–Settlement Areas and Land Affairs, Municipal Police and Fire Services, and Social Affairs. Using a qualitative approach, data were collected through in-depth interviews and document reviews in March 2024. Maturity was evaluated using 11 variables specified in Ministry of Home Affairs Regulation (Permendagri) No. 99/2018. The results indicate that organizational maturity in Kupang Regency remains low, with an overall score of 19.66 in 2022, increasing to 21.16 in 2023. The key finding is that seven variables consistently scored low across agencies: service quality assurance, service standard operating procedures, staff education and training, equipment resource management, risk management, service innovation development, and organizational culture.gb777

Abstract

The Free Nutritious Meal (MBG) programme offers significant nutritional and socio-economic potential, yet implementation weaknesses undermine its projected benefits. An ex-ante cost–benefit analysis over a five-year horizon (6% discount rate) estimates a net present value of IDR 439.26 trillion and a benefit–cost ratio of 1.76, but also reveals annual waste and loss of around IDR 47.18 trillion. To explain this gap between economic potential and field realities, a qualitative documentary analysis, guided by the innovation network orchestration framework, identifies four main governance barriers: fragmented and outdated beneficiary data, intermediary-controlled information flows limiting learning and verification, weak procedural justice and grievance systems, and the absence of collective incentive structures for fair value capture. These deficits reduce knowledge mobility and weaken innovation appropriability, converting theoretical gains into real losses. The study proposes a governance architecture integrating national databases, provincial command centres, and PKH-style transfer mechanisms (escrow payments, contractual SLAs, audit trails) to secure targeting, enable real-time monitoring, and embed feedback loops. Framed as post-populist orchestration, this approach aims to align political momentum with evidence-based delivery. The paper concludes that MBG’s viability depends on sequenced governance reforms, recommending pilot implementation with process tracing and impact evaluation to validate its effectiveness.
