Abstract

This study aims to determine the Principal's Strategy in Improving Employee Performance (Study at SMA Negeri 1 Bengkulu Selatan). This research is qualitative research which is presented descriptively. There were 6 informants in this study consisting of: 2 key informants and 4 key informants. Methods of data collection through interviews, observation, and documentation. The data analysis techniques used are data reduction, data presentation, and drawing conclusions. Based on the results of the research and discussion, it is known that employee performance (a study at SMA Negeri 1 Bengkulu Selatan has been carried out). This can be seen from the indicators discussed earlier, namely: (1) Positive Encouragement: there is an award given by the school principal to TU employees and the teacher council who have achieved achievements assessed by the school principal, in the form of a charter. (2) Perform a Performance Audit: Every year the principal conducts an audit both in terms of finance and performance checks of employees, both the teacher council and TU staff to assess performance results. (3) Set Performance Standards and Goals: The principal assigns duties and responsibilities to the teacher council and TU staff in accordance with their respective duties in carrying out their duties. (4) Give Feedback: To Employees Regarding Their Performance The principal can see from the absence of teachers and TU staff to check the attendance of early or late employees whether or not the tasks assigned are carried out. (5) Give Employees Compliments or Other Rewards Related to Performance. The existence of praise given or carried out by the principal to the staff of the teacher council, TU and students who excel by giving some kind of reward can be in the form of money that has been budgeted by the school committee.

Abstract

This research purpose is to find out the performance of employees in creating land certificate at Merigi Sakti District of Seluma regency. This research is descriptive qualitative research. Data are collected by using interview, observation and documentation. In this researchthere are 4 informants, 2 people as key informants and the other 2 as main informant. This research use performance theory (Mahsum, 2006: 7) with results as below: 1. The input: in making land certificate, there was no any free people have to pay, everything is free because there was an instruction from regency government, 2. Process: in making land certificate, the process was not completed on time because the certificate finished more than one month and because of that society started not to believe with this officers, 3. The output, the officer doesn’t have target to indicate how many certificates must be finished because it depends an the number of requested people. 4. Outcome the quality of the certificate is better than before and the officers are skilled based on their skill background, 5. Benefit, the awareness level of society about the benefit from certificate are quite high almost all land have certificate personally, 6. Impact, the positive inpcat from having land certificate is about the legal low of private land ownership which regulated by laws of land by nation, the price of landis high and can be used as a collateral to finance department to simplity the loan.

Abstract

The Child Identity Card (KIA) is a program launched by the Directorate General of Population and Civil Registration (Ditjen Dukcapil) in accordance with Permendagri Number 2 of 2016 concerning KIA, implementation at Disdukcapil of Bengkulu City on January 01, 2019. KIA is the same identity card as KTP, in its implementation KIA is given to children aged 0-17 years as proof of identity, but in 2023 the achievement of KIA was only 51.31% of the national achievement target of 75%. The purpose of this study is to evaluate the Child Identity Card (KIA) Policy at the Population and Civil Registration Office of Bengkulu City, with the Evaluation theory using Wayne Parsons' theory in Utari (2021: 30), namely Formative Evaluation and Summative Evaluation. Using Qualitative Research Methods with 5 informants. Data collection techniques using primary data and secondary data, based on the results of the study, it is known that it is not quite optimal: seen from the aspect of target achievement, it has not yet reached the target, there has been no socialization by invitation to the sub-district and village communities, but has worked with schools, hospital midwives, and RT / Urban Village. The budget factor is the lack of budget in the implementation of the MCH program, thus making the socialization (communication, information, and education) not running optimally. In terms of services, it has been carried out in accordance with applicable standard service procedures, from the aspect of resources it is still lacking but in terms of quality it is adequate, and in terms of the impact of benefits before and after the KIA program was implemented, previously there was no child identity card that could be carried everywhere similar to Identity Card as proof of the child's identity when experiencing adverse events and making it easier for children to gain access to public services such as in the fields of education, health, banking, transportation and immigration.

Abstract

This study aims to determine the “Effectiveness of Program Keluarga Harapan (PKH) in Ratu Agung Sub-District, Bengkulu City. The method used in this research is descriptive qualitative method. Data collection techniques are carried out by means of observation, interviews, and documentation. Data analysis techniques by means of data reduction, data presentation and make conclusion. The informants in this study amounted to 6 people consisting of 2 key informants and 4 main informants. The theory in this study is the theory of effectiveness according to Budiani (in Nuraida 2019: 155), there are 4 aspects used, namely Program Target Accuracy, Program Socialization, Program Objectives, and Program Monitoring. Based on the research results, conclusions can be drawn, namely: 1. Target Accuracy: a. The target recipients of PKH are poor families who meet certain criteria and need social assistance to improve their standard of living, where the PKH target recipients are in accordance with the recipient criteria. b. The intended target is the group or individual who is the main target of an activity or intervention program. In the context of PKH, the intended target is the underprivileged or poor community. However, PKH in Ratu Agung Sub- District has not been running effectively because the program has not been entirely targeted. 2. Program socialization: a. The time of socialization, namely the time of implementation of socialization activities, is carried out every once in a month meeting with Beneficiary Families (KPM) accompanied by PKH assistants. this socialization activity has been running quite effectively. b. The purpose of socialization, namely P2K2 (family capacity building meeting). 3. Program Objectives: The purpose of PKH in Ratu Agung Sub-district, Bengkulu City is to prosper people whose economy is still low and break the chain of poverty, but the objectives of PKH in Ratu Agung Sub-district, Bengkulu City have not been effective because this program has not achieved its main objectives. This can be seen from PKH beneficiary targets, there are still many underprivileged people who are entitled to receive assistance from PKH. 4. Program Monitoring: The implementation of the PKH in Ratu Agung Sub-district, Bengkulu City has so far been running quite effectively.

Informant the following are involved in study This is : (1) employee permanent BKPSDM center Bengkulu, (2) central Bengkulu people who understand BKPSDM soft skills understand and know that they involved direct through BKPSDM Bengkulu Central Skill Skills. Researchers choose kind of studies qualitative , so that the data received must clear and specific (Sugiyono, 2007: 22). If the data source is viewed from data sources , data collection can shared become three : observation , interviews , and documents . Based on findings research and discussion about skills employee For increase performance Benkul Central BKPSDM, research This show importance develop soft skills for increase performance employees at the agency human resource development and central human resources from Benkul Regency (BKPSDM). Skills like effective communication , ability adapt , thinking critical , work team , and leadership is factor main supporting productivity and efficiency work . Employees who can manage time they , finish problem , and show empathy and integrity proven give service public best . In addition , training management stress and presence well employee strengthen focus work and create environment harmonious work . This study also emphasizes that leadership participatory promote motivation and performance team. With training sustainable , BKPSDM can increase ability employees , creating culture positive work and present challenge more organization good . In Overall , soft skill acquisition is not only increase performance individual , but also supports achievement objective strategic organization and quality service more public tall.

Abstract

This community service activity aims to instill organizational values in students of SMKN 4 Bengkulu City as an effort to strengthen educational development. School-based organizations play a vital role in shaping students' character, enhancing soft and hard skills, and cultivating leadership and social responsibility. The program was implemented through face-to-face counseling using a participatory approach, involving students actively in discussions and organizational training. The results of the activity indicate an improvement in students' understanding of organizational meaning, time management skills, and awareness of the importance of active participation in school organizations. Furthermore, students demonstrated greater motivation to develop creativity and innovation in organizational activities. Support from the school and enthusiasm from the participants were key factors in the success of this initiative. This program contributes to forming a young generation ready to actively participate in sustainable educational development. The findings suggest the need for replication in other schools and policy reinforcement to support systematic student organization development.

Abstract

This community service activity aims to critically evaluate the post-election democratic process in Indonesia, particularly in terms of public participation, electoral transparency, and the challenges of democratic consolidation. Conducted at RRI Bengkulu, the program featured an interactive dialogue involving academics, media professionals, students, and the general public. The findings indicate that while voter turnout was relatively high, major challenges persist—especially in reinforcing the role of the opposition, empowering civil society, and resisting oligarchic control in politics. Transactional politics and misinformation campaigns remain significant obstacles to a healthy democracy. Utilizing live broadcasts and social media platforms, this initiative successfully reached a broad audience and fostered collective political awareness. Post-event evaluations revealed improved public understanding of the importance of civic oversight and the need for continuous political education. This program serves as a model for community engagement that not only responds to contemporary issues but also proactively shapes responsible, critically minded democratic citizens.

Abstract

The Seribu Jalan Mulus (A Thousand Smooth Roads) Program is a flagship policy of the Bengkulu City Government aimed at accelerating the development of neighborhood road infrastructure to enhance regional connectivity and improve residents’ quality of life. This study analyzes the implementation strategy of the program, identifies the challenges encountered, and evaluates its effectiveness in promoting sustainable regional development. Using a qualitative case study approach, data were collected through in-depth interviews, field observations, and document analysis focused on the implementation by the Public Works and Spatial Planning Agency (PUPR) of Bengkulu City. The findings indicate that the program has significantly improved accessibility and mobility, especially in densely populated and peripheral areas. However, the implementation faces several obstacles, including budget constraints, geographic difficulties, inconsistent construction quality, and weak interagency coordination. The analysis also shows early signs of good governance principles being applied, although impact-based evaluation remains underdeveloped. The study recommends strengthening performance-based monitoring and evaluation systems, enhancing technical capacities of field implementers, and encouraging broader involvement from communities and non-government sectors in infrastructure oversight.

Abstract

Findings indicate that while the implementation of the "3 in 1 Duka Cita" service has generally been effective in easing administrative burdens for grieving families, several obstacles remain. These include limited human resources, coordination challenges across departments, and inconsistent communication to the public. Despite these challenges, the dedication of front-line staff and simplified service mechanisms contribute significantly to service success. The research also reveals that employee performance is influenced by internal motivation, availability of resources, and clear job descriptions. The study concludes that while the initiative aligns with public service improvement goals, continuous monitoring, capacity building, and public education are needed to enhance overall performance and sustainability. This research contributes to understanding how integrated services in civil registration can be optimized through focused performance evaluation and organizational improvements.

Abstract

This study aims to evaluate the strategic management of raw water sources at the Regional Drinking Water Company (PDAM) Tirta Hidayah in Bengkulu City using a SWOT analysis approach. The availability of clean water is a critical component for public health and sustainable development. However, water quality degradation due to pollution and climate change poses significant challenges for public utilities like PDAM. Employing a qualitative descriptive method, the research gathers data through direct observation, in-depth interviews with key stakeholders, and documentation analysis. The findings indicate that PDAM Tirta Hidayah possesses notable strengths, such as the application of modern water treatment technologies, adherence to health regulations including the Ministry of Health Regulation No. 2 of 2023, and a professional operations team. Nevertheless, several weaknesses persist, including limited treatment capacity, inconsistent water quality, high operational costs, and pollution of the Bentiring River, which is the primary water source. Opportunities for improvement lie in adopting advanced water processing technologies, fostering public-private partnerships, and increasing community awareness regarding water conservation. However, external threats such as climate variability and inadequate infrastructure remain pressing issues. Based on the SWOT analysis, a comprehensive strategic plan is recommended to enhance the effectiveness, efficiency, and sustainability of raw water management in Bengkulu. These strategies should address both internal shortcomings and external risks while leveraging existing organizational strengths and market opportunities. This study contributes to the broader discourse on public sector water governance and offers actionable insights for policymakers and utility managers.
