Abstract

This in-depth article explores the complex factors that have contributed to the long-standing armed separatist conflict in Casamance, Senegal. It offers an analysis of the most effective approaches to resolving the conflict, drawing valuable lessons that can be applied to other nations grappling with similar challenges. Historical, socio-economic, political, and cultural factors all play a role in the conflict, which has endured for decades. There are additional issues to navigate, including military fragmentation, political leadership voids, economic and cultural decline, failed ceasefires, and neighboring state behavior. By examining these causes and lessons learned, this article provides valuable insights for Indonesia and other nations facing separatist movements. Despite the daunting nature of the conflict, there are several potential solutions that can be employed to facilitate successful negotiations in the future, including trust-building, official and unofficial mediation, the establishment of a State Peace Secretariat in Casamance, and a comprehensive, inclusive settlement negotiation.

Abstract

This study, titled "Strategic Leadership Approaches in Conflict Resolution in Papua," aims to explore how strategic leadership can contribute to resolving conflicts in Papua. The research focuses on two main areas: the impact of strategic leadership competencies on conflict resolution and the application of strategic leadership guidelines within organizational culture. First, the study examines the influence of strategic leadership competencies on the effectiveness of conflict resolution in Papua. These competencies include the ability to plan, implement, and evaluate strategies, as well as adapt to changing situations. The research evaluates how leaders with strong strategic competencies can facilitate dialogue, build consensus, and design sustainable solutions for long-standing conflicts. Second, the study assesses the application of strategic leadership guidelines within the context of organizational culture. Understanding the local culture and applying leadership principles that align with the organizational culture are central to this analysis. The research investigates how formal procedures and strategic control are used to manage and resolve conflicts effectively within organizations operating in Papua. The findings indicate that effective strategic leadership requires a deep understanding of the local context and skills in designing and implementing adaptive strategies. Integrating cultural values with leadership principles is crucial for building harmonious relationships and resolving conflicts. This research provides practical insights for leaders in designing more inclusive and responsive approaches to conflict resolution in Papua.

Abstract

The conflict in Papua is a complex issue rooted in historical, political, social, and cultural factors. Papua has been Indonesia since 1969, but tensions persist due to separatist movements, the Free Papua Movement (OPM), and dissatisfaction with the region’s development and resource management. This research aims to analyze strategic planning in conflict resolution, focusing on governmental policies and their implementation. The study adopts a qualitative approach, using in-depth interviews, observation, and a literature review. In-depth interviews were conducted with informants from local communities, experts, and academics to gain comprehensive insights into the conflict’s dynamics. Observations were made to better understand social interactions and conflict resolution mechanisms, while the literature review helped frame theoretical perspectives on conflict resolution. The research finds that despite the implementation of the Special Autonomy Law (Otsus) in 2001, challenges such as lack of transparency in fund allocation and weak institutional roles, like the Papuan People's Assembly (MRP), persist. As a solution, the study suggests strengthening Special Autonomy by facilitating dialogue among all stakeholders, including neutral international mediators. It also recommends improved strategic planning in policy development, emphasizing the principles of equality, honesty, openness, and sincerity in the dialogue process to achieve effective and sustainable conflict resolution.

Abstract

This study aims to provide a juridical review and analytical assessment of the role of local governments in managing social conflicts as a foundation for maintaining national security and resilience. The Kediri City Government, as the closest administrative structure to the community, plays a strategic role in conflict prevention, resolution, and post conflict recovery. The practical implementation of social conflict management still encounters several challenges, including budgetary limitations, suboptimal human resource capacity, weak inter agency coordination, inadequate dissemination of the Social Conflict Management, and limited community participation, particularly from customary and social institutions. Using a descriptive qualitative approach, this study employs in depth interviews, literature reviews, and policy analysis supported by relevant documents, legal frameworks, and prior research findings. The results reveal that the effectiveness of conflict management in Kediri City strongly depends on the integration of Social Conflict Management into regional development policies, capacity building for local officials, and the enhancement of coordination mechanisms between local agencies and vertical institutions. Furthermore, community empowerment and the revitalization of local social institutions are identified as crucial elements in establishing sustainable peace and social stability.
