Abstract

The agricultural sector is the main element in the food supply, especially to achieve food security, climate change, damage to agricultural infrastructure, land conversion and declining agricultural production are threats in the agricultural sector that are currently occurring both globally and nationally can cause a food crisis. One of the government's efforts to maintain sustainable food availability is the food estate program involving the Ministry of  Defense. This study aims to identify the role of the Indonesian Ministry of  Defense in overcoming threats to the agricultural sector for the welfare and interests of national defense. This study uses a qualitative method with a literature study approach. The data collection technique is to examine empirical information or data sourced from books, journals, scientific research reports, and other literature that has links to the national defense sector and the agricultural sector, as well as open library materials such as magazines, newspapers, and websites. From the perspective of non-military defense, it can be concluded that the role of defense institutions in overcoming non-military threats, in this case, the threat of a food crisis, is as a form of support capacity in securing national food availability, both production and distribution as well as supporting non-military defense functions in the context of realizing national logistics reserves. To support the implementation of a non-military defense system in agriculture that can maintain the safety of the nation from the threat of a food crisis, it is necessary to empower non-military defense so that it has strong deterrence in preventing all threats that arise.

Abstract

Indonesia adheres to the Universal Defense System in dealing with military and non-military threats, which involve citizens, territories and other national resources. Article 7 paragraph 1 of Law number 3 of 2002 concerning National Defence, states that National Defense is organized by the government and is prepared early on with the national defense system. In this system, the main component is the TNI, supported by reserve components and supporting components. The National Resources prepared to strengthen the strength and capability of the main components of national defense are Reserve Components, in this case human resources. This formation is voluntary, given basic military training, determination and development of both administration and capabilities and deployment through mobilization and only based on orders from the President through the approval of the DPR. A strategy is needed so that the potential of the Reserve Component can be maximized in the effort to defend the country in the Kodam III/Siliwangi area as part of the land defense strategy. The research objective is to analyze the empowerment of Reserve Components in an effort to defend the country to support land defense strategies. This study uses a qualitative research method with a phenomenological approach. The data obtained from the informants who have been determined are then analyzed using qualitative analysis techniques. The results of the study show that the development of Reserve Components and the empowerment of Reserve Components have not been fully implemented because they are hampered by regulations in the use of Reserve Components and their budgeting. From the data above it can be concluded that Kodam III/Siliwangi carried out the formation of the Reserve Component in accordance with the applicable law, empowerment, in this case involvement in activities related to defending the country has not been carried out, but several Reserve Component personnel have been included in the training organized by Kodam III/ Siliwangi. Advice that can be given from the conclusions above is that it is necessary to revise regulations regarding the use of Reserve Components to be involved in activities related to defending the state in order to maintain the ability to defend the state.

Abstract

Abstract

This study aims to analyze the effectiveness of Indonesia's humanitarian diplomacy in the Palestinian-Israeli conflict in the 2023-2024 period, focusing on mediation strategies and the distribution of humanitarian aid. This study uses a descriptive qualitative approach with secondary data analysis sourced from official government documents, reports of international institutions, media publications, and academic literature. The results of the study show that Indonesia consistently plays an active role in humanitarian diplomacy through various international forums such as parliament, the United Nations, the International Court of Justice (ICJ), and the Non-Aligned Movement, by combining diplomatic mediation and moral pressure. Real actions in the form of the delivery of medical aid, logistics, field hospitals, and the readiness of peace forces further strengthen Indonesia's position as an important actor in this field. However, the effectiveness of such diplomacy is still hampered by geopolitical factors, vetoes in the UN Security Council, limited access to Gaza, and challenges in the protection of humanitarian facilities. The research recommendations emphasize the need to strengthen cross-sectoral coordination, more intensive global advocacy, international legal protection for humanitarian assets, and public diplomacy to rally global support. These findings contribute to the understanding of the role of humanitarian diplomacy in international conflict resolution and strategies to improve its effectiveness in the future.

Abstract

Russia’s invasion of neighboring Ukraine in February 2022 began by using Russian ground troops to breach the border from various directions. Russia mobilized all its military strength to attack Ukraine, including the use of tanks and armored vehicles. Initially, Russian troops benefited from the attacks launched, however, the Russian troops' attacks gradually became ineffective due to the resistance applied by Ukraine. Many images show Russian tanks and armored vehicles suffering damage and destruction. This research aims to explain and analyze the deployment of Russian tanks and armored fighting vehicles in ground combat operations in Ukraine. The research method is qualitative with a literature study approach and explaining the focus of the research is carried out descriptively. The results of research describing the war in Ukraine do not reveal anything fundamentally new about tanks. Russian tanks and armored vehicles were damaged and destroyed due to gathering in the open without camouflage and inadequate logistical planning, in addition to that Russian tanks were not operated properly. Ukrainian troops’ use of anti-tank guns and missiles was so effective that Russian tanks had difficulty advancing. The reflection of Russian tanks and armored fighting vehicles in the beginning of land operations in Ukraine exposed the weaknesses of Russian tank designs, logistical vulnerabilities and the effectiveness of modern anti-tank weapons.

Abstract

This study aims to provide a juridical review and analytical assessment of the role of local governments in managing social conflicts as a foundation for maintaining national security and resilience. The Kediri City Government, as the closest administrative structure to the community, plays a strategic role in conflict prevention, resolution, and post conflict recovery. The practical implementation of social conflict management still encounters several challenges, including budgetary limitations, suboptimal human resource capacity, weak inter agency coordination, inadequate dissemination of the Social Conflict Management, and limited community participation, particularly from customary and social institutions. Using a descriptive qualitative approach, this study employs in depth interviews, literature reviews, and policy analysis supported by relevant documents, legal frameworks, and prior research findings. The results reveal that the effectiveness of conflict management in Kediri City strongly depends on the integration of Social Conflict Management into regional development policies, capacity building for local officials, and the enhancement of coordination mechanisms between local agencies and vertical institutions. Furthermore, community empowerment and the revitalization of local social institutions are identified as crucial elements in establishing sustainable peace and social stability.

Abstract

Meskipun menghadapi keterbatasan sumber daya pertahanan, Indonesia berupaya mempertahankan otonomi strategis melalui diplomasi maritim, kerja sama multilateral, serta konsolidasi visi Poros Maritim Dunia. Temuan ini menegaskan bahwa konsep keamanan maritim Indonesia sedang mengalami rekonstruksi menuju model keamanan adaptif yang memadukan unsur pertahanan, diplomasi, dan pembangunan ekonomi biru.

Abstract

Amidst the increasing intensity of natural disasters in Indonesia, the role of civil engineers has evolved from merely designing physical structures to becoming crucial agents in disaster resilience. However, there is a clear discrepancy between the technical-static nature of civil engineering higher education curricula and the dynamic and multidisciplinary needs of disaster mitigation in the field. This study aims to diagnose this competency gap through a Systematic Literature Review (SLR) method using the PRISMA 2020 protocol. Data were collected from the Dimensions, Scopus, and Web of Science databases, resulting in 10 selected articles that were analyzed thematically. The results revealed that the main gap lies not in structural calculation abilities (hard engineering), but in deficits in “soft” competencies such as risk communication, policy advocacy, and post-disaster management. This study also identified that conventional (didactic) teaching methods are ineffective and recommended the adoption of new pedagogical strategies such as Forensic Engineering and humanitarian project-based learning. This research offers a curriculum mapping framework as a strategic solution to integrate disaster management competencies without overburdening the existing curriculum, in order to produce civil engineers who are resilient and responsive to risks.

Jakarta, the capital of Indonesia is a religiously plural region in Indonesia that experienced social unrest and riots in recent history. It withstands social, economic and turmoil that Indonesia experience during its lifetime until today. As a country with Muslims as majority, the role of Islam and Muslims is instrumental in keeping it safe and endured. This study analyzes the role of Nahdlatul Ulama in peace education, using a qualitative descriptive method. As the biggest Muslim organization in Indonesia with moderate stance, the importance of strengthening peace education by Nahdlatul Ulama is certainly beyond any doubt. The study shows that Nahdlatul Ulama promoted its moderate values to its members and Jakarta populations as well as introduced many initiatives to contain exclusive understanding of Islam.
