Abstract

At the outset of 2020, the Coronavirus Disease 2019 (Covid-19) outbreak originated in Wuhan, China, rapidly escalating into a global pandemic, reaching Indonesia. The ensuing confusion and panic prompted the Ministry of Defense to enact Policy Number 15 of 2015, addressing the mitigation of dangerous biological agent impacts on national defense. Employing a descriptive qualitative approach, this research examines factors influencing the implementation of this policy. The theoretical framework by MS Grindle, encompassing Policy Content and Policy Context Aspects, serves as a basis for analysis. Findings reveal suboptimal factors affecting policy implementation. Recommendations for improvement span both aspects. Regarding Policy Content, the study advocates for enhanced synchronization and coordination among pertinent Ministries/Government Agencies. It proposes the establishment of a National Coordinating Agency for Disease Outbreak Management (BNPWP) to spearhead prevention efforts. Additionally, the creation of guidelines for outbreak prevention and control due to biological threats is suggested. In terms of Policy Context, the research underscores the need for consistency with regulations and recommends prioritized strategies for effective threat prevention programs. Collaborative agreements through Memoranda of Understanding (MoUs) with relevant agencies are also encouraged. Stakeholders, including leaders from Ministries, TNI, Polri, and Regional Leaders, should actively participate in policymaking to avert confusion and overlaps. In conclusion, optimizing policies necessitates improved coordination, the establishment of a dedicated coordinating agency, and the development of comprehensive guidelines. Consistency with regulations, strategic prioritization, and stakeholder involvement are imperative for the effective implementation of policies safeguarding national defense against biological threats.

Abstract

Aengdake Village is located at the eastern tip of Madura Island, where one of the Village Fund programs that has been successfully implemented to date is the health post, starting from toddlers to teenagers to the elderly. This health post is very useful, especially for the health of toddlers, to prevent stunting in children. At the same time, for teenagers, you can consult regarding the problems they are experiencing, and for the elderly, it is very useful. Many elderly people need treatment, especially their knees. This research aims to determine the implementation, improvement of quality, potential, and effectiveness of Village Funds in implementing funding programs in Aengdake Village, Bluto District, Sumenep Regency. This research uses a qualitative approach with descriptive research methods. The data collection techniques used in this research are interviews, observation, and documentation. The results of this research show that the implementation of the village fund program in Aengdake Village, Bluto District, Sumenep Regency includes (a) Government operations, village government facilities and infrastructure, population administration, civil registration and statistics, government administration, and land. (b) Development: education, health, public works and spatial planning, transportation, communication, and information. (c) Development: youth and sports, as well as PKK development. (d) Community empowerment: agriculture and animal husbandry, and increasing the capacity of village officials. (e) Unexpected costs.

Abstract

The problem faced by partners, namely the 'Bunda Sekarningsih' banana chip business, is the lack of production equipment and traditional production methods so that they have not implemented the principles of sanitation and hygienic food processing, as well as poor financial and administrative governance. The aim of implementing the program was to increase the production and income of IRT (Household Industry) partners in banana chips, as well as the knowledge and skills of producers in food processing and financial management. The method of implementing this program was counseling, training and assistance to the owner and employees of IRT banana chips 'Bunda Sekarningsih'. The results of the service program that has been carried out include: the availability of banana cutting tools that are designed and made by applying Higher Education Science and Technology so as to increase the quantity and quality of production; Increased knowledge and understanding of partners to apply sanitation principles and produce hygienic food; Increased knowledge and skills of partners to manage financial and managerial business with the POAC (Planning Organizing Actuating Controlling) concept.

Abstract

This study aims to determine how much production costs incurred and the income earned by farmers in pineapple farming with the utilization relay cropping. This research was conducted in Senuro Barat Village, Tanjung Batu District, Ogan Ilir Regency by considering that Senuro Barat Village is one of the villages where most of the farmers work as pineapple farmers. The research method uses the case study method. Data collection methods used in this study include primary data and secondary data. Sampling is done by simple random sampling, which is 30 samples from 325 of the total population of pineapple farmers. The results showed that the total cost of production of pineapple farming with the utilization relay cropping per hectare per season in West Senuro Village, Tanjung Batu District, Ogan Ilir Regency amounted to Rp.18,854,112/year. Pineapple farmer receipts for grade A amounted to Rp. 112,636,520 and grade B amounted to 71,868,812. Pineapple farmers' income for grade A amounted to Rp 93,782,408/year and grade B amounted to Rp 53,014,700/year. Furthermore, the R/C ratio value obtained for grade A amounted to 4.97 and grade B amounted to 2.81. This shows that pineapple farming is feasible because the R/C ratio value is >1.

Abstract

This research focuses on efforts to improve Arabic literacy skills among santri in West Sulawesi by integrating a community service approach. Through collaboration between pesantren, communities, and various related parties, this research examines the impact of such collaboration on Arabic reading and writing skills. Using a qualitative approach and case studies of two Islamic boarding schools, data were collected through interviews, observations, and documentation. The findings show that the community service-based approach has successfully promoted the improvement of santri's Arabic literacy skills, with a significant contribution of pesantren and community collaboration in the quality of learning. This research confirms the importance of sustainable synergy between pesantren and communities in advancing Arabic literacy, which also has the potential to be applied in other areas with similar contexts.

Abstract

Perkembangan teknologi modern telah membawa pengaruh besar terhadap gaya hidup dan pembentukan karakter remaja. Namun, derasnya arus globalisasi seringkali menjauhkan generasi muda dari akar budaya lokal yang sarat dengan nilai-nilai luhur. Artikel ini bertujuan untuk mengeksplorasi dan merevitalisasi nilai-nilai mukemel sebuah kearifan lokal masyarakat Gayo yang mencerminkan etika, tanggung jawab, dan integritas sebagai fondasi pembentukan karakter remaja di era digital. Penelitian ini menggunakan pendekatan kualitatif deskriptif melalui studi literatur dan wawancara mendalam dengan tokoh adat, pendidik, dan remaja Gayo. Hasil kajian menunjukkan bahwa nilai mukemel masih relevan untuk diterapkan dalam kehidupan remaja masa kini, terutama dalam membentuk kepribadian yang jujur, peduli, dan bertanggung jawab. Revitalisasi nilai ini dapat dilakukan melalui integrasi dalam pendidikan formal dan non-formal, serta pemanfaatan media digital sebagai sarana penyebaran nilai-nilai lokal. Dengan demikian, mukemel berpotensi menjadi strategi pendidikan karakter yang kontekstual dan berkelanjutan di tengah tantangan era modern

Abstract

Penelitian ini bertujuan mengembangkan sistem informasi pengaduan keluhan dan kerusakan di Pengadilan Negeri Situbondo untuk meningkatkan efisiensi operasional, akurasi, dan transparansi data. Metode yang digunakan mencakup observasi, wawancara, dan studi pustaka untuk mengumpulkan data, serta pendekatan pengembangan sistem waterfall. Masalah utama yang dihadapi adalah pelaporan kerusakan yang masih dilakukan secara manual, mengakibatkan penundaan dan gangguan operasional. Solusi yang ditawarkan adalah sistem informasi terintegrasi yang memungkinkan pelaporan kerusakan dilakukan secara digital, memudahkan akses dan penggunaan bagi semua pihak yang terlibat. Hasil implementasi dan pengujian menunjukkan bahwa sistem ini siap digunakan dan efektif dalam mengatasi masalah pelaporan manual, meningkatkan kinerja dan produktivitas pegawai. Dengan demikian, sistem ini diharapkan dapat memberikan manfaat jangka panjang bagi Pengadilan Negeri Situbondo.
