Abstract

 Freedom of religion and belief is a reality of life, where everyone is free to choose their religion or belief. However, this remains an unresolved issue in Indonesia. This article aims to examine the application and boundaries of the internal and external forums regarding freedom of religion and belief in Indonesia, highlighting the case of Al-Zaytun Islamic boarding school. The research employs a literature review method, followed by descriptive analysis of related studies. The findings indicate potential discrepancies in the implementation with principles outlined in internationally ratified covenants by Indonesia. Referring to the provisions of the International Covenant on Civil and Political Rights (ICCPR), there exists freedom within internal and external forums. The internal forum pertains to the realm within an individual's mind or consciousness, acknowledging personal beliefs and religion as internal matters. Meanwhile, the external forum represents a dimension where freedom is manifested in actions and practiced collectively with others or in public spaces. Ratification by the state aims to uphold human rights and ensure fair legal protection for every individual.Kebebasan beragama dan berkeyakinan merupakan realitas kehidupan, dan setiap orang bebas memilih agama atau keyakinannya. Namun, ini masih menjadi persoalan yang belum terselesaikan di Indonesia. Tulisan ini bertujuan untuk melihat penerapan serta batasan forum internum dan eksternum tentang kebebasan beragama dan berkeyakinan di Indonesia dengan menyoroti kasus Pondok pesantren Al-Zaytun. Penelitian ini dilakukan menggunakan metode literature review yang kemudian dianalisis secara deskriptif melalui data kajian yang berkaitan. Hasil studi ini menunjukkan dari kasus yang terjadi pada pondok pesantren Al-Zaytun, adanya potensi ketidaksesuaian penerapan dengan prinsip-prinsip yang diatur dalam kovenan internasional yang telah di ratifikasi oleh Negara Indonesia. Merujuk pada ketetapan Kovenan Internasional Hak Sipil dan Politik (KIHSP) terdapat kebebasan dalam forum internal dan eksternal. Forum internal berada pada ruang yang ada dalam pikiran atau kesadaran individu. Forum ini mengakui keyakinan, dan agama yang merupakan urusan internal sifat pribadi seseorang. Sementara Forum eksternal merupakan suatu dimensi di mana kebebasan telah diwujudkan dalam tindakan dan dilaksanakan bersama-sama dengan orang lain atau di ruang publik. Pengesahan dari negara ini bertujuan untuk menjunjung tinggi hak asasi manusia serta perlindungan hukum yang adil bagi setiap individu.

Abstract

Pembangunan masyarakat adat sering kali menggunakan pendekatan modernisasi yang berbasis top-down. Demikian juga upaya yang dilakukan Pemerintah Indonesia dalam membangun masyarakat adat Mentawai. Melalui Rapat Tiga Agama, Pemerintah memaksa masyarakat adat Mentawai meninggalkan agama leluhur mereka (Arat Sabulungan) dan memilih salah satu agama orang luar (Islam, Kristen). Pembangunan masyarakat adat dengan mengusung ideologi modernisme selalu berhadapan dengan resistensi dalam berbagai bentuknya. Karena itu, penting dilakukan studi bagaimana masyarakat adat Mentawai yang tetap menganut Arat Sabulungan melakukan resistensi terhadap ideologi modernisme yang diusung Pemerintah dalam pembangunan. Data yang bersumber dari novel Burung Kayu karya Niduparas Elang ini, dianalisis menggunakan metode studi wacana kritis model Teun A. Van Dijk yang bertujuan menganalisis bagaimana teks novel Burung Kayu merepresentasikan resistensi Arat Sabulungan terhadap ideologi modernisme. Artikel ini menunjukkan resistensi masyarakat adat Mentawai terhadap ideologi modernisme dilakukan dengan resistensi sehari-hari dalam bentuk perseteruan antar uma, perseteruan uma dengan Pemerintah, perseteruan Pemerintah dengan sikerei, dan perseteruan uma dengan orang sasareu. Perseteruan-perseteruan yang terjadi menunjukkan tidak kompatibel pendekatan modernisasi berbasis top-down dalam pembangunan masyarakat adat Mentawai.

Abstract

This research aims to explore how the belief systems of indigenous peoples influence everyday conservation practices and examine how these beliefs can be integrated into modern conservation policies. This study employed an ethnographic qualitative approach. Data collection involved participatory observation, enabling involvement in daily life to directly observe community interactions with the environment and the performance of religious rituals. In-depth interviews were administered semistructured interviews with various key informants, including traditional leaders, religious figures, community elders, and environmental practitioners. Secondary sources from academic publications, government reports, and media archives relevant to the research topic. Interpretative analysis was conducted within cultural and historical contexts to gain a deeper understanding of how religiosity shapes the environmental conservation practices of the Mentawai people. This study presents three key findings related to the environmental conservation practices of the Mentawai community. Their conservation practices are deeply rooted in a belief system. Transformative dynamic is observed, whereby the younger generation successfully combines traditional values of ancestral religion with teachings from world religions and modern perspectives. A gap is identified between the local wisdom-based conservation system and the pressures exerted by the global political economy. The study provides new insights into the crucial role of local religiosity in environmental conservation and highlights the potential for integrating traditional and modern beliefs in nature conservation efforts. The study suggests that environmental conservation strategies should integrate local communities' religious values and indigenous knowledge rather than relying solely on scientific and technological approaches.

Abstract

This study explores the relationship between the indigenous religion of the Mentawai people, Arat Sabulungan, world religions (Christianity, Catholicism, and Islam), and the state, focusing on intersubjective recognition among these entities. The research employs a qualitative ethnographic approach, conducted in Matotonan village, South Siberut subdistrict, West Sumatra. Primary data were gathered through semi-structured interviews with key informants and observations, while secondary data included literature reviews of relevant journal articles, books, research reports, and news. The findings reveal the complexity and nuances of religious conversion, the socio-cultural dynamics influencing the negotiation process of Arat Sabulungan and world religions, and the role of state policy in shaping the religious landscape and identity of the Mentawai people. This article demonstrates that the socio-cultural life of the Mentawai people, especially in Matotonan village, shows that recognition of Arat Sabulungan extends beyond intercultural relations into the anthropological realm. Followers of Arat Sabulungan (Sikerei), world religions, and government employees have constructed themselves as subjects through intersubjective recognition. This research contributes to understanding the complex dynamics between indigenous religions, world religions, and state policies. It applies Axel Honneth's theory of intersubjective recognition, highlighting the need for inclusive policies, cultural education, and legal recognition to support and preserve indigenous religions like Arat Sabulungan.
