Abstract

Tujuan penelitian ini adalah untuk mengetahui dan mendeskripsikan serta menganalisis faktor-faktor pendukung dan penghambat peranan Sekretariat DPRD Kabupaten Berau dalam mendukung pelaksanaan fungsi DPRD Kabupaten Berau. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dokumentasi dan dianalisis menggunakan model interaktif dari Miles dan Huberman. Informan dalam penelitian ini adalah Ketua dan Anggota DPRD Kabupaten Berau, Sekretaris DPRD Kabupaten Berau, Kepala Bagian Umum dan Perlengkapan, Kepala Bagian Keuangan, dan Kepala Bagian Rapat dan Persidangan. Hasil penelitian menunjukkan Sekretariat DPRD Kabupaten Berau melakukan peranan antar pribadi, peranan berhubungan dengan informasi, dan peranan pengambilan keputusan dalam mendukung pelaksanaan fungsi DPRD Kabupaten Berau. Dalam peranan antar pribadi, pemimpin organisasi berperan sebagai figur atau tokoh yang mewakili organisasinya dan secara efektif mengatur peran tokoh tersebut, sebagai seorang pemimpin kerap memberikan arahan untuk mendorong bawahannya agar bekerja sesuai dengan tugas pokoknya, melaksanakan pengawasan anggaran secara bersama-sama, serta konsisten mengkoordinir dan menerima pendapat bawahannya. Sebagai mediator dengan menjalin ikatan dan hubungan kerjasama dengan Perangkat Daerah lainnya. Dalam peranan berhubungan dengan informasi, Sekretariat DPRD Kabupaten Berau mengkomunikasikan informasi yang diterimanya kepada seluruh staf, dan melalui Bagian Humas dan Protokol mengkomunikasikan informasi di luar lingkungan organisasi termasuk kegiatan pimpinan dan anggota DPRD Kabupaten Berau.

Abstract

The purpose of this study was to find out the effect of work discipline on employee performance at Korem 091/Aji Surya Natakesuma. The data collection technique was through distributing questionnaires to 39 respondents. The data processing technique used in this study to determine the effect of the work discipline variable (X) on the performance variable (Y) is by using simple linear regression and the coefficient of determination. The results of calculations from simple linear regression analysis are as follows constant (a) of 5.041 and regression coefficient (b) of 0.492 with a positive regression coefficient value. It turns out that the effect of work discipline on employee performance can be seen in the coefficient of determination test where the coefficient of determination test shows that the coefficient of determination (R2) is 0.789 or 78.9%. So it can be said that 78.9% of the influence of employee performance is caused by work discipline. The results showed that the work discipline variable had a significant positive effect on employee performance at Korem 091/Aji Surya Natakesuma, so the hypothesis proposed was acceptable.

Abstract

The purpose of this study was to find out and analyze the personality characteristics of the village head who is able to provide motivation and input to the community so that there is community participation in Mendik Makmur Village, Longkali District, Paser Regency. This study uses leadership indicators, namely initiative, motivation, coaching, and responsibility as well as to determine the supporting and inhibiting factors in increasing community participation. The data analysis technique used is an interactive model data analysis technique. The results of the study show that in general the leadership of the Mendik Makmur Village Head has carried out its obligations well and always invites the community to participate in village development activities. Then, the village head gave initiatives in the form of suggestions so that the community always innovates to increase productivity, then the motivation given was in the form of encouraging sentences, namely by saying the jargon "Together We Can" in each activity, there was direct coaching from the village head who spent more time with the community, the form of responsibility is in the form of budget transparency, timeliness in distributing aid and the Village Head gives trust to his community to always be creative in their respective fields. With the encouragement of a community leader who has a passion for change and the spirit of mutual cooperation that is starting to emerge, it becomes a supporting factor that is very influential in increasing community participation. Then the community has also started trying to make changes due to direct awareness from the Village Head. While the inhibiting factors for community participation are constraints on work schedules, and differences in political choices.

Abstract

This type of research is descriptive qualitative. The data collection techniques used were purposive sampling and accidental sampling. This study aims to analyze and describe the effectiveness of implementing online-based public services during the Covid-19 pandemic at the Samarinda City Population and Civil Registry Service. The results of this study indicate that through the implementation of online services, Disdukcapil has made every effort to continue providing services in the midst of the Covid-19 pandemic, but the implementation of online services at Disdukcapil has not been fully effective. The requirements file is not fully complete and fulfills the requirements. Procedurally, there are people who are still having problems in the process of uploading files to the website due to a lack of understanding and supporting facilities. The service time has been adjusted to the Disdukcapil Service Operational Standards (SOP) and all types of services other than certificates can be completed in minutes. Fees for all types of services are free. Service products have increased since online services during the pandemic and complaints services are still considered slow by the public. The supporting factors in carrying out online services are the adequacy of Human Resources (HR) at Disdukcapil and the availability of supporting devices. Then the inhibiting factors in this online service are network disturbances and the level of public understanding that is still lacking about online services.

Abstract

This study aims to analyze and describe the online application-based GO PPU innovation carried out by the North Penajam Paser Regency Disdukcapil and to find out that the GO PPU application program can change people's mindset towards public services at Disdukcapil North Penajam Paser Regency. The research was conducted at the Department of Population and Civil Registration of North Penajam Paser Regency. The type of research using descriptive qualitative. Data collection was carried out by means of library and field research using observation, interview and documentation methods. The results of the study show that Public Service Innovation through the GO PPU Application program at the Population and Civil Registration Office of North Penajam Paser Regency is something that is innovative for the community using the GO PPU application, based on the relative advantages of GO PPU compared to previous services which can be seen in terms of time faster and can be done at home, for compatibility GO PPU is in accordance with applicable service standards, for complexity GO PPU is easy to operate and service procedures make it easier for the community, GO PPU goes through a trial phase, GO PPU is introduced through outreach and GO PPU is easy to observe for community and easily accessible. While the GO PPU application has not completely changed the people's mindset to make the most of the GO PPU application so that there is no need to come directly to Dukcapil to take care of population administration, however, it cannot be denied that there are still people who do not know about GO PPU

Abstract

This research was conducted in Berau District, located in Pesayan Village, Sambaliung District. This type of research is descriptive qualitative. The research was carried out in several stages, namely field research using observation, interview and documentation methods as well as library research. Furthermore, the data obtained will be analyzed descriptively qualitatively. This research is to find out the use of Village Fund Allocations carried out by the Village Government in the Development of Pesayan Village. The development of Pesayan Village includes several stages, namely deliberations to take ideas that are carried out by the local RT, then year-end deliberations on the Government Work Plan (RKP) and the results of the proposals will be included in the Village Expenditure Budget (APBK). The results of research conducted in Pesayan Village that Village Fund Allocations for physical development have only been realized for the construction of village halls and pipelines; the remaining Village Fund Allocations are focused on village government administration. Meanwhile, for non-physical development, it is realized using Village Allocation Funds but instead using Village Funds due to instructions from the District itself but still based on regulations. For the supporting factors in carrying out the development of Pesayan Village, namely the presence of Natural Resources and also Human Resources, and for the inhibiting factors the geographical conditions of Pesayan Village are widespread.

Abstract

The research objective was to find out the development of the application of digitalization of the academic service system before the Covid-19 Pandemic, namely at the beginning of the establishment of the Higher Education studied and during the Covid-19 Pandemic which had an impact on increasing employee work efficiency and academic services at the Faculty of SAINTEK UMKT Samarinda and FTIK UINSI Samarinda. This type of research is qualitative research with a case study approach. The subjects of this study were academic and IT staff at the Faculty of SAINTEK UMKT and FTIK UINSI Samarinda. The object of this research is a digitalization technology-based service and media system that is carried out online. The data is then obtained by several methods, namely; direct observation, interviews, and documentation. The data analysis technique used is; data collection, data reduction, data presentation and drawing conclusions. Based on the results of the research, it is known that the application of digitalization of the academic service system at the Faculty of SAINTEK UMKT and FTIK UINSI Samarinda before the Covid-19 Pandemic had begun to be implemented, namely since the beginning of the two tertiary institutions were inaugurated, but limited to several types of services. However, some efficiencies have been felt by employees, besides that, in improving services, the application of digitalization is able to create quality services that are efficient, responsive, transparent and effective.

Abstract

This study aims to determine and analyze the level of effectiveness in managing Village Fund Allocations in Mekar Jaya Village, Sebulu District, Kutai Kartanegara Regency in 2021 and to identify the inhibiting factors. This type of research uses qualitative research and data collection, namely through interviews, observation and documentation, while the technique of determining informants uses a layered random sampling technique with a disproportionate stratified random sampling approach as informants, namely the people of Mekar Jaya village based on their level of education, This study focuses on measuring the level of effectiveness in the field of development and empowerment based on James I Gibson's theory consisting of (1) Clarity of purpose; (2) strategy clarity; (3) The process of analysis and formulation of policies; (4) careful planning; (5) preparation of programs that are right on target; (6) Availability of facilities and infrastructure; (7) control and supervision system. The results of the study show that the management of Village Fund Allocations is in the ineffective category. This can be seen from the discrepancy between the use of Village Fund Allocations and the Regulations and the benefits of implementing Village Fund Allocations have not been felt by the community. The ineffectiveness of the Village Fund Allocation is due to factors that affect both internal factors such as incompetent human resources, lack of closeness to the community, lack of community support and external factors such as uncertainty in the process of disbursing funds, the Covid-19 pandemic and changing policies which are then analyzed through SWOT.

Abstract

This study aims to determine the obstacles faced by the Government and the police in enforcing criminal law against people who violate the function of the road according to Regional Regulation No. 10 of 2012 dam to find out the efficiency of the Government in implementing Regional Regulation No. 10 of 2012. The conclusion of the study stated that the legal arrangements for the use of public roads for the transportation of mining products in the Tenggarong Seberang District area. The research method that the author uses is qualitative with an analytic descriptive approach, with data collection techniques using three ways, namely observation, interviews and documentation. In collecting data sources, the authors used a purposive sampling technique. The results of the study show that the provisions regarding road access for the transportation of coal and palm oil are still not strict because public road use permits are still being issued. And the legal consequences for the use of public roads for the transportation of mining products in the Tenggarong Seberang District area are still not very clear and firm, however, if an accident occurs which causes harm to other public road users, the transporter must be responsible for the losses incurred.

Abstract

Organic waste management remains a major challenge for Mahakam Ulu Regency, which faces limited infrastructure, inadequate waste processing facilities, and low levels of environmental literacy among its communities. This study aims to analyze the role of agricultural extension officers within the Department of Food Security and Agriculture in supporting the adoption of household-based organic waste management practices. Using a qualitative descriptive approach through in-depth interviews, field observations, and document analysis, the study identifies four key roles performed by extension officers: facilitator, communicator, motivator, and consultant. These roles are carried out through activities such as Farmer Field School training, socialization of the 3R (Reduce, Reuse, Recycle) concept, assistance in organic fertilizer production, and the provision of technical solutions to local communities. However, the effectiveness of these roles is constrained by the limited number of extension officers, the mismatch in some officers’ educational backgrounds, and the absence of essential waste management facilities such as TPS3R and TPST. The findings highlight that optimizing the role of extension officers requires strengthened institutional support, enhanced technical capacity, and cross-sectoral collaboration to ensure that organic waste management becomes a sustainable practice in Mahakam Ulu.
