Abstract

Problem penelitian yang di angkat dalam tulisan ini yakni melihat bagaimana dampak desentralisasi pendidikan di kawasan perbatasan Pulau Kalimantan. Penelitian ini juga bertujuan untuk melihat bagaimana pelaksanaan kebijakan desentralisasi terhadap pelayanan pendidikan di wilayah perbatasan Kalimantan. Hasil dari penelitian ini menyatakan bahwa pelaksanaan desentralisasi secara signifikan tidak berpengaruh terhadap pelayanan pendidikan di wilayah perbatasan. Hal ini didasari kepada fasilitas pendidikan seperti unit sekolah, tenaga pengajar, kesadaran masyarak untuk bersekolah masih sangat memperihatinkan. Sistem rekruitmen PNS yang terpusat menjadikan kendala tersendiri bagi pemerintah daerah untuk memfasilitasi pemenuhan tenaga pengajar di wilayah perbatasan. Buruknya pelayanan pendidikan di wilayah perbatasan Kalimantan menyebabkan terjadinya hummand trafficking terhadap anak-anak, banyaknya masyarakat yang memilih eksodus, dan lunturnya nasionalisme anak-anak perbatasan yang bersekolah di Malaysia. Dengan demikian, desentralisasi belum mampu untuk memaksimalkan kontrol terhadap pelayanan public dan mencapai pemerataan pelayanan keseluruh penjuru negeri serta kesejahteraan rakyat yang demokratis. Semuanya masih dalam hal pengupayaan dengan hasil belum maksimal. Kata kunci: Desentralisasi, Pelayanan Pendidikan, Perbatasan Kalimantan.

Abstract

This study aims to describe the Optimization of the PKK Mobilizing Team in Improving Family Welfare in Bangun Mulya Village, Waru District, North Penajam Paser Regency, namely in planning, implementing and fostering according to the applicable rules and stages. This research was conducted in Bangun Mulya Village, Waru District, North Penajam Paser Regency. This type of research is descriptive qualitative using descriptive qualitative methods. As for data collection techniques through observation and interviews, as well as through books and documentation. The data analysis used is an interactive model data analysis developed by Milles, Huberman and Saldana (2014). The results showed that the PKK Mobilization Team in Bangun Mulya Village, Waru District, North Penajam Paser Regency had made efforts to improve family welfare which could be seen from planning, implementing, to coaching activities even though it was not optimal. This is due to limited community funds to develop the results of the activities carried out by the PKK team, lack of understanding of the community in understanding what has been given and conveyed in the activities carried out by the PKK team, entrepreneurs or home industries are not running optimally because the community is less innovative and creative in developing ideas resulting from training and it is difficult to get young mothers to participate in PKK activities.

Abstract

The results of the study show that the implementation of PATEN in the service of making SKPT in the Bengalon District Office has not run optimally. This was obtained based on the results of research through the actions taken by employees who carry out policies in providing services for making SKPT to residents of Bengalon District, as measured using Tangible, Reliability, Responsiveness, Assurance and Empathy dimensions/indicators. Furthermore, there are also several factors that influence the implementation of SKPT preparation services at the Bengalon District Office, namely the awareness factor and the income factor.

Abstract

The results of the study show that the innovation of whatsapp-based population administration services organized by the Sempaja Barat Village Office, North Samarinda District, Samarinda City is based on the established research sub-focus, namely Relative Advantage, Compatibility, Complexity, Triability, Observability, the implementation has been carried out well even though it is not optimal. This can be seen from the findings in research, in which there are several research sub-focuses that have been running according to public service standards, including based on the relative advantages of WhatsApp services, the community feels helped and facilitates service, for the suitability of WhatsApp services in accordance with applicable service standards. , for the complexity of the whatsapp service there are still many who do not understand related to the use of whatsapp and prefer to go directly to the field, the whatsapp service is not trialled, the whatsapp service is known by the public through outreach.

Abstract

The purpose of this study was to find out the political strategy of independent candidates in the regional head elections in Samarinda City in 2020. The data collection techniques used were observation, interviews, documentation, and secondary data. The data collection technique uses a qualitative descriptive model put forward by Miles and Huberman. This research was conducted in Samarinda City. The research focus is product, promotion, place, price. The results of the study show that there are several strategic patterns used by independent candidates, namely the 4p, namely political product (Product), Promotion (Promotion), Place (Place), Price (Price). The first is a political product made by independent candidates to attract attention. from the people in political products there is a vision and mission as well as excellent programs that will be carried out if elected as regional heads. Many people who are quite interested in independent candidates can be seen from the independent candidates asking for support from the public until at the time of the vote count in the local elections where the independent candidates garnered 51,652 supports and when the elections were held the independent candidates managed to collect 98,245 votes. They also carried out promotions for Attracting public attention, there are several methods used by independent candidates, namely using billboards, banners, online media, and face to face places. Independent candidates visit people in traditional markets to ask for support, and for budget prices provided by independent candidates Rp. 667,000,000 consisting of independent candidates' personal funds of Rp. 560,000,000 and donations from other parties of Rp. 107,000,000.

Abstract

This study aims to identify and describe the efforts made by the Samarinda City Tourism Office in fostering the creative economy in the cultural village of Pampang. With a research focus, namely the development of the creative economy and the sape' music festival. This type of research uses descriptive qualitative research which conducts analysis through primary data in the form of interviews and secondary data in the form of documents related to the problems studied and this research goes directly to the field of research through observation, interviews and documentation to research sites in the Pampang Culture Village, Samarinda. The results of this study show how the efforts of the Samarinda city tourism office have formed pokdarwis (tourism awareness groups), provided coaching funds to several creative economy actors and repaired damaged facilities in the Pampang Culture village. The tourism office in this case also carries out sape' music festival activities and provides the tools and materials needed for these activities. Factors that are hindering the efforts of the tourism office in developing the creative economy at this time, namely the limited budget in implementing all programs, the readiness of the community that is not optimal and the limited facilities that make the tourism office help to improve it. In this case, good cooperation between the government and the community is needed in building and promoting the Pampang cultural village and there needs to be initiation from the community to hold more creative activities to attract visitors.

Abstract

The results of the study show that in general, public services in the Desa Preparation Parianum have not been fully effective. Where there are several indicators that have not run optimally. As well as the absence of a village information system (SID) which was an inhibiting factor for public services during the Covid-19 pandemic in the Parianum Preparation Village. Because, Parianum Preparation Village is not yet a definitive village. Thereforethe Village Information System (SID) could not be made. There is no clarity on costs and time in each service. Lack of openness of information to the public regarding service procedures provided to the community. Lack of Human Resources (HR) working on e-government. Inadequate facilities and infrastructure to support the running of services. The service system used during the Covid-19 pandemic. The community is satisfied with the services provided even though there is no guarantee of cost and time.

Abstract

This type of research is descriptive qualitative. The data collection techniques used were purposive sampling and accidental sampling. This study aims to analyze and describe the effectiveness of implementing online-based public services during the Covid-19 pandemic at the Samarinda City Population and Civil Registry Service. The results of this study indicate that through the implementation of online services, Disdukcapil has made every effort to continue providing services in the midst of the Covid-19 pandemic, but the implementation of online services at Disdukcapil has not been fully effective. The requirements file is not fully complete and fulfills the requirements. Procedurally, there are people who are still having problems in the process of uploading files to the website due to a lack of understanding and supporting facilities. The service time has been adjusted to the Disdukcapil Service Operational Standards (SOP) and all types of services other than certificates can be completed in minutes. Fees for all types of services are free. Service products have increased since online services during the pandemic and complaints services are still considered slow by the public. The supporting factors in carrying out online services are the adequacy of Human Resources (HR) at Disdukcapil and the availability of supporting devices. Then the inhibiting factors in this online service are network disturbances and the level of public understanding that is still lacking about online services.

Abstract

This study aims to identify and describe the role of the village head in tourism development in Luan Village, Muara Samu District, Paser District. This study uses three indicators of the role of the village head, namely motivator, facilitator and mobilizer and aims to determine the supporting factors that inhibit funding in tourism development in Luan Village. This type of research is descriptive qualitative. The source of data collection was done by interviewing key informants and informants. The key informant is the village head of Luan. While the informants are village officials, the community, tourism awareness groups and tourists. Data analysis was carried out by collecting data, condensing data, presenting data and drawing conclusions. The results of this study indicate that the role of the village head in tourism development has gone very well, where the village head as a motivator always provides motivation, enthusiasm and input to village officials and village communities. The village head also acts as a facilitator by being a good resource person for a problem in facilitating community needs by providing tools and materials for making facilities. In addition, the village head also acts as a mobilizer by mobilizing village and community officials to carry out development activities. Supporting factors in tourism development are that the community knows there is tourism potential that can be developed, the role of the village government and the community to support development and easy coordination with related parties. The inhibiting factors in tourism development are the status of land ownership, lack of public awareness to maintain and preserve tourism and the lack of facilities and infrastructure.

Abstract

This study aims to determine the quality of passport making services at the Samarinda Class I TPI Immigration Office, and to find out the obstacles faced by the Samarinda Class I TPI Immigration Office in providing services to passport applicants. This research was conducted at the Immigration Office Class I Immigration Checkpoint (TPI) Samarinda. This type of research is descriptive qualitative. Data collection is done by means of library research and field research with qualitative descriptive analysis. By basing on existing data, the author describes systematically, factually and accurately about the facts, characteristics and relationships between existing phenomena. The results showed that the quality of passport-making services carried out by the Samarinda Class I TPI Immigration Office was already going well, starting from the beginning of the process of implementing passport-making services, the officers worked quite well and were able to direct passport applicants. However, in terms of online registration there are still obstacles such as difficulty entering or difficulty downloading proof of payment to centralized network disruptions that sometimes hinder the passport making process at the Samarinda Class I TPI Immigration Office, then the facilities and infrastructure are quite good as seen from the availability of waiting rooms such as chairs, tvs, children's playgrounds, toilets that are quite clean, then prayer rooms but there are still shortcomings, especially in the parking area which is inadequate as evidenced by the fact that there is still a lot of parking space.
