Abstract

The Paser Belengkong Animal Health Center Technical Implementation Unit (Puskeswan) was established in the context of developing animal health services and to support the prevention and control of strategic and contagious animal disease (zoonosis) programs. The concept of UPT Puskeswan Paser Belengkong is to be the spearhead of animal health services in its working area which is modern, advanced, effective, efficient, safe, comfortable. Therefore, to support the implementation of achieving these goals, it is necessary to know the extent of performance conditions and determine strategies for improving the performance of human resources for animal health services at UPT Puskeswan in Paser Belengkong District. Data analysis in this study uses SWOT analysis. SWOT stands for S: Strength, W: Weakness, O: Opportunity, T: Threts (threat). This SWOT analysis is basically a strategy by taking into account the organization's internal consisting of strengths and weaknesses and external conditions consisting of opportunities and threats. Internal conditions are conditions that are controllable (can be influenced/controlled), while external conditions are more uncontrollable (cannot be influenced/controlled). Based on the results of the SWOT research, it was concluded that the strategy for improving HR performance at UPT Puskeswan Paser Belengkong is a strategy: (1) HR arrangement according to work capacity; (2) Continue education (CE) or continuing education; (3) Increase promotion to the public.

Abstract

This study aims to identify and describe the role of the village head in tourism development in Luan Village, Muara Samu District, Paser District. This study uses three indicators of the role of the village head, namely motivator, facilitator and mobilizer and aims to determine the supporting factors that inhibit funding in tourism development in Luan Village. This type of research is descriptive qualitative. The source of data collection was done by interviewing key informants and informants. The key informant is the village head of Luan. While the informants are village officials, the community, tourism awareness groups and tourists. Data analysis was carried out by collecting data, condensing data, presenting data and drawing conclusions. The results of this study indicate that the role of the village head in tourism development has gone very well, where the village head as a motivator always provides motivation, enthusiasm and input to village officials and village communities. The village head also acts as a facilitator by being a good resource person for a problem in facilitating community needs by providing tools and materials for making facilities. In addition, the village head also acts as a mobilizer by mobilizing village and community officials to carry out development activities. Supporting factors in tourism development are that the community knows there is tourism potential that can be developed, the role of the village government and the community to support development and easy coordination with related parties. The inhibiting factors in tourism development are the status of land ownership, lack of public awareness to maintain and preserve tourism and the lack of facilities and infrastructure.

Abstract

Organic waste management remains a major challenge for Mahakam Ulu Regency, which faces limited infrastructure, inadequate waste processing facilities, and low levels of environmental literacy among its communities. This study aims to analyze the role of agricultural extension officers within the Department of Food Security and Agriculture in supporting the adoption of household-based organic waste management practices. Using a qualitative descriptive approach through in-depth interviews, field observations, and document analysis, the study identifies four key roles performed by extension officers: facilitator, communicator, motivator, and consultant. These roles are carried out through activities such as Farmer Field School training, socialization of the 3R (Reduce, Reuse, Recycle) concept, assistance in organic fertilizer production, and the provision of technical solutions to local communities. However, the effectiveness of these roles is constrained by the limited number of extension officers, the mismatch in some officers’ educational backgrounds, and the absence of essential waste management facilities such as TPS3R and TPST. The findings highlight that optimizing the role of extension officers requires strengthened institutional support, enhanced technical capacity, and cross-sectoral collaboration to ensure that organic waste management becomes a sustainable practice in Mahakam Ulu.
