Abstract

The Indonesian National Police (POLRI) confront a myriad of challenges in criminal investigations, contending with dynamic crime scenes and the need for prompt decision-making. Police Chief Listyo Sigit Prabowo leads the charge in operational transformation through the 6th program, the POLRI Transformation Road Map, focusing on elevating law enforcement performance. At the core of this initiative is the "EKSUS SMART" application, developed to streamline investigations. While holding promise for enhancing POLRI investigators' performance, practical obstacles necessitating optimization have emerged. This study aims to evaluate the utilization of "EKSUS SMART" in criminal investigations by POLRI investigators, proposing strategies to boost public participation in reporting crimes. Optimization goals encompass efficiency, effectiveness, and transparency in crime handling, coupled with fostering public trust in law enforcement. Employing qualitative research and drawing on theories like Diffusion of Innovation (DOI) and the Technology Acceptance Model (TAM), the study underscores the intricate nature of criminal case management, requiring high levels of expertise and professionalism. While "EKSUS SMART" contributes positively to efficiency and transparency, resolving technical, legal, and social challenges is crucial for its optimal application in upholding public safety. Specific optimization strategies, including heightened public awareness, user-friendly design, and instilling trust in reporting processes, are deemed essential. Improvements in investigator services, training, and communication skills are identified, along with the need for enhanced coordination and collaboration among investigators, government, and the public, achievable through improved information infrastructure and increased public interest in transparency and investigations.

Abstract

The aim of this study is to evaluate the performance of investigators in handling cybercrime cases in the jurisdiction of West Jakarta Metro Police. The research method used is literature review and secondary data analysis from various reliable sources regarding the development of information technology and cybercrime in Indonesia. The research results show that Investigators in the Cybercrime Subunit of West Jakarta Metro Police have shown significant efforts in handling cybercrime cases, especially cyber fraud. They have utilized various investigation methods and techniques in accordance with the applicable laws in Indonesia, including the ITE Law and other related regulations. However, investigators face several challenges, including limited facilities and infrastructure such as inadequate computers and other devices. Budget constraints are also a major obstacle, especially in funding investigative operations outside Jakarta. In addition, poorly organized SOPs and lack of consistency in their implementation also hinder the effectiveness of investigations. This includes inconsistencies in delivering SP2HP in accordance with Perkap Number 14 of 2012. The implementation of information technology, such as Smart Policing and E-SP2HP programs, has helped improve personnel capacity and real-time reporting. However, further evaluation is needed to ensure the effectiveness and integration of this technology with the coordination of relevant institutions. Success in handling cybercrime also depends on cooperation among law enforcement agencies and increased training for cyber police officers. This includes establishing guidelines for handling cybercrime cases and adopting effective digital forensic methods.

Abstract

This article aims to understand generational differences within the Indonesian National Police (Polri), focusing on work values, communication styles, leadership expectations, technological adaptability, and organizational culture. Using a systematic literature review method, this study identifies unique generational traits of Baby Boomers, Generation X, Generation Y (Millennials), and Generation Z that impact workplace dynamics and collaboration within Polri’s hierarchical structure. The findings reveal that older generations tend to value stability, a strong hierarchy, and directive leadership, while younger generations prioritize flexibility, participatory decision-making, and digital technology. These differences pose challenges to team cohesion but also present opportunities for innovation and enhanced collaboration. To create a harmonious and productive work environment, Polri is recommended to adopt strategies such as hybrid leadership models, cross-generational mentoring programs, and tailored digital training. These efforts are expected to build an inclusive and adaptive organizational culture, enabling Polri to better meet modern law enforcement challenges.

Abstract

This research aims to analyze the implementation of bureaucratic reform at the Directorate of Corruption (Dittipidkor) of the Criminal Investigation Agency of Indonesian National Police (Bareskrim Polri) and formulate strategies to improve the quality of human resources (HR) through bureaucratic reform. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation studies. The results showed that the implementation of bureaucratic reform in Dittipidkor has been carried out by aligning the organizational structure, governance, and HR management by the direction of the Police's bureaucratic reform policy, but there are still aspects that need to be optimized such as simplifying workflows, implementing information systems, and increasing investigator competence. The recommended strategies for improving the quality of human resources include improving the competency-based recruitment system, strengthening education and training, implementing a merit-based promotion system, improving remuneration and welfare, and optimizing supervision and enforcement of the code of ethics. Implementation of these strategies needs to be supported by leadership commitment, effective change management, and synergy with internal and external stakeholders.

Abstract

According to a survey by the Indonesian Political Indicator Survey Institute, public trust in the National Police decreased from 79.8% in 2019 to 72% in 2020. Despite this decline, data from Puslitbang Polri suggests that public trust is expected to increase from 69.35% in 2022 to 76.40% in 2023. This study aims to improve Polri performance by optimizing human resource development and implementing talent scouting strategies. The research method used is a qualitative method with a literature review approach. The results show that efforts need to be made to optimise the development of Polri human resources towards Polri performance, namely big data development by developing the SIPP application, talent management police by looking for Polri talents in the field of intelligence, technology development by developing a supervisory system through microlearning learning, and job design is needed as a mapping of each task force. The results of the implementation of talent scouting strategies to improve the quality of Polri performance on Polri personnel are carried out by developing interests and talents in the field of intelligence in order to achieve precision Polri. Thus, it can be concluded that the development of Polri human resources is able to have a positive influence on Polri performance, so that public trust in Polri performance is increasing. In addition, Polri's performance has increased significantly and has been running well, so that Baintelkam Polri is able to obtain talented officers because they have good expertise and quality in the field of intelligence.

Abstract

Australia, as one of the primary destinations for immigrants, has experienced significant shifts in migration policy over recent years. This policy, which increasingly opens up opportunities for foreign workers, aligns with the growing demand for labor in the post-COVID-19 pandemic era. This study aims to analyze changes in Australia's migration policy during the period 2023-2025 and its impact on the labor market and the national economy. Based on statistical data and international reports, migration policies focusing on skilled labor in critical sectors such as agriculture, manufacturing, and healthcare are projected to make a significant contribution to Australia's Gross Domestic Product (GDP). Furthermore, this research adopts a theoretical approach by utilizing the Resource Dependence Theory to understand the relationship between migration policy and Australia’s dependence on foreign labor. The findings suggest that despite several challenges, this migration policy is expected to strengthen Australia’s position in the global market and create greater economic opportunities.

Abstract

Immigration law enforcement in Indonesia requires human resources (HR) that are optimally distributed throughout the region to face increasingly complex dynamics and challenges. This article aims to explore the strategy of optimizing human resources in the Immigration Civil Servant Investigator Officer (PPNS) using a spatial approach, in order to increase organizational resilience in immigration law enforcement. A spatial approach was applied to analyze the distribution of PPNS Immigration human resources in various regions by considering geographical factors, population density, as well as the intensity of immigration activities and potential violations of the law. By utilizing spatial analysis, this study identifies areas that need to increase the number or quality of human resources, as well as formulate a more effective human resource distribution strategy. The findings of this study are expected to provide strategic recommendations for the government to strengthen organizational resilience and the effectiveness of immigration law enforcement through more efficient and spatial data-based human resource management.an abstract must accompany each manuscript; This abstract must be completely consistent on its own (eg, without numbers, tables, equations or reference citation), not exceeding 250 words and written as a paragraph. Abstract

The 2024 elections are marked by serious challenges in the form of the spread of hoaxes and disinformation that could trigger social conflict and undermine public trust. In this situation, the Indonesian National Police's Intelligence and Security Agency (Baintelkam Polri) has a strategic role to play in early detection and prevention to maintain political stability and national security. This research seeks to investigate the strategic significance of the Baintelkam Polri in thwarting hoaxes and misinformation in the upcoming 2024 elections, assess the risks and obstacles presented by the dissemination of false information on online platforms, and appraise the efficacy of inter-sectoral partnerships in upholding political stability and the integrity of democracy. This study employs a descriptive qualitative method, with data collected through interviews, observations, and documentary studies. The findings reveal that: 1) The 2024 elections are vulnerable to the spread of hoaxes and disinformation, particularly through video content on platforms like YouTube and Facebook, targeting areas with low digital literacy and high social tension. These hoaxes have the potential to trigger social conflict and political polarisation; 2) Baintelkam Polri plays a strategic role in preventing hoaxes and disinformation during the 2024 elections through digital intelligence monitoring, mapping regional vulnerability indices, and educating the public on digital literacy. Through cross-sector collaboration and intelligence technology, Baintelkam Polri maintains security and social stability by ensuring that the democratic process runs safely and smoothly. These efforts strengthen public trust and minimise the negative impact of hoaxes and disinformation in the elections.

Abstract

This study evaluates the effectiveness of Electronic Traffic Law Enforcement (ETLE) in Indonesia from 2019 to 2024, focusing on its role in increasing compliance within the framework of Deterrence Theory. Drawing on violation data from 12 urban jurisdictions (including Jakarta, Surabaya, and Denpasar) where ETLE has been implemented, the findings indicate that the system enhances the certainty of punishment, particularly in detecting administrative violations such as helmet infractions and missing documentation. However, its long-term effectiveness remains inconsistent, as fluctuations in violations suggest behavioral adaptation and deterrence fatigue. While ETLE initially led to a surge in detected violations, compliance declined in later years due to uneven enforcement between urban and rural areas, as well as limitations in addressing behavioral infractions such as reckless and distracted driving. These findings primarily reflect urban contexts, highlighting a need for broader geographic inclusion in future evaluations to ensure national applicability. The study suggests that certainty alone is insufficient for sustained deterrence without complementary measures such as effective penalty enforcement, geographic expansion, and public awareness campaigns. To maximize its impact, ETLE must be integrated with traditional law enforcement methods and adaptive policy strategies to ensure lasting compliance. Future research should assess ETLE’s direct influence on accident rates and long-term driver behavior, with particular attention to expanding the geographic scope to improve national representativeness and policy relevance.

Abstract

This study examines how Indonesia and Japan, as influential middle powers, contribute to stability in the Indo-Pacific through complementary strategic frameworks. It asks: How can Indonesia's ASEAN Outlook on the Indo-Pacific (AOIP) and Japan's Free and Open Indo-Pacific (FOIP) be coordinated to strengthen regional security and peacebuilding? Using qualitative secondary data analysis, including policy documents, case studies, and media, the research applies Middle Power Theory and Strategic Narrative Theory to evaluate their diplomatic behavior and public messaging. The findings show that Indonesia's inclusive, consensus-based diplomacy aligns with Japan's economic and technological statecraft. Their partnership is most effective when policy coordination is reinforced by harmonized public diplomacy. Key areas for deeper collaboration include maritime security, sustainable development, and non-traditional security threats such as climate change and disaster response. By formalizing AOIP–FOIP coordination and expanding non-traditional security cooperation, Indonesia and Japan can enhance collective security and promote a rules-based regional order.
