Abstract

This article or writing aims to discuss or find out about a problem that arises in the literature review of thirty journals related to the quality of student services so that later a policy model or framework can be provided to answer existing problems. The problems found in the literature review are focused on public services or student services. To approach this problem, Edward's theory is used as a reference, which consists of four variables, namely those related to communication, resources, disposition, and bureaucratic structure variables. Then the data is taken or collected through literature study or analysis of the thirty journals and then analyzed qualitatively. This study concludes that the Student Service Policy Model Innovation produces a model consisting of five alternative policy concepts or a mixture of public service models and public policy implementation models, namely Improving Financial Management, Development of Infrastructure and Digital Services, Improvement of Administrative Services, Improvement of Assurance and Empathy Aspects and Optimization of Library Services.

Abstract

This study aims to analyze the evaluation results of the Online Single Submission (OSS) program in Indonesia. A literature review was conducted to identify findings from previous research, indicating several issues such as lack of awareness of business permits, insufficient socialization, complex usability, occasional system errors, and challenges faced by the public in operating the system. The research method employed was descriptive qualitative, utilizing Dunn's theory (Nugroho, 2009: 671) with six indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The evaluation results indicate that the launch of OSS has not been successful and requires improvement to enhance the program. The Strategic Model provides nine recommendations for the OSS program to operate more effectively, namely: Ease of Access (KA), Process Efficiency (EP), Data Security (KD), Customer Service (PP), Quality Improvement (PK), System Integration (KS), User Education (EP), Regulation and Legal Framework (RPH), Monitoring and Evaluation (PE).

Abstract

This research aims to find out how the administrative process of official travel at the Secretariat of the Regional House of Representatives of South Sumatra Province. The problem is focused on the administrative process of implementing official travel. To approach this problem, a reference to Max Ammerman's 1998 Root Causal Analysis theory is used. Data were collected through observation and in-depth interviews and analyzed qualitatively. This study concludes that official travel can be carried out by council members as well as civil servants and non-civil servants, and the administrative process of official travel consists of three administrative processes, namely the administrative process of implementing official travel by civil servants and implementation by council members, the administrative process of accountability and the administrative process of payment or disbursement of reimbursement by the treasurer of routine expenses to the executors of official travel. This study concludes that there is one official travel administration process that is considered less effective, namely the accountability administration process, this happens because there are several official travel executors who take a long time to deposit the cost details to the finance department, or this delay is considered not to have implemented South Sumatra Governor Regulation Number 5 of 2021 concerning Guidelines for the Implementation of Official Travel within the South Sumatra Provincial Government chapter ix article 34.
