Abstract

This study aims to analyze the evaluation results of the Online Single Submission (OSS) program in Indonesia. A literature review was conducted to identify findings from previous research, indicating several issues such as lack of awareness of business permits, insufficient socialization, complex usability, occasional system errors, and challenges faced by the public in operating the system. The research method employed was descriptive qualitative, utilizing Dunn's theory (Nugroho, 2009: 671) with six indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The evaluation results indicate that the launch of OSS has not been successful and requires improvement to enhance the program. The Strategic Model provides nine recommendations for the OSS program to operate more effectively, namely: Ease of Access (KA), Process Efficiency (EP), Data Security (KD), Customer Service (PP), Quality Improvement (PK), System Integration (KS), User Education (EP), Regulation and Legal Framework (RPH), Monitoring and Evaluation (PE).

Abstract

Penelitian ini mengkaji perbandingan penerapan mekanisme checks and balances dalam sistem pemerintahan Indonesia dan Malaysia yang didasarkan pada teori pemisahan kekuasaan (separation of powers) yang dikemukakan oleh Montesquieu. Prinsip checks and balances memiliki peran krusial dalam mencegah terjadinya pemusatan kekuasaan pada satu lembaga negara dengan menerapkan sistem pengawasan dan pengimbangan antar lembaga. Pendekatan yang digunakan adalah kualitatif dengan metode studi literatur, melalui penelaahan terhadap sumber-sumber konstitusional, jurnal akademik, serta penelitian ilmiah yang relevan. Temuan penelitian menunjukkan bahwa Indonesia menerapkan prinsip checks and balances dengan lebih kuat melalui sistem presidensial yang menegaskan pemisahan kekuasaan antara lembaga eksekutif, legislatif, dan yudikatif. Sebaliknya, Malaysia menerapkan sistem parlementer dengan bentuk monarki konstitusional yang menonjolkan hubungan saling bergantung antara cabang kekuasaan, di mana eksekutif bertanggung jawab langsung kepada legislatif melalui mekanisme politik seperti mosi tidak percaya. Meskipun berbeda dalam struktur dan karakteristik, kedua negara sama-sama berupaya mempertahankan keseimbangan kekuasaan guna mencegah penyalahgunaan wewenang dan menjamin terselenggaranya pemerintahan yang demokratis.

Abstract

Penelitian ini bertujuan menganalisis penggunaan agama sebagai instrumen politik identitas dalam Pilkada DKI Jakarta 2017 serta menilai relevansi pendekatan dialog antar iman dalam mengurangi polarisasi sosial. Dengan metode kualitatif deskriptif melalui telaah sistematis terhadap 20 jurnal terkait politik identitas, mobilisasi agama, dan dinamika sosial pada Pilkada DKI, Data dikumpulkan melalui pencarian literatur akademik dari berbagai database dan dianalisis secara tematik untuk menemukan pola utama. Hasil penelitian menunjukkan bahwa politik identitas agama menjadi faktor paling dominan dalam memengaruhi perilaku pemilih, diperkuat oleh narasi media dan mobilisasi kelompok keagamaan. Temuan ini menegaskan bahwa politik identitas tidak hanya menentukan hasil pemilihan, tetapi juga memunculkan polarisasi yang berlangsung setelah Pilkada. Penelitian menyimpulkan bahwa pendekatan administrasi publik berbasis dialog antar umat, dan peningkatan literasi politik diperlukan untuk meredam dampak negatif politisasi agama dan menjaga kohesi sosial di wilayah ibu kota seperti Jakarta.

Abstract

This research aims to analyze the implementation of regional innovation policy in Agency of Planning and Regional Development, Research and Development (Bappeda Litbang) Palembang City. The problem is paying attention to how Bappeda Litbang Palembang City can implement regional innovation policies in Palembang City. In order to approach this problem, theoretical references from George C. Edward III with four dimensions that affect policy implementation, such as communication, resources, disposition, and bureaucratic structure or bureaucratic system. The data were assembled through literature study, observation, and analyzed qualitatively with a descriptive approach. This study deduced that the four dimensions, such as, the communication dimension, the resource dimension, the disposition dimension, and the bureaucratic structure dimension show positive results. However, there are still obstacles discovered, such as the need to strengthen the socialization and education, strengthen the human resources, commitment of regional apparatus leaders and evaluation of innovation implementation

Abstract

This research focuses on the extent to which the neutrality of the Aparatur Sipil Negara (ASN) is achieved through the implementation of the Pemilihan Kepala Daerah 2020 (Pilkada) which were held simultaneously in almost all regions of Indonesia. This is considering that the neutrality of ASN can be said to be one of the keys to success in holding honest and fair general elections. In conducting a further review of the implantation of ASN Neutrality in the 2020. Pilkada which is analyzed based on the theory put forward by Sarah and Steve (1997). The method used in this research is descriptive qualitative with an inductive approach. Data collection techniques, documentation, and observation with 4 research informants, namely from Bawaslu Provinsi Sumatera Selatan and Komisi Aparatur Sipil Negara. In conclusion, the ACTORS analysis in responding to reports of violations of ASN neutrality is reviewed from the theory put forward by Sarah Cook and Steve (1997) based on the dimensions of Authority, Confidence and Competence, Trust, Opportunities, Responsibilities, and Support have an impact on the success of following up ASN neutrality in South Sumatera. The advice that the author can give is that those who have the authority to determine the appointment, transfer and dismissal of ASN are no longer political officials, that is but the highest career officials in the region.
