Abstract

Disaster problems in recent years have become an interesting study, not only discussed by the government but also non-governmental organizations and the community. Facing this situation, the government must react and look for strategies to prevent natural (man-made) disasters or reduce the negative impacts following natural disasters.. Disaster phenomena can be studied from various scientific perspectives, including public administration. Disaster emergency response is a series of activities to deal with the direct negative impacts of disasters. According to BNPB Regulation Number 3 of 2018 concerning Handling Refugees in Disaster Emergency Situations, the Government's responsibilities in implementing Disaster Management include protecting the community from the impacts of disasters and ensuring the fulfillment of the rights of communities and refugees affected by disasters fairly and in accordance with minimum service standards. Based on the discussion above, it can be concluded that disaster management is part of a series implemented by the central and/or regional government through BNPB and/or BPBD in implementing post-disaster management or after a disaster by implementing in an integrated and comprehensive manner the principles that have been established which will implemented in stages determined by government regulations.

Abstract

Penelitian ini bertujuan untuk mengkaji dan menganalisis strategi optimalisasi efisiensi dalam konteks penyederhanaan birokrasi pada pemerintah daerah di Indonesia. Fokus utama penelitian adalah mengidentifikasi langkah-langkah konkret yang dapat diambil untuk meningkatkan efisiensi operasional dan kinerja birokrasi, dengan mempertimbangkan tantangan kontekstual yang dihadapi oleh entitas pemerintah daerah. Metodologi penelitian melibatkan survei lapangan, wawancara dengan pemangku kepentingan, dan analisis data kuantitatif untuk mengukur dampak dari berbagai strategi penyederhanaan birokrasi yang telah diimplementasikan. Hasil penelitian ini diharapkan dapat memberikan pandangan mendalam tentang upaya-upaya yang paling efektif dalam meningkatkan efisiensi birokrasi, termasuk penggunaan teknologi informasi, peningkatan kapasitas sumber daya manusia, dan perubahan struktural. Temuan penelitian akan membahas secara rinci potensi peningkatan efisiensi yang dapat dicapai melalui optimalisasi penyederhanaan birokrasi, termasuk pengurangan beban administratif, peningkatan responsivitas pelayanan publik, dan penghematan anggaran. Implikasi kebijakan yang dihasilkan dari penelitian ini diharapkan dapat memberikan panduan praktis bagi pemerintah daerah dalam mengimplementasikan strategi penyederhanaan birokrasi yang lebih efisien dan berkelanjutan. Penelitian ini diharapkan dapat memberikan kontribusi pada pemahaman lebih lanjut tentang cara-cara optimal dalam memperkuat kinerja birokrasi pemerintah daerah di Indonesia. Selain itu, hasil penelitian ini diharapkan dapat menjadi sumber referensi bagi para pembuat kebijakan, peneliti, dan praktisi dalam merancang langkah-langkah konkret untuk meningkatkan efisiensi administratif dan pelayanan publik di tingkat daerah.

Abstract

The implementation of music copyright protection policies has experienced significant shifts during the digital transformation. Digitalization impacts the economy, society, and government services, creating gaps that can render policies irrelevant. In the music industry, the proliferation of pirated content harms not only creators but also the country's creative sector. This research aims to address copyright protection for songwriters amid digitalization and the challenges in enforcing copyright law. Using qualitative descriptive methods, the study hypothesizes that certain underlying factors contribute to the failure of copyright enforcement. Results, analyzed through Van Meter and Van Horn's theory, reveal weaknesses in ambiguous policy standards, inadequate examination by policymakers, non-compliance with SOPs by implementing organizations, and a lack of synchronization among stakeholders, leading to ineffective enforcement and weak government protection for copyright holders. Therefore, it is essential to conduct factual studies to reassess standards, involved organizations, and active stakeholders in policy implementation. Expanding regional and national initiatives through workshops to raise public awareness about copyright is crucial, alongside comprehensive socialization efforts targeting policymakers, musicians, and consumers.

Abstract

The development of railway infrastructure in Sulawesi aims to meet the needs of freight and passenger transportation, as well as to encourage regional economic growth. This study aims to analyze collaboration and connectivity in railway operations in Sulawesi, and evaluate the factors that influence the development of the railway network. The method employed is comparative descriptive analysis, utilizing the Government Collaboration model and NVivo tools to categorize the data. The results of the study show that the construction of the railway line reaches around 145 kilometers between Makassar and Parepare, with support from the central and regional governments and various stakeholders. In addition, the analysis shows that collaboration between stakeholders is important in realizing the success of this project. In conclusion, the development of the railway network in Sulawesi can improve mobility, accessibility, and efficiency of goods distribution, as well as contribute to sustainable economic growth. This study recommends the need for attention to technical planning and solving land acquisition problems for the sustainability of the project in the future.

Abstract

The digital transformation era has become a trigger for system changes in government, organizations, the work industry, and also the music industry. Protection of music copyrights has become very popular with the ongoing rampant piracy amid digitalization. The government as a regulator plays a role as an active actor in protecting music copyrighted works. This study aims to analyze the role and strategy of the government in addressing the constraints in maintaining copyrighted music. This study uses the approach of the concept of Intellectual Property Rights and Economic Rights. The result achieved is that the government does not merely try to get rid of music pirates to protect music copyrights in the digital era. Rather, it is by integrating government policies into foreign music platforms to monitor and intervene in piracy. Governments can also create music platforms, and regulate so that pirates are obligated by the terms of those platforms to give credit to the original creators.
