Abstract

The administration is one of the activities of managing local-owned assets (BMD) where the assets must be registered and recorded in the List of Assets Managers according to the classification and codification of the  local-owned assets . However, in reality, the presentation of the  local-owned assets report has not been carried out in an accountable and timely manner. The strategy and policy direction in achieving reliable administration of local-owned assets has been stipulated in the Regulation of the Minister of Home Affairs Number 47 of 2021 concerning Procedures for the Implementation of Bookkeeping, Inventorying, and Reporting of local-owned assets so that the management of local-owned assets in three main aspects can be implemented well. This article uses a qualitative approach which is an approach through exploration methods and understanding the meaning that comes from social problems with data collection techniques through literature studies where researchers seek as much information as possible through related library sources such as books, published journals, research results (thesis and dissertations) as well as other appropriate sources. The Ministry of Home Affairs continues to maximize digital-based services, one of which is through the e-BMD application in order to increase accountability for the management of local-owned assets.

Abstract

On a global scale, advances in public finance technology have played a central role in improving efficiency, accountability and transparency in public financial management. Public finance technology innovation, particularly in the form of fintech, has proven itself to be an effective tool in reducing reliance on manual processes, creating efficiencies that cover various aspects of public finance. Nonetheless, challenges still come with the implementation of public finance technology innovation. The research method uses the literature review method which is one of the qualitative research methods. In this research, the author collects and analyzes existing information in scientific literature to provide a deeper understanding of the impact of public finance technology innovation on accountability and transparency in public financial management. Innovative initiatives, such as e-procurement, e-budgeting, e-audit, and fintech, have been successfully implemented in various countries, including Indonesia, with the aim of improving efficiency, transparency, and accountability in the public finance system. Nonetheless, a number of challenges that need to be overcome were identified.

Abstract

ABSTRACT Regional Property must be managed properly and correctly by paying attention to functional principles, legal certainty, transparency, efficiency, accountability and certainty of value. The Banten Provincial Government, to be able to implement the provisions of Government Regulation Number 27 of 2014 and Article 511 paragraph 1 of the Minister of Home Affairs Regulation Number 19 of 2016 concerning Guidelines for Management of Regional Property, has issued Banten Province Regional Regulation Number 1 of 2019 concerning the management of regional property. However, in implementation there are still several obstacles faced by Banten Province, especially the Regional Financial and Asset Management Agency (BPKAD) in managing regional property in several cycles. Based on this and considering the importance of Regional Property Management, the regional government of Banten Province together with BPKAD is expected to be able to find efforts and implement appropriate and reliable strategies in managing regional property, especially in planning activities and budgeting needs for regional property.

Abstract

The achievement of the Sustainable Development Goals (SDGs) is imperative for global sustainability, necessitating innovative financing strategies that leverage collaboration among government entities, the private sector, and philanthropic organizations. This research explores the framework of triangular collaboration as a means to enhance funding for SDGs, addressing the complex financial landscape that currently hampers effective implementation. Utilizing a qualitative approach, the study conducts in-depth analyses of existing partnerships through multiple case studies to identify best practices and challenges in mobilizing diverse funding sources. The findings reveal that multi-stakeholder engagement fosters synergies, increases resource allocation efficiency, and drives sustainable development. Furthermore, the research highlights critical policy implications, suggesting that coherent governance frameworks and incentives can optimize collaboration among stakeholders. Recommendations include developing tailored funding models that leverage the strengths of each partner. Ultimately, this research contributes to a nuanced understanding of how triangular partnerships can be effectively utilized to address the financing needs of the SDGs while recognizing inherent limitations and challenges in these collaborations.

Abstract

Stakeholders' interests play a pivotal role in policy implementation, particularly in the management of regional assets. This study aims to analyze the interests affected during the implementation of regional asset management policies in Banten Province. Using a qualitative approach, the research explores the dynamics among involved actors, the prioritization of different interests, and their impacts on policy success. Data were collected through in-depth interviews, document analysis, and field observations. The findings reveal that conflicting interests among stakeholders—such as local governments, legislative bodies, and the public—significantly influence the effectiveness of policy implementation. This study provides strategic recommendations to enhance collaboration among actors to achieve more transparent and efficient regional asset management.

Abstract

The aim of this study was to analyse the bibliographic characteristics and content of articles on Bureaucracy published in journals indexed by Scopus written by researchers from throughout the world. We conducted a bibliometric and content analysis of publication in the Scopus database. We only retrieved articles written in English. We conducted content analysis using the VOSviewer software and visualized the co-occurrence of keywords and bibliographic coupling of sources and countries. Following the study protocol, we found 1910 articles on Bureaucracy over the past 10 years. The most productive journal that published these articles was Research Handbook On Street Level Bureaucracy The Ground Floor Of Government In Context (n=26). The post productive country were United States (n=515). Based on cititations, The most influential document was Policy Implementation, Street-level Bureaucracy, and the Importance of Discretion with 316 citations. The keywords of research on Bureaucracy formed 6 clusters (e.g Bureaucracy, Human, Humans). From a global perspective, Bureaucracy research in the past one decades has increased significantly.

Abstract

Effective asset management is essential for enhancing operational efficiency and achieving sustainable development within local governments in Indonesia. This study explores key challenges in asset management, focusing on governance, planning, and policy evaluation. Several critical issues are identified: fragmented governance, insufficient transparency and coordination, outdated asset inventories, and misalignment between asset management practices and broader development goals. Policy evaluation mechanisms are also inadequate, failing to measure asset utilisation effectively. These challenges lead to inefficiencies in resource allocation, underutilisation of assets, and missed opportunities for local economic growth. The findings align with Sustainable Development Goals (SDGs), particularly SDG 11 (Sustainable Cities and Communities), which promotes efficient resource use, and SDG 9 (Industry, Innovation, and Infrastructure), which supports enhanced infrastructure management. Addressing these goals enables local governments to align asset management strategies with broader sustainability objectives, fostering equitable growth and long-term development. Through a qualitative literature review, this study analyses data from government reports and prior research to highlight these challenges and propose solutions. An integrated approach—aligning governance frameworks, improving asset management planning, and strengthening policy evaluation—can overcome the identified barriers. By adopting this model, local governments can optimise asset management, leading to improved efficiency, better resource utilisation, and sustainable development. Future research should explore applying this framework across regions in Indonesia to validate its effectiveness.

Abstract

Pengelolaan aset daerah dalam konteks desentralisasi semakin menghadapi tantangan terkait transparansi, efisiensi, dan akuntabilitas. Di wilayah Ibu Kota Indonesia, Provinsi DKI Jakarta, tantangan tersebut menjadi semakin kompleks mengingat besarnya nilai aset daerah yang tercatat mencapai Rp746,39 triliun. Upaya reformasi tata kelola aset melalui digitalisasi, seperti pengembangan basis data aset terintegrasi dan interoperabilitas sistem informasi menunjukkan pergeseran strategis dalam pengelolaan sumber daya publik. Penelitian ini bertujuan untuk mengkaji implementasi teknologi digital dalam pengelolaan aset daerah di DKI Jakarta dengan menganalisis kesiapan institusi, kerangka regulasi, dan dampak terhadap tata kelola. Metode yang digunakan adalah studi kasus kualitatif dengan teknik wawancara mendalam dan analisis dokumen. Hasil penelitian menunjukkan adanya hambatan utama berupa fragmentasi kepemilikan data, keterbatasan kapasitas sumber daya manusia, dan kurangnya koordinasi antar instansi. Meskipun demikian, inisiatif digital memiliki potensi besar untuk meningkatkan kualitas tata kelola aset daerah apabila didukung oleh kepemimpinan yang kuat, kolaborasi lintas sektor, dan sinkronisasi kebijakan yang berkelanjutan. Studi ini memberikan kontribusi terhadap wacana inovasi sektor publik dan menawarkan rekomendasi kebijakan untuk penguatan manajemen aset berbasis digital dalam konteks pemerintahan perkotaan. Public asset management in decentralized settings has increasingly faced challenges related to transparency, efficiency, and accountability. In Indonesia’s capital region, DKI Jakarta, these challenges are amplified by the scale and value of regional assets, which reach IDR 746,39 trillion. Recent efforts to reform asset governance through digitalization—such as the development of integrated asset databases and system interoperability—present a strategic shift in managing public resources. This study explores the implementation of digital technologies in public asset management in DKI Jakarta, analysing institutional readiness, regulatory frameworks, and governance outcomes. Using a qualitative case study approach supported by interviews with key stakeholders and document analysis, the research identifies critical barriers such as fragmented data ownership, limited human resource capacity, and insufficient coordination among agencies. The findings suggest that while digital initiatives hold significant potential to improve asset governance, their success depends on strong leadership, inter-agency collaboration, and continuous policy alignment. This study contributes to the growing discourse on public sector innovation and offers policy recommendations to strengthen digital-based asset management in urban governance contexts.

Abstract

Effective public leadership is pivotal for achieving transparent, accountable, and responsive governance. This study examines the process of public leadership in implementing good governance in West Java Province by exploring the interplay of policy innovation, public opinion, and local Sundanese cultural values. Employing a qualitative case study approach across several administrative regions, data were collected through in-depth interviews, observations, and document analysis. This study finds that effective public leadership in West Java emerges from the dynamic integration of policy innovation, public opinion, and Sundanese cultural values, which collectively enhance transparency, accountability, and participatory governance. Leaders who internalise cultural principles like “Parigeuing, Dasa Pasanta, and Silih Asih” implement innovative and responsive governance mechanisms and achieve higher public trust and more sustainable policy outcomes. Effective public leadership in a culturally rich context like West Java requires a hybrid model that combines technical governance skills with cultural literacy, ethical practices, and citizen engagement to achieve good governance. Nevertheless, the research provides valuable insights for policymakers, public administrators, and scholars on culturally grounded, innovative, and citizen-centred governance strategies. Originality lies in combining the analysis of policy innovation, public opinion, and indigenous cultural values to understand effective public leadership in a specific Indonesian context, highlighting a modern, participatory, and locally rooted governance model.
