Abstract

ABSTRACT Over tourism is one of the main challenges in the Southeast Asian region that can damage the environment, threaten the sustainability of local culture, and reduce the quality of life of local communities. This study aims to analyze and develop a roadmap for ASEAN regional synergy in overcoming over tourism through innovative and sustainable strategies. Using explanatory methods and qualitative approaches, this study examines ASEAN synergy through the implementation of The Action Roadmap for Sustainable Tourism Development ASEAN and the framework of the UN World Tourism Organization. The results of the study indicate that wise destination management, diversification of tourist locations, and improvement of environmentally friendly infrastructure are the main strategies to reduce the impact of over tourism. In addition, cross-sector collaboration between the government, private sector, and local communities is considered very important for the successful implementation of this strategy. Increasing tourist awareness and systematic measurement and evaluation are also keys to success in maintaining the sustainability of tourism in the ASEAN region. Keywords: Over Tourism, Sustainable Tourism, ASEAN, Regional Synergy, Destination Management ABSTRAK Over tourism merupakan salah satu tantangan utama di kawasan Asia Tenggara yang dapat merusak lingkungan, mengancam keberlanjutan budaya lokal, dan menurunkan kualitas hidup masyarakat setempat. Penelitian ini bertujuan untuk menganalisis dan mengembangkan peta jalan sinergi regional ASEAN dalam mengatasi over tourism melalui strategi yang inovatif dan berkelanjutan. Dengan menggunakan metode eksplanatif dan pendekatan kualitatif, penelitian ini mengkaji sinergi ASEAN melalui mplementasi The Action Roadmap for Sustainable Tourism Development ASEAN serta kerangka kerja dari UN World Tourism Organization. Hasil penelitian menunjukkan bahwa pengelolaan destinasi yang bijaksana, diversifikasi lokasi wisata, dan peningkatan infrastruktur ramah lingkungan menjadi strategi utama untuk mengurangi dampak over tourism. Selain itu, kolaborasi lintas sektor antara pemerintah, sektor swasta, dan masyarakat lokal dinilai sangat penting untuk keberhasilan implementasi strategi ini. Peningkatan kesadaran wisatawan serta pengukuran dan evaluasi yang sistematis juga menjadi kunci keberhasilan dalam menjaga keberlanjutan pariwisata di kawasan ASEAN. Abstract

The terrorist assault on Pahalgam in 2025 signified a new chapter in the enduring conflict between India and Pakistan. This study analyses how the governments of both nations produced official narratives in reaction to the occurrence and how these narratives embody and promote their distinct national identities. The research used a constructivist method to examine the production of identity and meaning through political speeches, government pronouncements, and media framing. The analysis relies on qualitative interpretation of secondary sources, such as diplomatic briefings, ministerial speeches, and reports from esteemed foreign media sites. Evidence suggests that India characterized the assault as an instance of cross-border terrorism, supporting its self-perception as a secular and democratic nation under threat and justifying retaliatory measures. Pakistan, in response, dismissed the claims and sought to recast the episode as a contrived crisis intended to divert attention from Indian persecution in Kashmir, portraying itself as a victim rather than an aggressor. This study illustrates that identity formation and story creation are essential strategies in perpetuating the competition between India and Pakistan, distinguishing this research from earlier studies mainly concentrating on strategic, legal, or security aspects. It contends that absent a shift in one state's perception and representation of the other, future crises will likely follow analogous discursive patterns.

Abstract

Keanggotaan Indonesia dalam BRICS dapat menciptakan berbagai peluang dan tantangan yang berbeda dalam integrasi ekonomi global yang berpengaruh terhadap migrasi nasional dan kebijakan proteksionisme tenaga kerja. Penelitian ini bertujuan untuk menganalisis peran BRICS dalam arah kebijakan ketenagakerjaan global dan dampaknya terhadap kebijakan ketenagakerjaan Indonesia, khususnya pada perlindungan pekerja dan mobilitas tenaga kerja. Melalui pendekatan kualitatif deskriptif dengan kerangka teori Political Economy of Migration dari Geddes dan Scholten (2016), penelitian ini menganalisis interaksi antara kepentingan politik nasional dan tekanan global dalam konseptualisasi kebijakan ketenagakerjaan. Hasil penelitian ini menunjukkan bahwa BRICS digunakan sebagai platform alternatif bagi Indonesia untuk memenuhi kebutuhan integrasi global khususnya terkait ketenagakerjaan yang lebih sesuai dengan konteks negara berkembang. Bagi Indonesia, keanggotaan BRICS memberikan peluang yang strategis mengingat posisi tawarnya saat ini dalam diplomasi ketenagakerjaan, keanggotaan BRICS akan membuka jalur yang memungkinkan terbentuknya kebijakan yang beradaptasi dengan perubahan di pasar tenaga kerja global dan sumber daya domestik Indonesia.Kata Kunci: Indonesia, BRICS, Ketenagakerjaan, Ekonomi Politik

Abstract

This study analyzes the impactsof Vietnam's participation in two multilateral free trade agreements within the Asia-Pacific: the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Regional Comprehensive Economic Partnership (RCEP).Using Ivan Gonzalez-Pujol's (2024) hedgingstrategytheory approach, this study aims to examine how these different agreements impact Vietnam's economy, political standing, and regional integration. The study employs a descriptive qualitative method, utilizing secondary dataderived from Vietnam's economic data and recent research on the implementation of RCEP and CPTPP in Vietnam. The results show that Vietnam's membership in RCEP and CPTPP both enhance Vietnam's economic growth and political standing, even throughdifferent pathways. Vietnam's membership in RCEP positions it as a regional manufacturing hub and enhances its export potential among member nations, which include significant economies like China, Japan, and South Korea.However, RCEP presents challenges in the form of increased competition, requiring Vietnam to improve standards and competitiveness. Meanwhile, participation in CPTPP has driven institutional reforms and domestic policy regulations to enhance transparency, resulting in a significant increase in trade volume. Politically, Vietnam's participation in these two agreements strengthens its geopolitical bargaining position in the Asia-Pacific region. To enhance regional integration while maintaining balanced relations with major powers, Vietnam utilizes economic diplomacy, such as the CPTPP and RCEP. This move aligns with the Vietnamese leadership's view that expanding regional cooperation can enhance the regime's legitimacy domestically and benefit the economy.

Abstract

Pandemi Covid-19 telah memberikan dampak yang signifikan terhadap sektor pariwisata di Bali, yang menjadi tulang punggung perekonomian daerah tersebut. Kebijakan pembatasan sosial yang diterapkan oleh pemerintah turut menyebabkan penurunan drastis dalam jumlah kunjungan wisatawan mancanegara. Kondisi ini mendorong pemerintah pusat bersama pemerintah Provinsi Bali untuk menggalakkan kembali promosi sektor pariwisata Bali setelah masa pandemi. Salah satu momen strategis yang dimanfaatkan untuk menghidupkan kembali sektor pariwisata adalah penyelenggaraan Konferensi Tingkat Tinggi (KTT) G20 di Bali pada tahun 2022. Dalam rangkaian kegiatan KTT G20 tersebut, pemerintah menggandeng berbagai aktor non-pemerintah untuk melaksanakan praktik diplomasi budaya dengan tujuan mengangkat kembali citra dan daya tarik pariwisata Bali. Pelaksanaan KTT G20 sebagai wadah diplomasi budaya dinilai efektif karena tingginya jumlah delegasi dari berbagai negara serta besarnya perhatian publik terhadap kegiatan tersebut. Kekayaan budaya Bali dan beragam destinasi wisata yang dimilikinya menjadi aset penting dalam pelaksanaan diplomasi budaya pada forum internasional ini. Upaya diplomasi budaya yang dijalankan pemerintah diwujudkan melalui berbagai aktivitas kultural yang disisipkan dalam agenda KTT G20. Sinergi yang kuat antara aktor pemerintah dan non-pemerintah menjadi kunci keberhasilan praktik diplomasi budaya yang efisien dan mampu menyampaikan pesan secara efektif dalam mempromosikan pariwisata Bali di kancah internasional.

Abstract

This article examines the effectiveness of constitutional control mechanisms applied to village regulations within Indonesia’s statutory system. Although village governments possess regulatory authority under Law No. 6 of 2014 on Villages, ambiguities remain regarding supervision and constitutionality testing of village regulations. This research employs a socio‑legal study design combining doctrinal legal analysis with empirical field investigation. Empirical data were gathered by document analysis, focus group discussions, and interviews involving village heads, members of Village Consultative Bodies (BPD), district officials, and local government administrators in several regencies in East Java Province. The study analyzes three mechanisms of constitutional control: executive preview and executive review conducted by regency governments, legislative review carried out by village institutions, and judicial review practiced by the Supreme Court. The findings demonstrate that, despite the existence of multiple supervisory mechanisms, their practical implementation remains weak and fragmented. Executive supervision often operates informally, legislative deliberation in villages is frequently procedural rather than substantive, and judicial review mechanisms are rarely utilized due to legal uncertainty and limited legal awareness. Consequently, the effectiveness of constitutionality testing of village regulations remains low. The article contributes to the literature on decentralization and constitutional control by proposing a model for strengthening regulatory oversight at the village level by institutional capacity building, regulatory harmonization, and improved public participation in village legislation.

Abstract

This research examines the cultural acculturation between French and Indonesian culinary traditions, focusing on the structural adaptation of the Croissant Geprek commodity. To maintain academic neutrality, this study shifts away from treating the phenomenon as a mere novelty, instead evaluating the systematic deconstruction of gastronomic standards. Employing a qualitative descriptive methodology, this study analyzes secondary data compiled from culinary literature, market reports, and digital consumer references to examine how the French croissant is adapted and integrated with the Indonesian tradition of ayam geprek. The findings reveal a multi-stage acculturation process shifting the traditional pastry's buttery flavor profiling into savory-spicy dimensions, modifying the texture through mechanical flat-pressing via waffle iron mechanisms, and substitution with localized inputs such as chili paste and poultry. This structural hybridization generates predictable consumer traction within urban domestic retail markets, resulting in a hybrid dish that preserves the core identities of both cultures while catering to local palates. Croissant Geprek stands as an empirical indicator of glocalization, merging global culinary elements with specific local preferences. Ultimately, this study demonstrates that culinary acculturation operates through a structured framework of adaptation, integration, and cultural creation within contemporary food systems.
