Abstract

Information Technology governance is a series of IT strategies, planning, policies, IT implementation, resources and activity control. Data governance helps organizations in the availability, usability, integrity and security of data as a valuable asset in the organization. The State Civil Service Agency as the data manager for the State Civil Service is committed to providing data-based ASN management services by providing quality ASN data that is accurate, up-to-date, integrated and accountable and easy to access and use between agencies through one ASN data. Improving the quality of ASN data, some face problems related to data completeness and accuracy, for this reason a strategy roadmap for implementing one ASN data is needed. This research uses a fishbone diagram analysis approach to identify problems, gap analysis to determine strategic steps and risk analysis to describe the risks in each strategic activity. A hybrid and synthetic approach was taken to formulate each dimension in the strategy roadmap as well as strategic steps in each dimension. The research results explain that there are nine dimensions of the roadmap strategy, namely regulations/policies, ICT human resources in the data sector, data architecture, master/reference data, data standards, metadata, databases, data quality and data interoperability. The roadmap strategy is preceded by determining the vision, mission and goals of Satu Data ASN.

Abstract

Pelatihan Data Analytics untuk Aparatur Sipil Negara (ASN) di Badan Kepegawaian Negara (BKN), ditujukan untuk mengatasi tantangan era Satu Data ASN. Tujuannya adalah meningkatkan kemampuan pegawai BKN dalam analisis data dan pengambilan keputusan berbasis data, khususnya dalam desain dan implementasi dashboard Power BI. Pelatihan, yang diadakan pada 22 September 2023, melibatkan sekitar 226 pegawai ASN dari berbagai kantor regional dan mencakup komponen teoretis serta praktis, meliputi topik Dasar Power BI, Analisis Data, hingga Visualisasi Dashboard. Hasilnya menunjukkan peningkatan signifikan dalam kemampuan pemrosesan dan visualisasi data oleh pegawai, yang berkontribusi pada pengelolaan data, evaluasi kinerja, dan pengembangan karir yang lebih efektif di BKN. Kesimpulannya, pelatihan ini tidak hanya meningkatkan keterampilan analitik data staf BKN tetapi juga mendukung kebijakan nasional dalam transparansi data dan tata kelola yang efektif.

Abstract

Abstrak - Jurnal ini mengkaji tren dan tantangan implementasi Domain-Driven Design (DDD) dalam era digital. Analisis bibliometrik menggunakan Publish or Perish dan VOSviewer untuk mengidentifikasi, mengumpulkan, dan menganalisis data publikasi terkait DDD dari berbagai sumber ilmiah. Hasil menunjukkan tren penerapan DDD yang beragam dalam berbagai jenis aplikasi, dengan fokus pada pengembangan microservice, low-code development, model-driven engineering, dan knowledge-based systems. Tantangan utama yang diidentifikasi adalah kompleksitas pemodelan domain, perubahan model domain, dan integrasiDDD dengan teknologi dan praktik pengembangan perangkat lunak lainnya.   Kata kunci: Domain-Driven Design, DDD, Era Digital, Microservice, Low-code Development, Model-driven Engineering, Knowledge-based Systems    Abstract - This journal examines the trends and challenges of implementing Domain-Driven Design (DDD) in the digital era. Bibliometric analysis using Publish or Perish and VOSviewer was conducted to identify, collect, and analyze publication data related to DDD from various scientific sources. The results show a diverse trend of DDD application in various types of applications, with a focus on microservice development, low-code development, model-driven engineering, and knowledge-based systems. Abstract

Data adalah intangible aset dalam organisasi, pengambilan keputusan dan rekomendasi kebijakan yang baik berdasarkan data yang berkualitas. Tata kelola pemerintahan dapat diwujudkan dengan menerapkan pengelolaan data pemerintah berdasarkan prinsip satu data Indonesia, sehingga penyelenggaraan pemerintahan dilakukan dengan berbasis data. Penyelenggaraan layanan data terbuka meningkatkan kepercayaan masyarakat akan kinerja pemerintah. Layanan tersebut juga dimanfaatkan bagi pemangku kepentingan dan pengambil kebijakan. Pemutakiran data mandiri Aparatur Sipil Negara bertujuan untuk meningkatkan kualitas data ASN sehingga dapat menciptakan data-driven untuk rekomendasi kebijakan pemerintah yang berkelanjutan. Peneltian ini menggunakan metode campuran (mixed method) yaitu dengan mengkombinasikan pendekatan kuantatif dan kualitatif. Pengumpulan data dilakukan dengan menggunakan metode purposive sampling dan snowball dan menggunakan teknik analisis triangulasi. Pendekatan Total Data Quality Management (TDQM) digunakan dalam penelitian ini, metode tersebut bertujuan untuk mengukur kualitas data ASN pada SIMPEG Kementerian Hukum dan Hak Asasi Manusia di Rumah Tahanan KlA I Jakarta Pusat. Dalam framework ini terdapat empat tahapan yaitu definition, measurement, analysis dan improvement dari kualitas data yang terdiri dari empat dimensi pengukuran yaitu dimensi kelengkapan, akurasi, validitas, dan keunikan. Berdasarkan hasil penelitian pada dimensi kelengkapan terdapat dua entitas yang tidak lengkap yaitu kode pos dan nomor seri karpeg, dari dimensi validitas terdapat satu entitas yang tidak valid yaitu nomor dokumen, pada dimensi akurasi terdapat lima entitas yang tidak akurat yaitu nomor dokumen, Alamat, kode pos, nomor handphone dan nomor seri karpeg dan dimensi keunikan telah memenuhi syarat keunikan data.   Abstract An organization's data is an intangible asset that helps with decision-making and policy recommendations. Implementing government data management according to the one Indonesian data principle can help achieve governance by ensuring that government administration is conducted using data. The public is more confident in government performance when open data services are implemented. The service is also utilized by policymakers and stakeholders. The State Civil Apparatus's independent data update seeks to enhance the quality of ASN data in order to produce data-driven recommendations for long-term government policy. The methodology used in this study is heterogeneous, integrating quantitative and qualitative techniques. Purposive sampling, snowball approaches, and triangulation analytic techniques were used to acquire the data. This study employs the Total Data Quality Management (TDQM) technique, which measures the quality of ASN data at the Ministry of Law and Human Rights' SIMPEG in the KlA I Detention Centre in Central Jakarta. Definition, measurement, analysis, and enhancement of data quality—which includes four measurement dimensions: completeness, accuracy, validity, and uniqueness—are the four phases in this approach. According to research findings, there are two incomplete entities in the completeness dimension—the postal code and the employee card serial number—one invalid entity in the validity dimension—the document number—five inaccurate entities in the accuracy dimension—the document number, address, postal code, mobile phone number, and employee card serial number—and the uniqueness dimension satisfies the requirements for data uniqueness.

Abstract

Background: E-recruitment systems are increasingly prevalent in the public sector to improve candidate outreach and enhance transparency. Despite their potential, users remain skeptical due to challenges such as recruitment fraud and limited system availability, especially in developing countries like Indonesia. Consequently, it remains unclear how much e-recruitment systems contribute to public value creation. This uncertainty is mainly because there is a lack of research that directly explores the relationship between these systems and public value creation in the public sector, especially in developing countries.  Objective: This research aims to examine the factors that influence the use of e-recruitment systems in the public sector and the impact into creation of public values.   Methods: This quantitative study collected data from 408 respondents via an online survey, all of whom had used Indonesian National Civil Service Agency's e-recruitment system. Data were analyzed using the Partial Least Square—Structural Equation Model (PLS-SEM) method.  Results: The study revealed that system, information, and service quality have a positive impact on perceived usefulness and perceived ease of use and have a positive impact on the use of the e-recruitment system. It also shows that the adoption of an e-recruitment system gives a positive impact on public value creation.  Conclusion: This research highlights the critical role of system information quality in fostering e-recruitment adoption and its positive impact on public value creation in the public sector. These findings enrich previous studies that have not yet explored the direct relationship between the use of e-recruitment systems and public value creation. Future research may investigate technological aspects, like artificial intelligence and virtual reality, that could enhance user experience and the adoption of e-recruitment systems in the public sector.  Keywords: E-recruitment, PLS-SEM, Information System Success Model, Technology Acceptance Model, Public Value Theory

Abstract

The administration of state apparatus services requires an integrated and reliable information system to ensure the availability of accurate and up-to-date personnel data. MySAPK BKN is the mobile application prepared to support the availability of personnel data. Using MySAPK BKN is part of Digital Transformation and a Roadmap for Bureaucratic Reform towards Good Governance. The use of MySAPK BKN requires continuous evaluation to be able to meet user needs. Thus, it is necessary to continue to develop and evaluate its implementation, especially in the scope of usability. This evaluation can be applied by using the System Usability Scale (SUS) method. The use of the SUS method was carried out to determine the usability level of MySAPK BKN at the Personnel and Human Resources Development Agency in Banggai Regency. The research method is quantitative research. Data was obtained through the SUS questionnaire using Likert scale questions and collected from April 2023 to May 2023. This questionnaire is addressed to 47 employees who have used MySAPK BKN. The results show that the implementation of MySAPK BKN using the SUS method was the Good category with an average SUS score of 70. This score indicates that users are satisfied with the use of this application. This research recommends continuing to evaluate the use of the application and ongoing socialization and training the use of MySAPK BKN.  Even though a score of 70 is included in the good category, it is just the Standard category in application use.
