Abstract

Management in Abason Village by activity implementers is not yet fully effective. This can be seen in the Village Fund planning process, the community has not fully participated or the community has not been involved enough in both the planning and implementation processes. The process of organizing the structure and management of village funds is not yet optimal because their human resources are determined not to match their capabilities In the actuating process in moving village officials to complete their duties and responsibilities in accordance with community needs, the programs implemented have not run optimally, such as development programs that have not been on target. And the controlling process is still weak, this can be indicated by the transparency of the Village government which is still closed, resulting in a lot of criticism from the community.

Abstract

Penelitian ini bertujuan menganalisis kualitas Pelayanan Administrasi Terpadu (PATEN) di Kecamatan Sojol Utara, Kabupaten Donggala. Latar belakang penelitian berangkat dari masih ditemukannya kendala pelayanan seperti keterbatasan sarana prasarana, rendahnya penguasaan teknologi aparatur, serta belum optimalnya daya tanggap terhadap kebutuhan masyarakat. Penelitian menggunakan metode deskriptif kualitatif dengan pendekatan fenomenologis melalui wawancara, observasi, dan dokumentasi terhadap aparatur kecamatan dan masyarakat pengguna layanan. Hasil penelitian menunjukkan bahwa kualitas pelayanan PATEN tergolong cukup baik berdasarkan lima dimensi Parasuraman. Aparatur dinilai ramah dan responsif, namun masih diperlukan peningkatan pada fasilitas fisik, kecepatan layanan, dan kompetensi aparatur. Penelitian menyimpulkan bahwa peningkatan kualitas pelayanan publik memerlukan penguatan sumber daya manusia dan perbaikan sarana prasarana untuk mewujudkan pelayanan yang lebih efektif dan berorientasi pada kepuasan masyarakat.

Abstract

This study was motivated by the suboptimal management of parking retribution at Inpres Market in Palu City, which has resulted in revenue leakage and weak supervision of parking attendants. The objective of this research is to describe the management of parking retribution at Inpres Market based on the management functions proposed by Henry Fayol, namely planning, organizing, commanding, coordinating, and controlling. This research employs a descriptive qualitative method, with data collected through observation, interviews, and documentation involving the Palu City Department of Transportation, parking attendants, traders, and service users. The findings show that, in terms of planning, revenue targets and official parking tickets have been established; however, their implementation remains ineffective, as many users do not receive official tickets. In terms of organizing, task distribution has been arranged, yet overlapping duties and an unclear work structure are still found. The directing aspect has not been carried out consistently, as guidance and supervision for attendants remain limited. Coordination among related stakeholders has not been optimal, while controlling mechanisms are still weak, resulting in potential revenue leakage. Overall, the management of parking retribution at Inpres Market has been implemented, but it has not been effective, thus requiring stronger supervision and the application of a digital-based payment system to improve transparency and increase local revenue.

Abstract

Stunting remains a major public health challenge in Indonesia due to its long-term impact on children's growth, development, and future human resource quality. To address this issue, the government has implemented various stunting reduction programs through nutrition-specific and nutrition-sensitive interventions involving multiple levels of administration. This study aims to examine the effectiveness of the Stunting Reduction Program in Kalola Village, Bambalamotu District, Pasangkayu Regency. This research employed a qualitative descriptive approach. Data were collected through observation, interviews, and documentation involving six key informants, including representatives from the Health Office, village government, community leaders, health workers, and the Family Welfare Empowerment (PKK) organization. The data were analyzed through data reduction, data presentation, and conclusion drawing. The findings indicate that the program has not yet achieved optimal effectiveness. Based on Campbell’s effectiveness framework, only the target achievement indicator was considered effective, as assistance and interventions were delivered to the intended beneficiaries. In contrast, the indicators of program success, participant satisfaction, input-output performance, and overall goal attainment were found to be less effective. Several factors contributed to these outcomes, including limited community participation in counseling and recovery activities, inadequate awareness of nutrition and healthy lifestyles, and the persistence of traditional practices among some community members. Furthermore, the prevalence of stunting in Kalola Village fluctuated from 26.86% in 2022 to 25.08% in 2023, before increasing to 27.43% in 2024. Strengthening community engagement, health education, and cross-sector collaboration is therefore essential to improve the effectiveness and sustainability of stunting reduction efforts.
