Abstract

This research analyzes the effects of village funds, quality of human development, and area size on village development with the regional economy as a mediating variable. This research uses Regional Original Income and regional wealth as control variables. Village development is a manifestation of the approach to developing Indonesia from the periphery. The research population is regencies/cities that have village areas, totaling 434 regencies/cities throughout Indonesia. The period analyzed is between 2018 and 2021. Panel data analysis is used to estimate the relationship between variables. The models used are the Common Effects Model (CEM), Fixed Effects Model (FEM), Random Effects Model (REM), and Generalized Estimating Equation (GEE). The results of this research prove that funding for villages and the quality of human resources have a positive effect on village development, while area size is a burden for village development.

Abstract

This study is a quantitative study to test whether accountability, population quality, organizational size, economic growth, and covid-19, affect regional independence. The study was conducted for the scope in Java. The data used in this study are secondary data obtained through the Central Statistics Agency. Data was taken from the Central Statistics Agency for the period 2013 to 2021. Data analysis used multiple linear regression with the STATA application. The results of the statistical test show that the accountability variable (opinion) p-value is 0.001, which means that accountability significantly affects regional independence, as well as the population quality variable indicated by the HDI. The p-value for the HDI is 0.000 which can be said that the HDI significantly affects regional independence. The same results are also shown by the variable organizational size (SIZE) which indicated by the assets owned by the regional government (ASETKAP), the p-value of the size of the regional government is 0.000. This means that the size of the government significantly affects regional independence. The variables COVID-19 (COVID) and economic growth (ADHBKAP) also have a significant positive influence.

Abstract

Research Originality: This study presents a new analysis of the determinants of human development to implement the government’s vision of building Indonesia from the village and grassroots.Research Objectives: This study aims to determine the effects of rural development and fiscal policy on human development in Indonesia.Research Methods: This study uses data from 434 municipalities for the 2017-2023 period. The study employs panel data analysis with the Common Effect Model, Fixed Effect Model, Random Effect Model, and Generalized Estimating Equation.Empirical Results: The findings suggest that rural development, economic development, and expenditures on goods & services contribute to human development. In contrast, the COVID-19 pandemic and capital expenditures affect human development negatively. The negative effects of capital expenditures become positive after they become assets.Implications: The finding implies the important role of rural development in fostering human development. Short-run objectives might be achieved by goods & services expenditures. Capital expenditures should be directed toward long-run objectives. Abstract

This community service program aimed to assist the Village Government of Gerendong, Pandeglang Regency, in preparing the SDGs Village Roadmap document. The roadmap is a strategic document to support the achievement of the 18 SDGs Village goals, in line with Permendesa No. 21/2020. The program involved online and offline mentoring conducted by lecturers and students from PKN STAN. Activities included initial coordination, conceptual education about SDGs, data collection, and joint drafting of the document. The output of the activity was a completed draft of the SDGs Village Roadmap for 2024–2030, which became the basis for village regulations. The program contributed to the village’s capacity in sustainable development planning and is expected to be continued with further mentoring for budgeting and monitoring. Kegiatan pengabdian masyarakat ini bertujuan untuk mendampingi Pemerintah Desa Gerendong, Kabupaten Pandeglang, dalam penyusunan dokumen Peta Jalan SDGs Desa. Dokumen ini merupakan panduan strategis untuk mendukung pencapaian 18 tujuan SDGs Desa sebagaimana diatur dalam Permendesa No. 21 Tahun 2020. Pendampingan dilakukan secara daring dan luring oleh dosen dan mahasiswa PKN STAN. Kegiatan mencakup koordinasi awal, edukasi konsep SDGs, pengumpulan data, dan penyusunan bersama draf dokumen. Luaran dari kegiatan ini adalah tersusunnya draf Peta Jalan SDGs Desa Gerendong Tahun 2024–2030 yang kemudian menjadi dasar penyusunan Perdes. Program ini meningkatkan kapasitas desa dalam perencanaan pembangunan berkelanjutan dan diharapkan berlanjut ke tahap pendampingan penganggaran dan monitoring.

Abstract

This research aims to analyze the effects of mediation of government spending and moderation of financial accountability in the regional economy. This research uses panel data analysis to estimate mediation of government spending and moderation of accountability for the regional economy with local original income, regional wealth, and quality of human resources as independent variables. This research also takes into account the impact of the Covid-19 pandemic on the regional economy. The population in this research is all districts/cities in Indonesia from 2013 to 2021. This research shows that government spending plays a mediating role in the regional economy and financial accountability plays a moderating role in the relationship between government spending and the regional economy. The results of this research also prove that local own-source revenue, regional wealth, quality of human resources, and the Covid-19 pandemic have an influence on the regional economy. The implication of this research is the importance of management of the local own-source revenue and financial accountability to support the regional economy.
