Abstract

The increasing number of visits to Baduy customary areas poses a threat to their customary environment. This paper aims to provide an overview of the form of public participation based on the cultural values of the Baduy indigenous people in efforts to preserve the environment in their area. As it is known that the cultural values of the Baduy indigenous people are ancestral values that make the Baduy indigenous people live in harmony with nature and the environment. The application of cultural values is a form of public participation by the Baduy indigenous people, so that they can assist the government in the decision-making process. This research is a descriptive research with a qualitative approach by conducting interviews with 40 informants who are indigenous peoples and Baduy customary institutions, informants have also met the requirements to become resource persons for this research. The values of the Baduy people are grouped into four, namely, the values of life, the values of traditions and beliefs, the values of maintaining the balance of nature, and the values of togetherness/mutual cooperation. The cultural value in maintaining the balance of nature that has been carried out by the Baduy indigenous people is about how they carry out their daily lives, work side by side with nature, and the architecture of buildings in their area which is still natural without using chemicals. These cultural values are still carried out by the Baduy indigenous people as a form of public participation that runs optimally. This is a recommendation for the government in formulating policies related to nature conservation.AbstrakPeningkatan jumlah kunjungan kawasan adat Baduy memberikan ancaman terhadap lingkungan adat mereka. Makalah ini bertujuan untuk memberikan gambaran tentang bagaimana bentuk partisipasi publik berbasis nilai budaya masyarakat adat Baduy dalam upaya pelestarian lingkungan kawasan mereka. Seperti diketahui bahwa nilai budaya masyarakat adat Baduy merupakan nilai leluhur yang menjadikan masyarakat adat Baduy hidup selaras dengan alam dan lingkungan. Penerapan nilai budaya merupakan bentuk partisipasi publik yang dilakukan masyarakat adat Baduy, sehingga dapat membantu pemerintah dalam proses pengambilan keputusan. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif dengan melakukan wawancara kepada 40 informan yang merupakan masyarakat adat dan lembaga adat Baduy, informan juga telah memenuhi syarat untuk menjadi narasumber penelitian ini. Nilai masyarakat Baduy dikelompokan menjadi empat yaitu, nilai kehidupan, nilai tradisi dan kepercayaan, nilai menjaga keseimbangan alam, dan nilai tentang kebersamaan/gotong royong. Nilai budaya dalam menjaga keseimbangan alam yang telah dijalankan masyarakat adat baduy yaitu tentang bagaimana mereka menjalankan kehidupan sehari-hari, bekerja dengan tetap berdampingan dengan alam, serta arsitektur bangunan dikawasan mereka yang masih alami tanpa menggunakan bahan kimia. Nilai budaya tersebut masih tetap dijalankan oleh masyarakat adat Baduy sebagai bentuk partisipasi publik yang berjalan optimal. Hal ini menjadi rekomendasi bagi pemerintah dalam perumusan kebijakan yang berkaitan dengan pelestarian alam.

Abstract

Jak-lingko is a program established bye the DKI Jakarta Provincial Goverment through PT,Transjakarta as thye executor of the Jak-lingko program. As regulated in Pergub Number 110 of 2003 and Pergub Number 96 of 2018 concerning the new transportation system. To identity policy implementation using success variables to achieve the objectives of policy implementation or program implementation (Communication, Resources, Disposition, Bureaucratic Structure) are indicators of policy implementation proposed by George Edward III. This study discusses the Implementation of Jak-Lingko Program Policies in Efforts to Improve Public Transportation in Pinang Ranti East Jakarta in 2018. The type of research used is qualitative research, data collection techniques, namely observation, interviews and documentation related to research. The results of this study explain that from the beginning the implementation of the jak-lingko enviroment program has been quite effective but it is indeed necessary to realize or deliver more about the jak-lingko environment program to the people of Jakarta

Abstract

The research aims: 1) To find out and analyze the relationship of work ethic to the performance of personnel in the Indonesian Armed Forces Detachment Armed Forces Unit Headquarters of the Indonesian Armed Forces. 2) To find out the magnitude of the influence of the work ethic on the performance of personnel in the Indonesian Armed Forces Headquarters Detachment Unit. The research method is descriptive analysis with a quantitative approach. The sampling technique in this study used a simple random sampling technique, which is a random sampling technique without showing the existing strata in the population, so the sample in this study was 63 respondents with the error margin = 5%. Based on the results of the study, it can be concluded as follows: a) From the results of descriptive analysis, it is known that the results of the percentage score of each variable. The majority of respondents agreed with the work ethic carried out at the Indonesian Armed Forces Detachment Supplies Unit. While the majority of respondents agreed with the personnel performance implemented at the Indonesian Armed Forces Detachment Supplies Unit for personnel. b) While the analysis of the results of the study and discussion that there is a strong and significant positive relationship between work ethic and the performance of personnel in the Indonesian Armed Forces Detachment Armed Forces Unit Headquarters of the Indonesian Armed Forces is 0.738 so it is categorized strong. Then the magnitude of the effect produced by the work ethic on the performance of the personnel of the Indonesian Armed Forces Detachment Unit National Army Headquarters is 54.5% and the remaining 45.5% has an influence on other factors not included in this study

Abstract

This paper discusses the discourse on innovations in the Indonesian government’s policies in dealing with the COVID-19 pandemic, which is faced with cyber security challenges. Digitizing the public life sector is a must in the midst of the threat of the COVID-19 pandemic which requires restrictions on direct interaction between humans. Meanwhile, cybersecurity threats are a challenge to realize technology-based policy innovations in the midst of the COVID-19 pandemic. This article uses the theoretical framework of policy innovation and cyber security to explain cyber security challenges in policy innovations by the Indonesian government in the midst of the COVID-19 pandemic. This study found that the state had a fast and agile response in dealing with COVID-19 but needed new strategies and approaches, namely collaborative while prioritizing strengthening the role of regional heads. The role of regional heads has an orientation on two things, namely, first, local accountability to protect and fulfill the rights of the people and secondly, realizing local government responsiveness to be able to understand the constraints and needs faced by the community.

Abstract

The implementation of electronic-based government (Online), in order to improve the quality of effective and efficient public services through e-Government which aims to support good governance. The purpose of this study is to determine the implementation of e-Government implementation through the creation of an online Company Domicile Certificate (SKDP) at UP PTSP Lubang Buaya Village. In addition, this study is intended to find out various obstacles or obstacles and the efforts made by UP PTSP Lubang Buaya Village in overcoming these obstacles or obstacles. In this study, the researcher used George Edward III's theory of Policy Implementation which consists of 4 variables, namely communication, resources, dispotition or attitude, and bureaucratic structure with qualitative methods. Data collection techniques carried out in the form of observation, interviews and documentation. Data analysis using formulas from Miles and Huberman consists of data collection, data reduction, data presentation, and conclusion drawing. From the results of the study, the implementation of the application of e-Government in making a Company Domicile Certificate (SKDP) has not gone well. Obstacles found include lack of socialization, the ability of public servant officers, lack of public knowledge level and frequent site errors, as well as efforts made to overcome these obstacles, namely by more frequent socialization about online licensing, training for employees, and coordination with the center regarding sites that often error. So that people can feel good and satisfying service and switch to an online-based service system.
