Abstract

This paper delves into the imperative task of advancing legal and policy strategies to expedite the integration of geothermal energy, thereby fostering a pathway toward clean energy and energy security in Indonesia. Recognizing geothermal energy as a renewable and environmentally friendly resource, the research underscores Indonesia's rich potential in this regard. Despite the commitment evidenced by the 2021-2030 Electricity Supply Business Plan (RUPTL) and Presidential Regulation No. 112/2022, the study identifies persistent challenges hindering the swift development of geothermal energy in the country. Employing a normative legal research method, the study scrutinizes the application of legal norms within positive law. Through an extensive literature review, the research highlights key obstacles and suggests crucial legal and policy interventions for overcoming them. The findings emphasize the need for ongoing energy regime stabilization, and the provision of incentives such as governmental support for exploration, fiscal incentives, and low-cost financing schemes for geothermal projects. The paper advocates for a comprehensive approach to address these challenges, recognizing the pivotal role of legal and policy frameworks in propelling sustainable development. By delineating effective strategies, this research contributes to the discourse on transitioning Indonesia towards clean energy alternatives, ensuring energy security, and mitigating the environmental impact of traditional energy sources.

Abstract

Abstract: The dysfunction of electoral often interferes with the creation of the nature of a democratic state. This fact is closely related to the pattern of inconsistent implementation of regulations in elections such as the process of distributing ballots that seem slow, there are administrative errors by voters that cause delays in the process of counting votes and sending the results of the counting of ballots. By using normative legal research methods, studies were produced that focused on the creation of an inclusive democracy through the implementation of elections by e-Voting using Blockchain technology. This effort is based on the principle of LUBERJURDIL to reduce electoral problems. This paper recommends a mechanism for implementing e-Voting in the short term, namely the KPU can collaborate with third parties to accommodate Blockchain-based e-Voting technology. The next mechanism pattern through the long term is that the KPU can form and use technical implementation independently.   Abstrak: Disfungsi pelaksanaan Pemilu kerap menganggu terciptanya hakikat negara demokrasi. Kenyataan ini berhubungan erat dengan pola inkonsisten pelaksanaan peraturan dalam Pemilu seperti proses pendistribusian surat suara yang terkesan lambat, terdapat kesalahan administrasi oleh para pemilih sehingga menyebabkan keterlambatan proses penghitungan suara dan pengiriman hasil penghitungan surat suara. Dengan menggunakan metode penelitian hukum normatif dihasilkan kajian yang mengerucut pada penciptaan demokrasi yang inklusi melalui pelaksanaan Pemilu secara e-Voting dengan menggunakan teknologi Blockchain. Upaya ini berdasarkan pada prinsip LUBER JURDIL guna mengurangi problematika Pemilu. Tulisan ini merekomendasikan mekanisme pelaksanaan e-Voting pada jangka pendek yaitu KPU dapat menjalin kerjasama dengan pihak ketiga untuk mengakomodasi teknologi e-Voting berbasis Blockchain. Pola mekanisme selanjutnya melalui jangka panjang yaitu KPU dapat membentuk dan menggunakan teknis pelaksanaan secara mandiri.

Abstract

Utilization of natural resources in Indonesia for the greatest prosperity of the people is a necessity. One of the safe resources that can be utilized and has great potential is geothermal energy. However, its use requires land. The results of this research refer to land acquisition for geothermal exploitation in South Solok by providing information to the community regarding development plans, initial location data collection and public consultation. In the process of buying and selling, exchanging, or other methods agreed voluntarily by interested parties, it is carried out with a compensation mechanism and scheme determined by a committee formed by the company which will then be submitted and determined in deliberation. The conclusion in this research is that the provision of land needs carried out by PT Supreme Energy Muara Laboh refers to Presidential Decree No. 36 of 2005, Presidential Decree 36 of 2006 and the RTRW of South Solok Regency. Apart from that, in terms of the implementation of the sales and purchase process carried out by PT Supreme Energy Muara Laboh through a compensation mechanism, the name of the scheme created is "profit compensation" presented by the company.
