Abstract

Pelayanan kepada masyarakat sudah sepatutnya memperhatikan kualitas pelayanan karena pelayanan yang baik dari adalah awal bagi tumbuhnya trust masyarakat kepda pemerintah, yang selanjutnya akan menjadikan hal yang menjadi penentu berdayanya masyarakat. Dalam hal ini, pengukuran mengenai kualitas pelayanan publik merupakan tolak ukur antara pelayanan yang diberikan dengan pelayanan yang diterima. Penyelenggaraan pelayanan terpadu (PATEN) di kelurahan yang proses pengelolaannya, dimulai dari permohonan sampai tahap terbitnya dokumen dilakukan dalam satu tempat pelayanan. Penelitian ini menggunakan jenis penelitian deskriptif. penelitian deskriptif merupakan penelitian yang dilakukan untuk mengetahui variabel mandiri, baik satu variabel atau lebih (independent) tanpa membuat perbandingan atau menghubungkan antara variabel yang satu dengan yang lain. Lokasi dari penelitian ini bertempat di Kantor Kelurahan Buloa Kecamatan Tallo, Jalan Sultan Abdullah Raya Kota Makassar Provinsi Sulawesi Selatan. Lokasi ini di pilih atas dasar pertimbangan bahwa Kelurahan Buloa merupakan Instansi yang telah menerapkan kebijakan pelayanan administrasi.

Abstract

Pajak Kendaraan Bermotor (PKB) merupakan salah satu sumber pendapatan asli daerah yang memberikan kontribusi yang cukup besar bagi pembiayaan pemerintahan dan pembangunan di setiap daerah. Semakin besar jumlah kendaraan yang berada di setiap daerah, semakin besar peluang untuk berkontribusi pada penerimaan di wilayah tersebut. Selain kendaraan pribadi, kendaraan umum dan kendaraan dinas juga wajib membayar Pajak Kendaraan Bermotor. Jumlah penerimaan Pajak Kendaraan Bermotor untuk kendaraan dinas di suatu daerah berbanding lurus dengan jumlah kendaraan dinas yang ada di wilayah tersebut. Kendaraan dinas dapat dikenali dengan plat berwarna merah, dan besarnya Nilai Pajak Kendaraan Bermotor cenderung lebih rendah dibandingkan dengan kendaraan pribadi maupun kendaraan umum. Metode penelitian yang digunakan adalah deduktif kualitatif, dengan responden yang terdiri dari kepala UPT Pendapatan Maros dan Bagian Aset Pemda Maros. Hasil penelitian menjelaskan bahwa penerimaan pajak kendaraan dinas di Kabupaten Maros belum efektif, hal ini terlihat dari masih adanya tunggakan pembayaran pajak kendaraan dinas yang dimiliki oleh pemerintah daerah.

Abstract

E-Government (Electronic Government) refers to initiatives aimed at developing the administration of government by leveraging electronic technology. This concept involves restructuring management systems and workflows within the government environment by optimizing the use of information and communication technology. E-Government is not merely about using technology to modernize governance; it is also a strategy to achieve cost efficiency and effectiveness. Moreover, its goal is to provide ease in government service facilities and grant public access to information. One of the regencies in Indonesia implementing E-Government is located in South Sulawesi, namely Bone Regency. Within the framework of E-Government implementation in Bone Regency, one of the government institutions adopting it is the Department of Population and Civil Registration of Bone Regency. The legitimacy of this system has been affirmed through Regional Regulation (Perda) No. 3 of 2017 concerning Population Administration. The E-Government program implemented in the Department of Population and Civil Registration of Bone Regency is known as the Population Administration Information System (SIAK). This research employs a qualitative approach, aiming to describe real phenomena or events. The research type applied is descriptive research using the "case study" method. The goal of this research is to provide a detailed description of the nature, character, and background of a study. Based on the research and discussion above regarding the implementation of E-Government in Public Services at the Department of Population and Civil Registration of Bone Regency, three successful elements can be concluded. The first element is support, the second is capacity, and the third is value.

Abstract

Empowerment of women has become a significant topic on both the global and national development agendas, acknowledging the crucial contributions women can make to the development process. This article aims to examine and evaluate the women's empowerment policies implemented in Negeri Suli, a region in Central Maluku, Indonesia. This study employs a qualitative approach involving interviews with policy stakeholders, community leaders, and women participating in empowerment programs. We also analyze policy documents and relevant data to comprehend the policy's implementation and impact. The research findings reveal that Negeri Suli has adopted several women's empowerment policies, including skills training programs, education initiatives, and improved access to economic resources for women. The study highlights that women's empowerment has yielded positive outcomes for local economic development and an enhancement of women's social status in the region. Women in Negeri Suli are increasingly active in social, economic, and political spheres. Nevertheless, challenges remain, including gender disparities in resource access and opportunities. Furthermore, the sustainability of women's empowerment programs needs to be ensured through long-term commitment from both the government and the local community. This study contributes to understanding the implementation of women's empowerment policies in a local context, with the hope that its findings can serve as valuable considerations for policy improvements in Negeri Suli and similar regions in Indonesia. The conclusions drawn from this research underscore the importance of continually advocating for women as agents of change in the local development process, providing a foundation for further policy discussions on women's empowerment in this area.

Abstract

This study aims to analyze the role of the Village Consultative Body (Badan Permusyawaratan Desa or BPD) in the governance of Massenrengpulu Village, Lamuru Subdistrict, Bone Regency, as well as the influencing factors. To achieve this objective, the research employs a qualitative method with a descriptive approach to data collection. Observation, interviews, and analysis of documents and archives are utilized to gather the necessary data. The findings of the study indicate several key points. Firstly, in analyzing the BPD's role in the governance of Massenrengpulu Village, Lamuru Subdistrict, Bone Regency, the BPD is actively involved in discussing and agreeing on the draft village regulations with the village head. Ongoing coordination between the village government and the BPD ensures the smooth process of discussing and crafting village regulations. Secondly, the role of the BPD as a receptacle for community aspirations has been fulfilled as expected. The BPD has effectively served as a platform to receive and channel community aspirations related to village development. The BPD's proactive involvement in internal meetings and coordination with the village government demonstrates the smoothness of the process, in line with the intended objectives

Abstract

The training on using the Mendeley application for Public Administration students at the Faculty of Social and Political Sciences, Universitas Pattimura, aims to enhance skills in managing references and citations systematically. The main issue faced by students is the difficulty in organizing references structurally and the risk of citation errors that can affect academic quality. This activity includes preparation, material delivery, and hands-on practice using the Mendeley application. The training is based on the Theory of Technology Acceptance Model (TAM), which explains how technology adoption can influence its effectiveness. The results show that students can manage references more systematically and gain confidence in writing academic papers, including final assignments. Moreover, the training positively contributes to improving the overall academic quality on campus. Beyond teaching the technical aspects of using the application, this training also raises students' awareness of the importance of academic ethics in reference management. Thus, this training serves as a strategic step to prepare students for academic challenges while promoting a stronger culture of scientific writing.

Abstract

Artikel ini menganalisis dinamika kebijakan pengelolaan lingkungan hidup di Kota Ambon, serta tantangan dan strategi menuju pembangunan berkelanjutan. Melalui pendekatan kualitatif, kami menganalisis kebijakan-kebijakan lingkungan yang telah diterapkan di Kota Ambon, termasuk keberlanjutannya dan hambatan-hambatan yang dihadapi dalam implementasinya. Hasilnya menunjukkan bahwa meskipun upaya telah dilakukan untuk meningkatkan pengelolaan lingkungan, masih ada banyak tantangan yang perlu diatasi, seperti kurangnya sumber daya, kurangnya kesadaran masyarakat, dan kurangnya koordinasi antara berbagai pemangku kepentingan. Untuk mengatasi tantangan-tantangan ini, strategi yang holistik dan berkelanjutan diperlukan, termasuk penguatan kapasitas, partisipasi masyarakat yang lebih besar, penggunaan teknologi hijau, dan peningkatan kerjasama antarlembaga. Dengan menerapkan strategi ini, Kota Ambon dapat mencapai pembangunan berkelanjutan yang berkelanjutan, yang memperhatikan kebutuhan lingkungan hidup dan kesejahteraan masyarakatnya. Penelitian ini memberikan wawasan berharga bagi pembuat kebijakan, praktisi, dan peneliti yang tertarik dalam pengelolaan lingkungan hidup dan pembangunan berkelanjutan di wilayah perkotaan Indonesia.

Abstract

The conclusion of this study indicates that the implementation of offensive and defensive strategies in the Sub-District Office has proceeded adequately. Evaluation of offensive strategy indicators, such as the approach among colleagues, shows a significant improvement. Although it is already quite good, further improvement is necessary, especially in terms of employees giving warnings to colleagues who violate rules. The family approach has also positively contributed to efforts to prevent bureaucratic pathologies. The weekly evaluations conducted by the section head with the team can be seen as a proactive step in maintaining performance quality. Although it is already quite good, there is a need for improvement to make these evaluations more effective in preventing and addressing violations. On the defensive strategy side, implementing mild sanctions in the form of written warnings has been effective. These sanctions are given to employees who violate rules, such as being absent without notice for 6 to 10 days. Moderate and severe sanctions have also been well implemented when needed, indicating readiness to respond to more serious violations. Overall, offensive and defensive strategies in the Sub-District Office of Pitumpanua are already quite good, but continuous improvement is needed to ensure their effectiveness in dealing with various situations and cases of bureaucratic pathologies in the future.

Abstract

The purpose of this study is to identify in depth the root of the problems faced by the Ahusen Village Office in terms of the quality of service to the community in Sirimau District, Ambon City. This study uses a type of quantitative descriptive research. The location of the study is the Ahusen Village Office, Sirimau District, Ambon City, The sample from the study for employees was taken by purposive sampling, which was 5 people. As for the community respondents, they were taken incidentally, namely 25 people. Thus the total number of samples is as many as 30 people The data that has been successfully collected related to each of the indicators mentioned above, will be analyzed by a quantitative descriptive method where the data obtained will be displayed through a frequency table, then to draw conclusions about each indicator seen through the tendency of respondents' answers. The results of the study showed that there was a variation in the perception of service quality at the Ahusen Village Office. While there are positive perceptions regarding employee appearance, computer availability, and employee willingness to hear complaints and provide assistance, there are significant challenges related to timeliness, accuracy, readiness, willingness, accuracy, knowledge, trust, and service security. Further evaluation and comprehensive corrective actions are needed to improve the quality of services and overall community satisfaction. These improvement efforts can include employee training, improved physical facilities, improved communication between employees and the community, and stricter supervision of the quality of services provided.

Abstract

Purpose: This article explores the challenges and opportunities of public service innovation in the Industrial Revolution 4.0 era. Methodology: The study employs a qualitative research approach that integrates literature analysis and expert interviews to explore the adoption and implementation of digital technologies in public sector services. The literature analysis involved a systematic review of academic journals, policy reports, and case studies to establish a theoretical framework and identify best practices from various regions. In parallel, in-depth interviews were conducted with experts in public policy, information technology, and digital governance to capture their insights on real-world challenges and opportunities. The qualitative approach was chosen for its ability to provide a nuanced understanding of complex phenomena, allowing for an in-depth exploration of both contextual and practical aspects of technological adoption in public services. Result: The findings reveal that digital technology enhances efficiency and transparency but faces barriers in regulation, infrastructure, and human resources. Limitation: Access to valid and up-to-date data on technology implementation in public services can be limited, especially in countries or regions that have not widely adopted technology. Articles may struggle to provide a comprehensive picture of technology implementation worldwide or even at the national level. Contribution: This study provides insights for policymakers to design technology-based public service innovation strategies.
