Abstract

This study aims to analyze the situational leadership style of the principal at urimesing A3 Ambon Christian elementary school. Effective leadership with adaptive and flexible skills is considered as one of the ways that efforts to lead the organization can be done with situational leadership. Underlying the situational leadership of the principal is the intensity of teaching, direction, social support, concern for the preparation and maturity of teachers and education personnel (Mawardi, 2017). Indicators of situational leadership style mentioned in Diwiyani & Sarino's research (2018) are as follows; telling, selling, pascipate and delegate. From the above symptoms, one of the factors that can influence and support the actions of a teacher is the leadership ability of the leader. So the author wants to conduct research on the situational leadership style of the principal at Urimesing Christian Elementary School A3 Ambon. The research subjects were 4 teachers and the principal. In this study there are four indicators: 1.instruction, 2.consultation, 3.participation, 4.delegation. So based on the results of the Leadership Style Survey conducted by the situational leadership style of the principal at the A3 Ambon urimesing Christian elementary school and the indicators were successful.

Abstract

Understanding and respecting each other is the nature that should be carried out in society. Character is a personality that is driven by various things, one of which is through faith. Community service activities carried out with the aim of strengthening social care through religious activities are carried out through community education methods by collaborating with religious leaders. Service activities are carried out through 4 stages, namely, 1) Socialization, 2) Coordination, 3) Implementation, and 4) Evaluation. community service activities that are integrated with religious activities provide opportunities for the community to deepen religious knowledge. Through religious activities carried out in the context of character building, it provides an understanding for the community to understand each other in the form of social care. Social care is formed when there is an ability to understand oneself and provide a positive reflection to understand the situation around. The hope is that this religious activity can become a routine program that is carried out on an ongoing basis

Abstract

This research have two purposes: 1. to learn and explain the quality analysis of licensing management through the Online Single Submission Risk Based Approach (OSS-RBA) system at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Maluku Tengah and 2. to know and explain what the supportive and impeding factors in the management of licences through the Online Single Submission Risk Based Approach (OSS - RBA) at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Maluku Tengah. The method used in this research is qualitative with a descriptive approach, using five dimensions of quality according to Parasuraman, Zeithaml, and Berry: tangibles, reliability, responsiveness, assurance, and empathy. In this research, there were 22 respondents, consisting of 7 (seven) officers at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Maluku Tengah and 15 entrepreneurs (14 UMK and 1 non-UMK). In this research, data collection techniques are carried out with observations, structured interviews, and documentation. Based on the results of the quality analysis of licensing management through the Online Single Submission Risk Based Approach (OSS-RBA) system at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Maluku Tengah. The researcher concluded the following categories of results: 1. tangibles with a good category; 2. reliability with a good category; 3. responsiveness with an excellent category; 4. assurance with an excellent category; and 5. empathy with an excellent category. In addition, there are factors that support the process of licensing management through this OSS-RBA system: ease of requirements, accessibility, rapidity of handling time, and fee/cost setting. While the factors that hinder the process of licensing management through this OSS-RBA system are: network and system connections, compliance with requirements, has not made changes to the AHU for the enterprise/AHU blocked, the entrepreneur forgot their OSS access rights, incorrectly entered KBLI, still exists the brokering practice, Identity Card Number (NIK) and Taxpayer Identification Number (NPWP) having problems and invalid

Abstract

This research aims to analyze and clarify the public service delivery mechanism, influencing factors on service quality, strategies to enhance public service quality, and optimize public service quality at the Teluk Ambon District Office in Ambon City. The study employs phenomenology and a qualitative descriptive approach. Data collection includes interviews, questionnaires, and documentation, with data analysis using triangulation and quantitative methods. Results show that the community generally perceives sub-district office services as satisfactory, with a Community Satisfaction Index (CSI) of 3.15. However, the assessment reveals (1) adherence to standard operating procedures (SOP) set by the Ambon city government, supported by an ISP assessment of priority III. (2) Factors affecting public services, such as professionalism and leadership. The Teluk Ambon Sub-district office's efficiency is hindered by centralized authority, preventing crucial decisions by the Camat. (3) Strategies for improving service quality face challenges due to this centralized authority. Nonetheless, officials at various levels display reliability, responsiveness, and empathy. Priorities for improvement include delegating authority and discretion, as indicated by ISP rankings.

Abstract

This study aims to analyze and explain the mechanism of implementation, factors, strategies and optimization of public service quality at the Teluk Ambon Sub-District Office, Ambon City. This research uses phenomenological method and qualitative descriptive approach. Data collection was conducted by interview, questionnaire, and documentation, with data analysis using triangulation and quantitative methods. The results showed that the community generally perceived services at the sub-district office to be running well, with a Community Satisfaction Index (SMI) of 3.15. However, the assessment of the subdistrict office shows that (1) the service mechanism is in accordance with the standard operating procedures (SOP) set by the Ambon City Government, supported by the IKM assessment at priority III. (2) Factors affecting public service delivery, including professionalism, leadership, and discretion, show that the camat and village officials act professionally in carrying out their roles, but still lack technical human resources and certain equipment (3) Strategies to improve the quality of public services are not fully effective due to this centralized authority. Priorities for improvement include delegation of authority and discretion, as indicated by the ISP ratings.

Abstract

This study examines a collaborative governance (CG) program between the Ambon City Health Agency (ACHA) and USAID APIK (Adaptasi Perubahan Iklim) to improve the capacity of the Geographic Information System (GIS) in the ACHA. The research aims to analyze the processes of CG arrangements, fulfill the capacity of GIS application to health staff, discuss outcomes of collaborative actions to improve the quality of health planning and information services and manage the APIK in the health sector in the local context of Ambon city. The qualitative research applies a case study approach and uses an in-depth interview technique to collect primary data from key informants related to the four dynamics stages of the specific CG program in the local context of Ambon. Secondary data was collected from relevant documents. The main findings are that the CG program has successfully built GIS capacity for over 20 health agency staff, improved health planning and budgeting, and enhanced information services, particularly in delivering community health services in Ambon. The program has been appreciated as one of the successful CG programs in Ambon City, optimizing collaborative processes and aggregating global opportunities for local goals with global impacts.

Abstract

This research focuses on optimizing public service quality provided by the Teluk Ambon Sub-District Government Office in Ambon City. A descriptive approach with qualitative and quantitative analysis techniques was utilized for the study. The study indicates that the uniform treatment of public service reporting is the most dominant factor affecting the optimization of public service quality. To achieve optimal public service quality, it is necessary to prioritize the strengthening and improvement of both qualitative and quantitative aspects of public service optimization at the Teluk Ambon Sub-District Government Office. The research findings have implications for improving public services in sub-district government offices by implementing prioritized qualitative and quantitative strategies to achieve optimal public service quality. The study proposes several strategies for improving public service quality in sub-district government offices, aiming to enhance the quality of public services provided.

Abstract

Penelitian ini merupakan suatu Penelitian Kuantitatif yang bersifat asosiatif. Tujuan dari penelitian ini adalah untuk menganalisis dan menjelaskan peran pemimpin dalam meningkatkan performa para pegawai di kantor Dinas Sosial Provinsi Maluku. Sampel penelitian terdiri dari 37 individu yang merupakan bagian dari populasi penelitian. Metode pengumpulan data yang digunakan adalah melalui distribusi kuesioner. Hasil dari penelitian ini menunjukkan bahwa setelah melakukan perhitungan terhadap data yang diperoleh dari lapangan menggunakan rumus korelasi product moment, ditemukan bahwa nilai korelasi sebesar 0,756. Selanjutnya, nilai korelasi ini diuji signifikansinya menggunakan uji t pada tingkat kepercayaan 95% (dengan tingkat signifikansi 0,05). Hasil dari uji t-test menunjukkan angka sebesar 6,827, yang mengindikasikan bahwa nilai t-test tersebut lebih besar daripada nilai t-tabel yang sebesar 2,021 (6,827 > 2,021). Dari hasil ini dapat disimpulkan bahwa terdapat hubungan yang kuat antara peran pemimpin dan kinerja pegawai di Dinas Sosial Provinsi Maluku.

Abstract

This study is a Qualitative Descriptive research aimed at analyzing the performance of the village government in providing public services in Latdalam Village, South Tanimbar District, Tanimbar Islands Regency, and analyzing the quality of public services in Latdalam Village, South Tanimbar District, Tanimbar Islands Regency. The research was conducted in Latdalam Village, South Tanimbar District, Tanimbar Islands Regency. Primary data collection was done through interviews with several informants including the village chief, village staff of Latdalam Village, South Tanimbar District, Tanimbar Islands Regency, and the local community. The research findings indicate that the services provided by the officials of Latdalam Village are still considered inadequate. Therefore, the Latdalam Village government needs to improve work discipline to ensure that future services provided to the community are better and more satisfactory.

Abstract

Tujuan utama penelitian ini adalah mengetahui dan menganalisis Kinerja Aparatur Sipil Negara pada Biro Pemerintahan dan Otonomi Daerah Sekretariat Daerah Provinsi Maluku. Adapun indikator penelitian ini adalah Efisiensi, Efektifitas, Keadilan, dan Daya Tanggap. Tipe penelitian ini adalah deskriptif kualitatif. Jumlah informan dalam penelitian ini adalah 6 orang. Teknik pengumpulan data dengan wawancara serta analisis data dalam penelitian ini menggunakan teknik analisis data dalam situs yang dikembangkan oleh Miles Huberman. Hasil penelitian dan pembahasan maka dapat diambil kesimpulan utama dari penelitian tentang Analisis Kinerja Aparatur Sipil Negara pada Biro Pemerintahan dan Otonomi Daerah Sekretariat Daerah Provinsi Maluku, secara keseluruhan proses untuk menjadi pegawai yang profesional masih jauh dari harapan dan perlu ditingkatkan lagi. Adapun saran yang penulis sampaikan dalam penelitian ini adalah diharapkan kepada pimpinan untuk menempatkan pegawai sesuai dengan latar belakang pendidikan dan bidang keahliannya, hal ini bertujuan agar kinerja yang dihasilkan sesuai dengan yang diharapkan. Serta memberikan pendidikan dan pelatihan kepada pegawai agar pegawai memiliki kemampuan dalam melakukan inovasi terhadap tugas dan fungsinya
