Abstract

The overall objective of the research is to identify the penetration of bigman leadership values in village governance in Oransbari District, South Manokwari Regency. This research uses an exploratory paradigm, a descriptive approach with qualitative research (in-depth interviews). The data collection methods used were observation, interviews and documentation. Data analysis follows the procedures of data collection, data presentation and drawing conclusions. The results of these findings show that the penetration of big man leadership values in village governance in Masabui one Masabui two Watariri villages is still controlled by traditional values, especially the value of power and ownership of customary rights and rights as a tribal chief, which are used in governance starting from the leader. The village structure prioritises the values of responsibility and transparency, even though it is controlled by a patrilineal family. The penetration of bigman leadership values in village governance in Oransbari District, South Manokwari Regency, has had a very strong influence. This influence is due to the power system of the tribal chief as the holder of customary rights, which has become a customary provision that all organisations entering the village must be headed by the holder of customary rights, who is also the local tribal chief, including bodies in the organisational structure, because it has become customary. As a legacy from generation to generation, all the trust of the community will be directed towards him. In addition, as the head of the village, the tribal chief plays an important role and is fully responsible for all government programmes that come to the village. He is also responsible for solving all problems related to violations and disputes in the village.

Abstract

This research aims to implement transformational leadership in the Secretariat of the Regional People's Representative Council of Jayapura Regency. Then it describes what factors support and hinder the implementation of transformational leadership in realizing good governance at the Secretariat of the Regional People's Representative Council of Jayapura Regency. As well as formulating the efforts made to realize good governance at the Secretariat of the Regional People's Representative Council of Jayapura Regency. This research uses qualitative descriptive research. The determination of key informants was done purposefully by selecting Sekwan as the key informant. The data collection techniques used were in-depth interviews and observation. Data analysis includes the stages of data reduction, data presentation, and drawing conclusions. The research findings show that transformational leadership in realizing good governance in Sekwan's environment is implemented in three steps. First, through the example and firmness of the leadership. Second, the orientation of Sekwan leadership leads to the formation of democratization by intensifying discussions and enforcing rules that bind all human resources in the Jayapura Regency DPRD Secretary. The supporting factors are the authority of the leaders, the level of education of qualified human resources, and the existence of collaborative cooperation. Meanwhile, the inhibiting factors are that the leadership is not yet fully democratic, the apathetic attitude of the leaders, and the inefficient use and planning of time. Efforts to reform bureaucracy, implement and adhere to rules and discipline, require efforts to prioritize dynamic patterns of attitudes toward resource needs.

Abstract

This article discusses about qanan which is a way to cook food that is typical for the Tehit tribe. Cooking patterns using qanan bark are not done every day, but only carried out on special rituals, for example, traditional, religious, and government events. The cooking begins with the preparation of meat, mixed with green spices and vegetables. The mixed ingredients that have been seasoned is arranged in the bark that has been dialed into the inside then tied with a rattan strap and roasted on a flame. The baked cooking material was rotated until the wooden skin was black. The surface appearance of black bark is an indicator of cooked meat and vegetables. Furthermore, when the bark is opened, meat and vegetables are removed and ready to be served. We use qualitative research methods in this study, with literature studies, observation, and interviews as data collection methods. The results show the wealth of knowledge and local wisdom of the Tehit ethnic group in processing food traditionally by the method of wrapping food using bark which is known as qanan. The taste of the food processed with the technique has the aroma of bark combined with the addition of spices that seep into the meat and vegetables. In addition, hot steam from combustion causes food to cook quickly and not scorched, and the process of maturation of food ingredients occurs evenly and delicious. The local wisdom of the Tehit people in the land of Papua is the wealth of Indonesia that must be maintained and preserved because the pattern of cooking Qanan is quite healthy since it does not use cooking oil. Patterns of local food processing in Tehit culture can be used as one of the strategies for overcoming cooking oil scarcity.

Abstract

Achieving sustainable food security in Papua remains a significant challenge due to the region's heavy reliance on imported food. The policy program aimed at bolstering local food commodities is designed to promote self-sufficiency and ensure long-term food sustainability. This study evaluates the policy program focused on strengthening local food commodities in Papua, specifically targeting sago, sweet potatoes, and maize. The objective is to assess the program's effectiveness in boosting local food production and its overall contribution to sustainable food security. The research methodology integrates both qualitative and quantitative approaches, incorporating secondary data analysis from government reports, field surveys of local farmers, and in-depth interviews with key stakeholders to gain a holistic perspective. The data analysis techniques included thematic analysis for qualitative data, ensuring detailed insights, and statistical methods for quantitative data to provide robust findings. The results indicate that the policy program has increased local food commodity production by 30% over the past five years. However, significant challenges remain, including inadequate infrastructure, limited market access, and insufficient support services for farmers, which hinder the full optimization of the program's benefits. The policy initiative has positively impacted food production and sustainable food security in Papua. For long-term success, it is crucial to improve infrastructure, expand market access, and provide continuous support and training for local farmers. This will ensure the gains achieved by the policy program are maintained and further developed, leading to a more resilient local food system in Papua

Abstract

This study explores the implementation of indigenous food strategies and the role of local wisdom in Papua’s food sovereignty, Indonesia. Papua, known for its rich cultural diversity and unique ecological environment, has long depended on indigenous food systems that are in harmony with nature. These food systems, embedded in local traditions and customs, offer valuable insights into sustainable food practices. By utilizing a qualitative research approach, this study primarily relies on library research and a comprehensive review of existing literature to examine the interconnections between indigenous food strategies, local knowledge, and food sovereignty. The research identifies key indigenous practices that support food security, such as the preservation of traditional crops, resource management, and community-based food systems. It further highlights how these practices have been influenced by local wisdom and their potential to enhance food sovereignty in Papua amidst global challenges like climate change and food insecurity. The findings suggest that integrating indigenous food strategies with modern agricultural practices could offer a sustainable path forward for achieving food sovereignty in Papua. Moreover, the study underscores the importance of preserving indigenous knowledge as a means to strengthen resilience and self-sufficiency in the region. This research contributes to a broader understanding of the role indigenous food systems play in ensuring food sovereignty, with implications for policy-making and sustainable development in Papua and beyond.

Abstract

This study explores the role of the Merdeka Belajar Kampus Merdeka (MBKM) policy in enhancing the quality of higher education in Indonesia. The primary objective is to evaluate the impact of MBKM on student learning outcomes, university-industry collaboration, and the overall effectiveness of higher education institutions in meeting the demands of the labor market. The research adopts a qualitative approach through a literature review, analyzing various academic journals, government reports, and case studies related to MBKM's implementation from 2017 to 2022. Data were systematically collected from reliable sources, and thematic analysis was used to identify key trends and patterns related to MBKM’s effects on educational quality. The study finds that MBKM significantly improves student engagement, employability, and the relevance of academic programs by facilitating practical learning experiences such as internships and research projects. The policy has also fostered stronger university-industry partnerships, enhancing student access to industry insights and career opportunities. However, challenges such as curriculum adaptation, resource disparities, and faculty resistance hinder its full implementation, particularly in rural and under-resourced universities. In conclusion, MBKM has made a positive contribution to the quality of higher education in Indonesia, but further efforts are needed to address implementation barriers. The findings suggest that a targeted approach to resource distribution and faculty training is essential for maximizing the policy's potential. Future research should focus on assessing the long-term effects of MBKM on graduate success and institutional development, ensuring that all students benefit equally from the policy.

Abstract

The Papua Religious Education and Training Center plays an important role in developing the competence of the State Civil Apparatus based on Law Number 20 of 2023 concerning the State Civil Apparatus. There are many challenges faced in various improvements in public services, including problems related to training program planning, availability of infrastructure and limited budgets. If these obstacles are not managed well, they will have a negative impact on the State Civil Apparatus performance. This research aims to analyze superior public services, supporting and inhibiting factors and recommend models for optimizing superior public services at the Papua Religious Education and Training Center. Through the literature study method, we found that: Tangibles or physical evidence still needs to be completed. Reliability of human resources, training facilities, consumption services for participants and post-training services need to be improved; Responsiveness is quite good; Assurance and certainty of employee capabilities continues to be improved; Empathy is good. Supporting factors such as competent human resources, effective management systems, collaboration with stakeholders, and advanced information and communication technology, will improve the quality of the State Civil Apparatus and their performance; Inhibiting factors such as budget limitations, lack of facilities and infrastructure, as well as cultural differences in the Papuan context, can interfere with improving service quality. The superior public service optimization model that can be implemented at the Papua Religious Education and Training Center is: Building physical facilities, increasing human resources and training facilities, increasing responsiveness, regular monitoring and evaluation, and increasing output by holding training in district/city areas.

Abstract

This study examines the challenges in the digitization of personnel services within the management system of the State Civil Apparatus in Keerom Regency. This study identifies several key barriers, including limited digital infrastructure, insufficient internet connectivity, a lack of technological devices, low competency among civil servants in utilizing information and communication technology, as well as cultural resistance to digital transformation. A descriptive qualitative approach is employed through the methods of field observation, in-depth interviews, and analysis of policy documents. The research findings indicate that the efforts for digitalization are not evenly distributed across all work units, as the digital system remains centralized in the main personnel unit, while the supporting units still rely on manual processes. Furthermore, the lack of standardized application processes and data results in low efficiency and accountability in services. This study presents strategic steps to address the identified issues, including the enhancement of infrastructure, the improvement of digital competencies among civil servants through ongoing training, and the encouragement of a workplace culture that embraces digital technology. The results of this study contribute to the development of a model for accelerating the digitalization of civil servants at the regional level to enhance the quality of public services that are responsive, integrated, and sustainable. The significance of this study lies in its localized focus on a 3T (frontier, outermost, underdeveloped) region, providing a nuanced understanding of digital transformation challenges often overlooked in centralized policy-making.
