Abstract

The purpose of this research is to identify priority factors for community participation in the planning stage of Neighborhood Upgrading Shelter and Sector Project (NUSSP) in Bandar Lampung. The analytical method used is Analytical Hierarchy Process (AHP) to obtain the priority factors gathered from nine key informants, and factor analysis method to analyze data taken from 101 participating communities in Kota Karang settlement as the case. The result shows that the priority factors causing community participation are: 1) a good cooperation among the key stakeholders involving the local government, the village head, the chairman of the neighborhood association, the community’s public figures, and non-governmental organization (NGO) represented in the community self-reliance organization (Lembaga Keswadayaan Masyarakat/LKM); 2) community inclusion by the NGO In the LKM; 3) community’s cooperative behaviour in the neighborhood; 4) clarity of the program socialization by the local government with an easy-to-understand language; 5) the low-income community in decent life; 6) proper acknowledgement to community opinion; 7) community freedom to speak in the public meeting.

Abstract

Danau Ranau merupakan danau terbesar kedua di Pulau Sumatera, secara geografis wilayahnya terletak antara Kabupaten Ogan Kemiring Ulu Selatan Provinsi Sumatera Selatan dan Kabupaten Lampung Barat Provinsi Lampung. Danau Ranau di Lampung Barat terletak di Kecamatan Lumbok Seminung. Danau Ranau Kabupaten Lampung Barat sangat potensial dalam pengembangan berbasis masyarakat. Community Based Tourism (CBT) merupakan konsep pengembangan desa wisata yang membutuhkan partisipasi masyarakat lokal dalam pengembangannya sejak mulai tahap perencanaan, implementasi, hingga tahap pengawasan. Masyarakat lokal yang memiliki kewenangan untuk mengelola dan mengembangkan daerah wisatanya sendiri untuk peningkatan kesejahteraan masyarakat daerah perencanaan dan keberlanjutan kebudayaan lokal serta sumber daya alam yang tersedia. Tujuan penelitian ini adalah untuk memberikan masukan strategi dan rekomendasi terhadap pengembangan dan pengelolaan desa wisata di kawasan wisata Danau Ranau Lumbok Seminung. Metode penelitian yang digunakan dalam penelitian ini adalah metode analisis deskriptif kualitatif. Potensi dan masalah pada wilayah penelitian yang dilakukan analisis, selanjutnya akan menjadi acuan dalam perencanaan kawasan wisata Danau Ranau berbasis Community Based Tourism (CBT). Strategi dan pendekatan yang dapat diterapkan di Kawasan Wisata Danau Ranau Lumbok Seminung dengan pendekatan Community Based Tourism (CBT) diantaranya, melibatkan masyarakat dalam perencanaan dan pelaksanaan kegiatan pariwisata, mengedukasi masyarakat terkait cara berinteraksi dengan wisatawan; meningkatkan kualitas pengorganisasian masyarakat sadar wisata, memberi peluang masyarakat untuk melakukan kegiatan ekonomi di Kawasan Danau Ranau, membentuk organisasi masyarakat budaya di kawasan wisata, pengembangan kegiatan wisata alam, budaya serta buatan, dan meningkatkan pelayanan terhadap pengunjung, bekerjasama antara Dinas Pariwisata dengan masyarakat dalam pemanduan wisata.

Abstract

Land development that occurs in Pringsewu Regency is for the public interest, as a government step to more easily acquire lands which function as cultivation areas for physical development as a form of service to community needs. The limited provision of land will make it difficult for the government to develop an area as a form of land use for public purposes. This research will discuss about the analysis of land use for the public interest. There are several criteria and indicators that determine the location of land to be used for public use, consisting of land area, existing land use, spatial plan, area function, slope, land shape, soil movement, flood hazard, population density and market land prices. Based on the results of the scoring analysis of 11 indicators through the application of spatial multicriteria analysis which involves eleven criteria for determining the location as the most appropriate variable to be used as state land as a balancing material, the Pringsewu Regency government explains that zone 3 (Kecamatan Pagelaran, Pringsewu dan Ambarawa) has the most land dominance which can be prioritized first.

Abstract

Land use in South Lampung Regency continues to experience development, which is influenced by rapid population growth within five years after the planning year began in 2010. Various types of land-use changes that have occurred in South Lampung Regency indicate in the spatial changes of South Lampung Regency, which has been planned especially in the Regional Spatial Plan (RTRW) of South Lampung Regency for 2011-2031, one of which is the plantation area (belonging to PTPN VII) to become land for ITERA. There are preventive measures that can be made so that the spatial plan can still be following its development objectives. It is necessary to research by evaluating South Lampung Regency's spatial use based on its spatial plan, especially by RTRW. Based on the analysis, there is a deviation of land use in South Lampung Regency with 48.46%, which is divided into spatial structure plans and spatial pattern plans.

Abstract

Regional disparity is a phenomenon of economic differences between regions (Bakri, et.al 2016). The Bappeda of Banten Province stated that South Tangerang City experienced a relatively high regional disparity level (Noviar, 2021). Triyanto, et.al (2019) stated that land use changes influenced regional disparity. However, this influence has not been identified in South Tangerang City. This study aims to identify the influence of land use change on regional disparity between sub-districts in South Tangerang City in 2015 and 2019. The data collection technique uses secondary data from related agencies with regional disparity, spatial and multiple linear regression statistical analysis techniques. The results of the analysis show that regional disparity consist of low, medium and high levels. Then, land use changes in 2019 are built-up land use change with an area of ​​493.29 ha (84.75%) and non-built-up land use change with an area of ​​88.73 ha (15.25%) out of a total of 582, 02 ha (100%). Furthermore, the influence of built-up land use change (X1) and non-built-up land use change (X2) simultaneously or partially has a significant influence on regional disparity (Y) which is 86%, while the remaining 14% is influenced by other independent not examined variables.

Abstract

The phenomenon of ENSO (El-Nino Southern Oscillation) caused by climate change is closely related to the causes of drought in Indonesia as seen from historical data (BAKORNAS PB, 2007). The agricultural sector, especially food crops, is highly dependent on climatic conditions because food crops are generally seasonal crops related to excess or lack of water. Palas sub-district is the sub-district with the largest land cover of rice fields in South Lampung Regency. The type of rice field in Palas District is a rainfed rice field that is not supported by an irrigation network which will cause the area to be more susceptible to drought. This study aims to assess the level of vulnerability to drought in food agriculture areas in Palas District. This research uses a study approach, namely weighting, scoring, and reclassing the four dimensions that make up the drought vulnerability index, namely social, economic, physical, and environmental. Based on the results of the analysis of the index of vulnerability to drought, high grades are found in the villages of Bumi Daya, Bali Agung, and Mekar Mulya. The high class is driven by high social vulnerability factors such as population, age group ratios, poverty ratios, and the ratio of the last education of the population. High economic vulnerability factors such as agricultural area and livelihood ratios. High physical vulnerability factors such as water sources and irrigation infrastructure so that the area is in an area prone to drought.

Abstract

This research investigates the phenomenon of urban sprawl in a medium-sized metropolitan area, specifically Bandar Lampung. It identifies the primary characteristics of urban sprawl and its impact on suburban development. The goal is to pinpoint the symptoms of urban sprawl through its spatial patterns, which may form systemically or sporadically, and predict their occurrence. The underlying theory is that urban sprawl symptoms can be observed in the rapid population growth and land use change in suburban areas. Using statistical and spatial analysis (Geographic Information System), we studied the population growth rate and land use alterations in Bandar Lampung and its suburbs over the past decade. Our study reveals that the population in the suburbs is growing faster than in the city. Over a decade, there has been a land use change to 1255 ha of built-up land. This change is strongly associated with the development of public infrastructure and road networks. We recommend implementing smart growth strategies to manage urban sprawl in medium-sized cities in Indonesia. Additionally, we provide a critical review of the causal relationships driving urban sprawl and its widespread impacts

Abstract

The growth of cities is in line with the development of transportation technology. Land use change, especially residential area tend to follow the availability of the transport network. Transportation and land use are closely related and have specific purpose in planning. The purpose of transportation system planning is to provide facilities for the movement of passengers and goods from one place to another. While the purpose of land use planning is to achieve the function of the buildings. Mamminasata region, the one of metropolitan cities in Indonesia, including Makassar City, Sungguminasa City, Maros Regency and Takalar Regency, should have an integrated planning for transportation sector. Development of Mamminasata region led to the new activity centers and new settlements such as the new Hertasning road. New Hertasning Street is the corridor that connect Makassar City and Sungguminasa City (Gowa Regency) in the southeast of the Mamminasata Region. The development of the new road changed agriculture uses to residential uses. This study examines the effect of development of new road toward land use changes. Land use changes using three variables: changes in land use, land use intensity and land price. This study used data inventory, comparative and mapping overlay analysis. The result of this analysis indicates the development of new road caused land use change along the corridor.
