Abstract

This research aims to determine the competence of employees at the Regional Office of the National Land Agency of Bengkulu Province. This research is qualitative research presented descriptively. There were 6 informants in this research consisting of3 key informants and 3 main informants. Data collection methods through observation, interviews and documentation. Based on the results of the research and discussion using the theory of Spencer and Spencer (1993:90) there are five indicators used. And it can be concluded that the Competency of Employees at the Regional Office of the National Land Agency of Bengkulu Province has been sufficiently implemented. This can be seen from several indicators, namely: 1.Motive. The motivation carried out by the office in terms of employee performance is by promotion, education and training and technical guidance, motivating employees, giving awards and being involved in activities that foster and improve competency for employees. 2. Character. The employees have abilities or skills that can be used for the advancement of the agency and have the characteristics of employees who are competent in completing a job. 3. Self-concept. That a good employee must have an honest attitude, be disciplined, be responsible at work, be able to complete every task given and be friendly and caring towards other employees. 4. Knowledge. Based on the educational level of the employees, the level of education that employees must have been in accordance with the fields needed by the office starting from high school, diploma, bachelor and master's degree. 5. Skills. Employees’ skills at the office can be implemented through trainings, namely training in leadership, administration, agrarian reform, training for attorneys, land acquisition, skills training and negotiating techniques in dispute resolution, and land conflicts.

Abstract

This Study aims to determine the Strategy for Increating Village Revenue (PADes) (Study at Sukarami Village of Taba Penanjung Sub-District of Central Bengkulu Regency). In this study, using a qualitative sedcriptive method. Data collection using observation tecniques, interviews and documentation. There were 6 informant in this study, namely: village Head, village Secretary, Head of Administrative and General Affairs. Head of Village Owned Enterprises, and Local Communities. The results of this study indicate that the Strategy to Increase Village Revenue (PADes) for Sukarami Village in Taba Penanjung Sub-Distric of Central Bengkulu Regency has been going well based on the theory of Fajar Supanto (2019: 111). Even though in term of human resources and limited fund/capital, Sukarami Village Government of Taba Penanjung Sub-District of Central Bengkulu Regency always carries aut their duties properly, coordinates with each other, and has a high commitment to Increasing Village Revenue (PADes).

Abstract

The aims this study was to determine the implementation of Regional Government Information System (SIPD) development planning agency of Seluma district. Through analysis of data and information obtained at the research location. This study was a qualitative study presented descriptively. The informants of this study were 4 informants. Data collection techniques used observation, interviews and documentation. Based on the results of the study and discussion using the theory of Edward III 1984 (in Tresiana & Duaji, 2019:59) there are 4 (four) indicators used, namely: 1) Communication: Communication between the BAPPEDA of Seluma Regency and the Ministry of Home Affairs and OPD/SKPD of the Seluma Regency government was carried out via letters, WhatsApp groups, Zoom Meetings or direct coordination. The submission of OPD/SKPD information required in the preparation of development planning documents is also complete and clear. Information data is submitted by inputting information data through the One Data Indonesia portal. 2) Resources: The resources available at the BAPPEDA of Seluma Regency are also quite good and fulfilled, the operator's ability was quite capable of operating regional government information system although not optimally due to the lack of training programs and other training for regional government information system operators at the Bappeda of Seluma Regency, the budget funds from the APBD are also sufficient and the facilities used in the implementation of regional government information system are also adequate. 3) Disposition: The attitude of the implementers at the BAPPEDA of Seluma Regency was quite good. Implementors already have a firm attitude and desire to implement regional government information system in preparing regional development planning documents. 4) Bureaucratic Structure: The bureaucratic structure in implementing regional government information system policies is quite good because it was in accordance with standard operating procedures (SOP), BAPPEDA Seluma district has the authority to prepare development planning documents, namely RPJPD, RPJMD, and RKPD, the preparation of which is through SIPD.

Abstract

Organizational performance is a crucial factor in effective resource utilization and strategic decision making that supports growth. Performance evaluation includes comparison with internal and external standards and peer organizations. Factors such as managerial skills, work system effectiveness, motivation, and employee job satisfaction play a significant role in achieving organizational goals. Quality service in education contributes to customer satisfaction and achievement of educational goals. School administration has crusial role as administrative services, plays an important role in supporting the educational process. This study was used a qualitative method with a critical paradigm and data was collected through observation, interviews and documentation. This study evaluated the performance of administrative staff at SMA Keberbakatan Olahraga (Sports Talent High School) in Bengkulu Province by focusing on six main indicators: work quality, work quantity, timeliness, effectiveness, and commitment. The study found that the quality of work of administrative staff at this school was very good, characterized by neat and timely administration management. Although there was a slight delay in collecting some documents, overall administration management met the established standards. The high quantity of work reflects the productivity of administrative staff who demonstrate significant commitment to their duties. Timeliness in completing administrative tasks is also considered high, contributing positively to the smooth operation of the school. Effectiveness in resource use was enhanced through effective communication between staff, which supports coordination and achievement of school goals. Employee commitment was supported by training and development programs, although there is a need for improvement in work facilities. Overall, the performance of administrative staff at this high school is very good, playing an important role in supporting the smooth running of school activities and achieving the set educational goals..

Abstract

This study aims to evaluate the development of Bukit Kandis tourist destination located in Durian Demang Village, Central Bengkulu Regency. The evaluation focuses on three main aspects: infrastructure, socio-economic impact on the local community, and environmental-cultural sustainability. A qualitative descriptive method was applied, with data collected through in-depth interviews, observation, and documentation involving members of the tourism awareness group (Pokdarwis) and surrounding residents. The findings reveal that the development of Bukit Kandis tourism site has had a positive effect on increasing local income and creating new employment opportunities. Economic activities such as food stalls, parking services, and recreational facility rentals have grown significantly. However, several challenges remain, including inadequate tourism service training, limited supporting infrastructure, and insufficient promotional efforts. Continuous support from the local government and multi-stakeholder collaboration is required to ensure the site's sustainability. The study concludes that community-based participatory management is the key to successful and sustainable rural tourism development.

Abstract

This Community Service Program aims to encourage student actualization in school organizations and foster leadership skills among students of SMK Negeri 4 Kota Bengkulu. Using presentations and discussions, students were educated about the essential role of school organizations, particularly OSIS, in shaping character, management abilities, and relevant soft skills. The program was conducted on May 30, 2023, involving 45 participants. The results indicated an increase in student motivation to actively participate in organizations, enhanced self-confidence, and awareness of leadership grounded in responsibility and solidarity. This activity is expected to contribute significantly to improving student quality and serves as a collaborative effort between higher and secondary education in shaping capable and socially responsible youth.

Abstract

Village development deliberations are ideally participatory forums that involve all community elements in the planning process. However, in Taba Terunjam Village, community participation remains low, both in terms of attendance and active involvement in expressing aspirations. Through this Community Service Program (PKM), lecturers and students from the Public Administration Study Program at Universitas Dehasen Bengkulu aim to raise awareness and encourage active civic engagement through educational and dialogical approaches. The activity was conducted through socialization and counseling sessions that encouraged residents to take a more active role in village development meetings. The results showed a significant increase in citizen attendance, willingness to voice opinions, and the establishment of more open two-way communication between the community and village officials. This activity proves that with the right strategies, a participatory culture at the village level can be fostered and become a strong foundation for democratic and sustainable development.
