Abstract

In the era of accelerating information, the Personnel Management Information System is very necessary to process employee administration from small to large scope in the context of the government environment. With increasing developments and needs resulting in many changes and regulations in the administrative process which is expected to be more efficient, effective and accurate in decision making in ASN management. The aim of this research is to analyze the ASN Memayu application within the Yogyakarta Special Region Provincial Government, and the supporting factors for implementing the digitization of the Yogyakarta Special Region Government's personnel information system. This research method is descriptive qualitative with a literature study approach. Data collection uses documentary data collection in the form of mass media news, journals and other documents according to the theme. Data analysts are used to reduce data, present data and draw conclusions. The research results explain that the application of information technology in managing personnel data in the Yogyakarta Special Region Provincial Government, especially through the ASN Memayu application, has experienced significant progress. The changes reflect a determination to improve efficiency, security and data accuracy. The development of the Memayu ASN application by the DIY Provincial Civil Service Agency is a strategic step in welcoming the era of digitalization, which is realized through rebranding of the civil service system and the use of digital technology. The progressive actions taken by BKD DIY form a strong basis for increasing effectiveness, efficiency and accountability in human resource management. The adoption of information technology in personnel management is not only a necessity, but also a real manifestation of commitment to achieving good governance and optimal public services through the comprehensive use of information technology.

Abstract

Fenomena tata kelola pemerintahan saat ini sering dihadapkan pada kendala yang signifikan, yaitu ketidaksesuaian informasi dan data kepegawaian yang mempengaruhi upaya mewujudkan tata pemerintahan yang baik. Salah satu peran kunci organisasi pemerintahan adalah menerapkan kebijakan terbaik dalam manajemen kepegawaian, dengan tujuan mengembangkan pegawai sesuai dengan informasi dan data yang akurat dan relevan yang tersedia. Penelitian ini bertujuan untuk menganalisis penerapan integrasi data pegawai Kota Padang Provinsi Sumatera Barat. Dalam menganalisis penelitian ini, penulis menggunakan metode penelitian deskriptif kualitatif yang mengambil data dengan melalui wawancara dengan para Pegawai Negeri Sipil yang terkait dalam bidang kepegawaian pada Badan Pengembangan Sumber Daya Manusia Kota Padang. Data dikumpulkan melalui observasi dan pendataan di Badan Pengembangan Sumber Daya Manusia Kota Padang. Hasil penelitian menggambarkan bahwa penerapan integrasi data PNS dengan data kepegawaian yang bersumber pada pusat Badan Kepegawaian Negara secara prosedur sudah cukup jelas dan sudah disesuaikan dengan standar. Badan Pengembangan Sumber Daya Manusia masih kekurangan pegawai yang mengerjakan proses integrasi data PNS termasuk dalam hal pelayanan informasi. Dari segi teknologi, proses integrasi data PNS menggunakan proses aplikasi Sistem Informasi Manajemen Kepegawaian yang sesuai arahan Badan Kepegawaian negara sehingga lebih memudahkan proses penyatuan data pegawai serta menghasilkan informasi yang membantu pengambilan keputusan manajemen kepegawaian disetiap perangkat daerah terkait. Kata kunci: Integrasi Data, Kepegawaian, Sistem Informasi.

Abstract

ABSTRACT This study examines the reform of Local Original Revenue (PAD) through the utilization of cultural assets as a sustainable revenue source, employing a comparative policy analysis of Bekasi, Yogyakarta, and Bandung. Findings reveal that despite Bekasi’s rich cultural heritage—including the Old Regency Building, St. Peter’s Church, and the Historic Railway Line—its contribution to PAD remains negligible at 0.005%, starkly contrasting with Yogyakarta (IDR 1.8 trillion/year) and Bandung (IDR 85 billion/year). The divergence lies not in asset availability but in governance: Yogyakarta and Bandung possess specific regulations (bylaws), integrated institutional structures (YHM, TKPCB), and business-oriented monetization models, while Bekasi suffers from policy vacuum, institutional fragmentation, and conservative bureaucratic mindsets. The study recommends three strategic interventions: (1) issuance of a Mayor’s Regulation on cultural asset utilization; (2) establishment of a Cultural Asset Coordination Unit; and (3) a pilot project revitalizing the Old Regency Building as a creative hub. This research affirms that PAD transformation requires neither massive funding nor new infrastructure, but a paradigm shift from “preservation without income” to “preservation through income.” Keywords: Local Original Revenue, Cultural Assets, Comparative Study, Bureaucratic Reform     ABSTRAK Penelitian ini mengkaji reformasi Pendapatan Asli Daerah (PAD) melalui pemanfaatan aset budaya sebagai sumber pendapatan berkelanjutan, dengan pendekatan studi komparatif terhadap Kota Bekasi, Yogyakarta, dan Bandung. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan desain studi komparatif kebijakan, melalui analisis dokumen kebijakan (Perda, laporan APBD, regulasi terkait), wawancara semi-terstruktur dengan pemangku kepentingan, serta observasi lapangan pada aset budaya prioritas di ketiga kota. Hasil analisis menunjukkan bahwa meskipun Bekasi memiliki potensi aset budaya yang kaya—seperti Gedung Bupati Lama, Gereja Santo Petrus, dan Jalur Kereta Api Tua—kontribusinya terhadap PAD hanya 0,005%, jauh di bawah Yogyakarta (Rp1,8 triliun/tahun) dan Bandung (Rp850 miliar/tahun). Perbedaan utama bukan pada ketersediaan aset, tetapi pada tata kelola: Yogyakarta dan Bandung memiliki regulasi spesifik (Perda), struktur kelembagaan terintegrasi (Kundha Kabudayan), dan mekanisme monetisasi berbasis bisnis, sementara Bekasi mengalami policy vacuum, fragmentasi kelembagaan, dan paradigma birokrasi yang konservatif. Penelitian ini merekomendasikan tiga langkah strategis: (1) Penerbitan Peraturan Walikota tentang pemanfaatan aset budaya; (2) Pembentukan Unit Koordinasi Aset Budaya; dan (3) Pilot project revitalisasi Gedung Bupati Lama sebagai sentra kreatif. Temuan ini menegaskan bahwa transformasi PAD tidak memerlukan investasi besar, tetapi perubahan paradigma dari “pelestarian tanpa pendapatan” menjadi “pelestarian melalui pendapatan”. Abstract

This study aims to determine the effectiveness of family card services at the Department of Population and Civil Registration of Minahasa Regency. The research method used in this study is a qualitative method. The results of the research conducted on family card services at the Minahasa Regency Population and Civil Registration Office show that family card services are quite effective. Judging from several indicators, including 1) Service procedures for issuing family cards at the Minahasa Regency Population and Civil Registration Office are quite effective, this is illustrated by service procedures and service flow that are clear and in accordance with existing service mechanisms, 2) Budget/cost at the Department of Population and Civil Registration of Minahasa Regency it has been quite effective, this is illustrated by the existence of a budget and costs available from the government and the realization of the budget that has been carried out is in accordance with what was planned, 3) Achievement of targets/targets in making family card documents, this means that services are effective and according to plan, 4) High work motivation at the Population and Civil Registration Office of Minahasa Regency can be seen from the services provided to the community as much as possible. This illustrates that family card services are quite effective.
