Abstract

This research aims at how the Village Fund Direct Cash Unity program in the 2019 Corona Dessease Virus pandemic (Covid-19) In Tondegesan Village, Kawangkoan District, this research uses a qualitative approach method, and uses data techniques: observation, interviews and documentation, with data sources are : The Tondegesan Village Government and the Tondegesan Village Community, with the results of the research showing 1). The standards and targets that defined the criteria set did not qualify as BLT-DD recipients. 2) Characteristics of Implementers related to the nature and tendency of implementers in the distribution of BLT-DD to go through various stages carried out through village meetings 3) The communication between the village government and the community is due to the absence of socialization from the village government regarding the BLT-DD program. For request 1) Need to be implemented as much as possible with existing standards and the right target. 2) The village government must be more objective in determining the beneficiary families of BLT-DD according to the established criteria. 3) Communication is needed in creating a harmonious relationship.

Abstract

Penelitian ini bertujuan untuk menganalisis dan menjelaskan bentuk partisipasi masyarakat dalam menciptakan keamanan dan ketertiban masyarakat.Jenis penelitian ialah kualitatif, dengan pendekatan studi kasus. Hasil penelitian menemukan bahwa hanya sebagian masyarakat yang secara sadar berpartisipasi dalam menjaga keamanan dan ketertiban di dalam masyarakat. Peran elit lokal masih kurang dalam berpartisipasi, yang terjadi hanya karena ada muatan kepentingan. Para tokoh masyarakat dan tokoh agama yang ada dalam struktur forum Mapalus Kamtibmas secara formal dimasukkan dalam forum tapi kenyataannya mereka tidak berfungsi. Dukungan Politik Anggota DPRD hampir tidak pernah terlihat kecuali pada saat-saat kampanye tapi setelah itu hampir tidak pernah terlihat lagi. Lembaga legislatif itu pula tidak pernah terlibat langsung dalam kegiatan mapalus kamtibmas. Peran lembaga legislatif sebagai bagian dari representatif masyarakat belum menjalankan tugas politiknya dalam fungsi budgeting (penganggaran) sehingga dukungan anggaran di tingkat kabupaten sama sekali tidak ada dan kurang mendukung. Hambatan partisipasi dapat disimpulkan bahwa hambatan yang utama partisipasi masyarakat ialah lemahnya sosialisasi dan koordinasi dari pembuat kebijakan. Selanjutnya lemahnya koordinasi antara pemerintah Provinsi dengan Pemerintah Kabupaten secara vertikal.

Abstract

Penelitian ini bertujuan untuk menganalisis gaya kepemimpinan Kepala Desa dalam mengambil keputusan di desa Bakun Kecamatan Loloda Kabupaten Halmahera Barat. Metode yang digunakan adalah kualitatif, dengan fokus pada Gaya kepemimpiana Kepala Desa dalam Pengamgambilan Keputusan di Desa Bakun kecamatan Loloda Kabupaten Halmahera Barat. Data wawancara diperoleh dari Kepala urusan Umum, Ketua Badan Pemberdayaan Desa, Tokoh Adat , Tokoh masyarakat. Dokumentasi, tentang struktur organisasi perangkat Desa Bakun, data tersebut dianalisis secara kualitatif deskriptif. Hasil penelitian menunjukkan bahwa gaya kepemimpinan kepala desa cenderung bergaya otoriter, belum mengkomunikasikan apa yang diharapkan dari mereka, cenderung belum mendukung, pemimpin bersifat ramah terhadap bawahannya, atau gaya kepemimpinan yang perlu memandang dan melaksanakan dalam dua dimensi yakni mengarahkan, beorintasi produk,dan berjuang pada gaya kepemimpinan otokratis dan mendukung berorintasi pada bahawan dan berjaung pada tipe kepemimpinan bebas kendali. Penelitian ini menyimpulkan bahwa gaya kepemimpinan kepala desa Bakun Kecamatan Halmahera Barat : a).belum berorientasi pada tugas sebagaimana yang ditetapkan dalam peraturan tentang kepala desa, b). belum mementingkan hubungan kerjasama, c). belum berorientasi pada bawahan.

Abstract

Penelitian ini bertujuan untuk Untuk mengetahui Model Kebijakan Mapalus Kamtibmas dalam Menanggulangi Tawuran antar Kelompok Pemuda di Kecamatan Malalayang Kota Manado. Penelitian ini menggunakan metode kualitatif. Hasil penelitian menemukan Model Kebijakan Mapalus Kamtibmas dalam menanggulangi tawuran antar kelompok pemuda belum dilaksanakan secara optimal di Kecamatan Malalayang. Hal itu disebabkan pemerintah kurang memperhatikan pembangunan non fisik khususnya pembangunan karakter para pemuda yang ada, di samping itu kurangnya berperan wadah-wadah organisasi untuk pembinaan generasi mudah dan kurangnya sarana dan prasarana untuk kegiatan menyalurkan hobby para pemuda seperti kegiatan olah raga dan seni. Faktor-faktor inilah yang menjadi penyebab terjadinya pertikaian dan tawuran antar kelompok pemuda di Kecamatan Malalayang. Di samping itu pula karena pengaruh minuman keras akibat peredaran minuman keras secara illegal, kurangnya pengawasan pemerintah setempat dan kurangnya perhatian dari orang tua serta banyaknya pemuda yang putus sekolah dan pengangguran yang menyebabkan sering terjadi pertikaian dan tawuran. Kemudian adanya ketimpangan-ketimpangan dalam masyarakat, terutama seperti masalah ekonomi, masalah sosial budaya. Selanjutnya karena perubahan sosial yang begitu cepat di dalam masyarakat serta kemajuan teknologi informasi, media sosial/internet mengakibatkan hubungan semakin dekat karena adanya Hand phone (Hp) sehingga orang dengan mudah berkomunikasi.

Abstract

Penelitian ini bertujuan untuk mengetahui fungsi pengawas dalam peningkatan mutu pendidikan sekolah dasar di Kecamatan Tondano Selatan. Penelitian ini menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa ada empat fokus penelitian yang dibahas dalam penelitian ini, yaitu: 1) Monitoring yang sudah dilakukan secara langsung namun terdapat kendala yaitu keterbatasan tenaga pengawas dan waktu 2) Assessment, sudah dilakukan dan masih banyak guru muda belum mengetahui aspek apa saja yang dinilai dan supervisor belum memiliki sandart penilaian subjektif dan supervisor 3) Pembinaan, sudah dilakukan melalui KKG namun tidak terencana 4) Pelaporan, rutin dilakukan namun tidak ditindaklanjuti oleh pihak berwajib setelah komputer dan masalah jaringan yang menghambat pelaporan

Abstract

This study aims to determine the effectiveness of family card services at the Department of Population and Civil Registration of Minahasa Regency. The research method used in this study is a qualitative method. The results of the research conducted on family card services at the Minahasa Regency Population and Civil Registration Office show that family card services are quite effective. Judging from several indicators, including 1) Service procedures for issuing family cards at the Minahasa Regency Population and Civil Registration Office are quite effective, this is illustrated by service procedures and service flow that are clear and in accordance with existing service mechanisms, 2) Budget/cost at the Department of Population and Civil Registration of Minahasa Regency it has been quite effective, this is illustrated by the existence of a budget and costs available from the government and the realization of the budget that has been carried out is in accordance with what was planned, 3) Achievement of targets/targets in making family card documents, this means that services are effective and according to plan, 4) High work motivation at the Population and Civil Registration Office of Minahasa Regency can be seen from the services provided to the community as much as possible. This illustrates that family card services are quite effective.

Abstract

This paper describes community compliance in paying land and building tax payers in the Maesa Unima sub-district, Tondano Selatan District, Minahasa Regency. The compliance of the taxpayer community is very important in planning the plans that have been planned, with compliance making a plan run smoothly. With the decrease in the realization of taxes that have been set, it proves that many taxpayers are still not fulfilling their obligations in paying taxes for the creation of the prosperity of a country. This study aims to find out what are the reasons for non-compliant taxpayers in paying land and building tax and the level of land and building tax revenue in Maesa Unima Village, South Tondano District, Minahasa Regency. This research method uses qualitative methods. The results of this study as well as some information from informants note that the low compliance of the tax payer community in the Maesa Unima Village is triggered by inadequate infrastructure limitations, as well as limited community data and limited workforce, and tax subjects do not occupy tax objects.

Abstract

The purpose of this research is to understand and evaluate the standard of diversion services, along with factors that support or hinder the quality of diversion services in providing legal protection for children at the Manado Class I Correctional Center. The type of research used in this research is descriptive qualitative and the collection techniques are observation, interview and documentation. In general, the results of the research and discussion above can be concluded 1) The quality of diversion services in providing legal protection for children at the Manado Class I Correctional Center has not been effective, 2) There are 6 (six) supporting factors: (a) The availability of legality, legal umbrella, (b) The availability of opportunities for recruitment of new CPNS personnel, (c) Training institutions are available, (d) The availability of a budget that can be submitted (e) There is a control institution (f) There is support from all parties both from the police, prosecutor's office, court, family of the perpetrator or victim to take the diversion route, deliberation consensus rather than continuing the case to the green table.

Abstract

The purpose of this research is to describe and analyze managerial competency policies in supporting ASN career development in Kotamobagu City. This is to meet the competency needs of the apparatus in order to realize local government bureaucratic reform through a competency development policy strategy at the Kotamobagu City Education and Training Staffing Agency. This research method uses qualitative data and is described descriptively in the form of written or spoken words from people and observable behavior. Data collection techniques through direct observation and interviews with research subjects. The results showed that the level of education with indicators of structural training and leadership experience is dependent (has a strong relationship). This shows that the implementation of structural training (Pim 4 to Pim 1) and leadership experience (Echelon 4 - Echelon 1) has been carried out based on the classification of educational levels at the Kotamobagu City Education and Training Personnel Agency.

Government institutions need human resources who can carry out good governance by utilizing information and communication technology in order to provide better public services. Because the higher the quality of Human Resources, the better the performance, especially in terms of public services now. With existence Settings management Source Power Man in a manner professional, then officials expect _ State Civilians can give maximum contribution as has been expected. However, based on observation beginning researcher that work professional level employee at the forestry office North Sulawesi province still less and need there is study more carry on is ASN professionalism in the Service has problem in connection with professionality work. Method study in Thing this working for answer problem. So, type study this use type study or method study qualitative. Method model study this usually used performance observation and research social. professionalism be measured from terms: Competence Employees, Effectiveness Employee, Efficiency Employees, and Employee Responsibilities. Based on results discussion that has been writer present in chapters before, then writer d concluded that Professionalism Employee Apparatus State Civil Service (ASN) at the Regional Forestry Service of North Sulawesi Province walk with Professional only just needed a number of improvements.
