Abstract

Kebijakan pendidikan adalah suatu istilah yang sering dikenal dalam konteks pemerintahan atau berpolitik. Istilah kebijakan memiliki cakupan yang sangat luas dan berbeda dengan kebijaksanaan. Kebijakan pendidikan didasari oleh pertimbangan akal dalam proses pembuatannya. Implementasi kebijakan pendidikan meliputi tahapan sosialisasi, penerapan kebijakan tanpa sanksi, dan evaluasi kebijakan. Kebijakan pendidikan juga harus memiliki sistematika yang jelas dan dapat dievaluasi. Analisis kebijakan pendidikan menjadi penting dalam era demokrasi dan revolusi industri 4.0. Pemerintah atau pihak yang mempunyai kewenangan harus mempelajari dan memahami substansi, alasan, dan akibat bagi masyarakat. Penelitian ini bertujuan untuk mengetahui teori-teori yang berlaku dan di pergunakan dalam kebijaan pendidian. Metode penelitian yang digunakan meliputi studi literatur dan analisis kasus-kasus hukum terkait. Data dikumpulkan melalui artikel, jurnal, maupun berita pada media online yang berkaitan. Tahapan analisis data dilakukan mulai dari pengumpulan data, penyederhanaan data, penyajian data, dan penarikan kesimpulan pada kasus-kasus hokum terkait. Hasil penelitian menunjukkan bahwa teori-teori kebijakan pendidikan sebagai Kebijakan pendidikan harus memiliki tujuan yang jelas dan terarah untuk memberikan kontribusi pada pendidikan.

Abstract

The increasingly dynamic educational environment requires educational institutions to adapt to changes in policies, technological advancements, societal needs, and demands for improved educational quality. In this context, strategic planning serves as an essential instrument that functions as a guideline for determining the direction of institutional development in an effective and sustainable manner. This study aims to analyze the urgency of strategic planning in the management of educational institutions by examining various key aspects that support effective educational governance. The research employed a library research method with a descriptive qualitative approach. Data were collected from various literature sources, including books, national and international journal articles, and previous studies relevant to the research topic. Data analysis was conducted using content analysis through the stages of data reduction, data display, and conclusion drawing. The findings indicate that strategic planning plays a crucial role in enhancing the effectiveness of educational institution management. A clear vision and mission provide the foundation for institutional development, while the establishment of strategic goals and objectives facilitates the achievement of organizational targets in a measurable manner. Furthermore, internal and external environmental analyses support the formulation of adaptive strategies in response to changing circumstances, whereas monitoring and evaluation ensure the achievement of objectives and continuous improvement. Therefore, the implementation of comprehensive strategic planning can enhance educational quality, improve institutional management effectiveness, and strengthen the competitiveness of educational institutions in facing global challenges.

Abstract

Improving the quality of education is one of the main challenges in the development of the education system in Indonesia. Various efforts have been made to improve the quality of educational services and outcomes, one of which is through the implementation of Total Quality Management (TQM). TQM is a management approach that emphasizes continuous improvement, customer focus, involvement of all organizational members, and data-based decision-making to achieve optimal quality. This study aims to analyze the implementation of TQM in education, identify its impact on the quality of educational institutions, and examine various obstacles faced in its implementation in Indonesia. The study used a systematic literature review method by analyzing various relevant scientific articles, books, and academic publications for the period 2016–2026. The analysis was conducted using a thematic synthesis approach to identify patterns of findings, research trends, and emerging research gaps in TQM studies in the field of education. The results of the study indicate that the implementation of TQM in education is generally realized through the application of the principles of customer focus, continuous improvement, quality leadership, involvement of all stakeholders, and strengthening the organization's quality culture. The implementation of TQM has been proven to have a positive impact on improving the quality of educational services, the effectiveness of institutional governance, the development of human resource competencies, and improving student learning outcomes. However, the implementation of TQM still faces various obstacles, such as a lack of understanding of the TQM concept, limited human resources, weak leadership commitment, resistance to change, and the challenges of digital transformation. Therefore, the successful implementation of TQM requires ongoing commitment, a strengthened culture of quality, and the support of all stakeholders to drive sustainable improvements in educational quality.
