Abstract

Sidoarjo Regency is one of the districts that has potential in the field of home industry economics. One of them is located in Kedung Sumur Village, Krembung Subdistrict, Sidoarjo Regency in the form of a hawker village that has been established since 1961. Kedung Sumur Village Government has tried hard to be able to improve the economy of its people through the Kampung Jajanan UMKM program in hopes of being able to build an independent village in terms of its economy and also able to improve the welfare of its people. Thus the Kedung Sumur Village Government tried to deceive the community including its youth to be directly involved in the Kampung Jajanan UMKM program. The methods used qualitative descriptive data are obtained through observation, documentation, interviews and using the source of books, journals, and policy documents. The results of this study show that youth empowerment in realizing small and medium-sized micro business opportunities in the village of Kedung Sumur Village, Krembung District, Sidoarjo Regency has been running effectively. Seen from the three stages of empowerment that run well, namely the awareness stage in the form of socialization, the stage of ability transformation in the form of training and the stage of improving intellectual ability in the form of product innovation.

Abstract

Rental flats policy is a government policy in providing decent housing for low income people in the form of simple rental flats. However, problems in the Rental flats policy are still found, such as the limited budget resources and limited human resources. This study aims to analyze and describe factor in the Rental flats policy as a liveable house for low income people. The research method used is descriptive qualitative. Collecting data through observation, interviews, documentation and literature study. The results of the study show that resources as a determining factor in the Rental flats policy as habitable housing for low income people based on human resources and budgetary resources continue to be pursued by the Department of Housing and Settlements Cipta Karya and Spatial Planning of Sidoarjo Regency in providing services to residents of Ngelom Rental flats with the availability of human resources and budgetary resources.

Abstract

Penelitian ini bertujuan untuk mengkaji peran kepala desa dalam pengembangan desa wisata sebagai upaya peningkatan ekonomi di tingkat desa. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif deskriptif, dengan instrumen penelitian yang meliputi observasi, wawancara terstruktur, serta peneliti sebagai instrumen utama. Teknik analisis data yang diterapkan mengacu pada model analisis Miles dan Huberman, yang mencakup reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa peran kepala desa dalam pengembangan desa wisata masih belum optimal. Hal ini disebabkan oleh rendahnya kesadaran masyarakat dan pola pikir yang terbatas mengenai potensi ekonomi desa wisata. Kepala desa berperan sebagai motivator, fasilitator, mobilisator, dan mediator, yang mempengaruhi proses pembangunan desa wisata. Beberapa faktor yang mempengaruhi efektivitas peran kepala desa antara lain rendahnya kualitas sumber daya manusia (SDM) masyarakat, keterbatasan peraturan terkait alokasi dana desa, serta persoalan kepemilikan lahan wisata yang bersifat pribadi. Temuan ini memberikan gambaran penting tentang tantangan yang dihadapi dalam pengembangan desa wisata dan perlunya kolaborasi yang lebih kuat antara pemerintah desa dan masyarakat.This study aims to examine the role of the village head in developing tourist villages as a means of economic development at the village level. The research employs a descriptive qualitative approach, with research instruments including observation, structured interviews, and the researcher as the primary instrument. Data analysis techniques follow the Miles and Huberman model, which involves data reduction, data presentation, and drawing conclusions. The findings indicate that the role of the village head in tourism village development has not yet been optimal. This is due to the low awareness and limited mindset of the community regarding the economic potential of tourism villages. The village head plays the role of a motivator, facilitator, mobilizer, and mediator, influencing the tourism village development process. Several factors affecting the effectiveness of the village head's role include the low quality of human resources (HR) in the community, the limitations of regulations on the allocation of village funds, and the issue of privately owned tourism land. These findings highlight the challenges faced in tourism village development and the need for stronger collaboration between the village government and the community.

Abstract

Objective: This study aims to analyze the implementation of the Simpeldesa application as a strategic step in realizing a digital village in Tambak Kalisogo Village, Sidoarjo Regency. The focus of this study is to evaluate the extent to which the implementation of village digitization policies through Simpeldesa can improve public services, village management efficiency, and community participation. Method: This study uses a qualitative approach with a case study method. Data collection techniques include in-depth interviews with village officials, direct observation of application use, and documentation related to policies. Data analysis was conducted using George C. Edwards III's implementation theory, which covers aspects of communication, resources, disposition, and bureaucratic structure. Results: The results of the study show that the implementation of Simpeldesa is still in the early adaptive stage. Thus, several obstacles were found in the aspects of resources and digital infrastructure readiness. The disposition of the implementing actors who support an adaptive bureaucratic structure is a major factor in the success of the program. Novelty: The novelty of this study lies in its focus on exploring implementation through the three pillars of smart villages to determine the focus of the Simpeldesa application in Tambak Kalisogo Village. This approach not only aims to understand the implementation of applications in supporting social networking and digital economic activities, but also to measure their impact on the lives of the people of Tambak Kalisogo Village.

Abstract

The weak understanding of BUMDes is what makes BUMDes discourse not well socialized to the villagers. How can you socialize if your own understanding is still very inadequate. As a result, the issue of BUMDes only blows on the village elite only or only in the village device circle. The weak development of human resources is what makes the institutional capacity and entrepreneurship of the village undeveloped and the lack of personnel to manage BUMDes MARGO JOYO in Semambung village jabon subdistrict and the thing that is no less important is most young people to work. It is still difficult to convince young people that BUMDes can guarantee harmony for its activists. The methods used qualitative descriptive data are obtained through observation, documentation, interviews and using the source of books, journals, and policy documents. The result of this research is that there are three processes of managing village-owned enterprises (BUMDes) namely planning which in planning there are 2 categories including work program plans that include making budget budgets to get capital and can open new business units. The second category in the planning is the acceptance target plan which includes socialization of Semambung Village residents to participate in the use of POS Indonesia services in electronic bill payment services.

Abstract

The Smart Indonesia Card Policy as a form of government program launched to address the problem is still found in many students who are still of school age but drop out of school due to financial difficulties given to students from Elementary School or Madrasah Ibtida'iyah, Junior High School or Madrasah education levels Tsanawiyah, Vocational High School or Senior High School or Madrasah Aliyah. One of the regencies or cities in East Java that has realized acceptance of the Smart Indonesia Program is Sidoarjo Regency. including the class as students whose parents are underprivileged or students whose parents are registered as owners of PKH and KKS cards. However, in its implementation there are still some obstacles, such as those at SDN Kenongo 1, namely the acceptance of the Smart Indonesia program is still uneven and has decreased when implementing it due to the lack of monitoring and data collection carried out by homeroom teachers on students, besides that, socialization to parents and guardians of students is only carried out when taking report cards only. The purpose of this study is to find out how the resources for implementing the smart Indonesia program are in an effort to equalize education. This research is a qualitative descriptive study using a purposive sampling technique in determining informants. Data collection techniques were carried out by interview, observation, and documentation.

Abstract

The Clean and Green Sidoarjo Program in Kepuh Kemiri Village in addition to overcoming existing environmental problems, also aims to develop public awareness to care about the surrounding environment and change people's behavior not to throw garbage in any place, process waste into economic value. The use of a qualitative approach to the writing method. Methods of collecting data through interviews, field observations, and documentation. The collection of two types of data, primary data and secondary data. The author uses the data analysis method : data collection, data reduction, data presentation, and reasoning. From the results of this paper, the implementation of the Clean and Green Sidoarjo program has been running according to predetermined indicators, although there are several obstacles faced.

Abstract

Regional autonomy gives authority to districts or cities to regulate each district or city individually. Regional autonomy has been officially enacted since January 1, 2001. It is hoped that the implementation of autonomy will allow districts to be more creative in obtaining individual local revenues and financing district outputs in running the government. Implementation of the Government's Strategy in Market Service Retribution Through the E-Nyank System at Gedangan Market, Sidoarjo Regency cannot be separated from obstacles. The problem of implementing the program strategy is, first, the lack of a retribution checking officer in checking retribution payments, so that they are less effective in carrying out their duties. Second, the human resources at Gedangan Market who don't want to bother using smartphones and top-up balances. This study aims to analyze the Government's Strategy in Market Service Retribution through the E-Nyank System at Gedangan Market, Sidoarjo Regency. The type of research used is descriptive qualitative. Data collection techniques were carried out through observation, interviews and documentation. Determination of informants using purposive sampling technique. The data analysis technique was carried out by collecting data, reducing data, presenting data, and drawing conclusions. The results of this study indicate that the Government's Strategy in Market Service Retribution is not yet optimal through the E-Nyank System at Gedangan Market, Sidoarjo Regency marked by the unfulfilled indicators in the strategy process according to Kooten in Salusus (2006:104-105), namely organizational strategy indicators, program strategy, resource support strategy and institutional strategy.
