Abstract

Penelitian ini dilatarbelakangi karena meningkatnya jumlah Pedagang Kaki Lima di Kabupaten Kampar yang tidak tertib, sehingga menimbulkan kesemrawutan dan mengganggu pengguna jalan yang menggunakan trotoar. Penelitian ini bertujuan untuk mengetahui bagaimana kinerja Satpol PP dalam melakukan penertiban terhadap pedagang kaki lima dan kendala-kendala yang dihadapi oleh Satpol PP serta upaya mengatasi kendala tersebut dalam upaya penertiban pedagang kaki lima di Kabupaten Kampar. Metode yang digunakan pada penelitian ini ialah metode kualitatif deskriptif dan menggunakan teknik pengumpulan data secara observasi, wawancara dan dokumentasi. Hasil penelitian memperlihatkan bahwa kinerja Satpol PP Kabupaten Kampar dalam penertiban pedagang kaki lima sudah cukup baik namun belum maksimal, karena masih ditemukannya beberapa kendala dalam pelaksanaan penertiban. Hal ini dibuktikan melalui teori kinerja yang digunakan pada penelitian ini ialah melalui dimensi kualitas, kuantitas, ketepatan waktu, efektivitas dan kemandirian. Oleh karena itu Pemerintah Daerah harus sesegera mungkin memberikan solusi terbaik untuk menertibkan pedagang kaki lima di Kabupaten Kampar, agar lebih tertib dan tidak mengganggu ketentraman serta kenyamanan masyarakat lainnya. Dan para pedagang kaki lima harus mempunyai kesadaran untuk selalu menaati aturan yang berlaku dan tertib terutama saat adanya pengawasan maupun penertiban oleh Satpol PP agar terciptanya ketertiban dan ketentraman dalam masyarakat.Kata Kunci: Satuan Polisi Pamong Praja, Penertiban, Pedagang Kaki Lima.

Abstract

The existence of regulations regarding civil servant discipline mandates that these employees exhibit high levels of discipline to deliver exceptional service, thereby fulfilling the government's objective of forming Civil Servants who serve society effectively. This study aims to examine the implementation of civil servant discipline, identify the inhibiting factors, and explore efforts to overcome obstacles in enforcing discipline among civil servants at the Samarinda City Personnel and Human Resources Development Agency Office. The research employs a qualitative approach with descriptive methods, utilizing both primary and secondary data sources. Data collection techniques include observation, interviews, and documentation. The theoretical framework is based on Hasibuan's theory of employee discipline indicators. The findings reveal that civil servant discipline at BKPSDM Samarinda City, based on the Discipline Indicator Theory, is generally good. However, several issues hinder the implementation of discipline, such as the long distance to the office, which affects mobility and time efficiency, and personality factors of undisciplined employees, who often misuse time after checking in and develop habits that are hard to change. Additionally, there is a lack of understanding among some employees regarding disciplinary regulations. Efforts to address these challenges include persuasive and firm reminders according to civil servant discipline rules, strict sanctions for rule violations, and dissemination of the latest disciplinary regulations to ensure understanding. The author suggests that BKPSDM Samarinda City should provide rewards for outstanding employees, address obstacles to discipline implementation more comprehensively, and be more explicit in sanctioning rule violations.

Abstract

The aim of this community service is to empower housewives in Sumedang Regency by utilizing home yard spaces for the cultivation of vegetables and fruits to improve food security and enhance family income. The main issues faced include limited access to healthy food and low family income, which affects the quality of life. In addition, the untapped potential of home yards hinders efforts to meet food needs and improve the family economy. The methods used in this program include training in vegetable and fruit cultivation techniques, mentoring in yard management, and providing knowledge on household financial management. The results of the program show an improvement in the ability of housewives to manage their yards to produce economically valuable food commodities, thereby enhancing food security and family income. The Teras Hejo program successfully improved housewives' access to healthy and nutritious food and had a positive impact on family income through the sale of cultivated products. Based on these findings, it is recommended to expand the program by involving more relevant stakeholders, including the government and financial institutions, to support the sustainability and scaling of micro-enterprises based on home yard cultivation.

Abstract

This study conducted a review of the literature to analyze the dynamics of conflict and collaboration between local and central government in Indonesia. The aim of this research is to identify patterns and trends in these dynamics, as well as the underlying factors. The research presents findings from various articles and academic works that highlight changes in the relationship over time, challenges faced, as well as strategies used to improve intergovernmental cooperation. The research findings show that conflicts between local and central governments are often related to resource struggles, differences in interests, and lack of coordination. For example, conflicts related to the management of natural resources, such as forests and mining, often occur because local and central governments have different interests in their utilization. In addition, differences in regulations and policies between the two levels of government can also trigger conflict. On the other hand, collaboration between local and central governments is driven by factors such as common goals, effective communication, and strong leadership. This collaboration can be realized through various forms, such as cooperation in the preparation and implementation of development programs, exchange of information and data, and coordination in solving common problems. The results of this study provide valuable insights for practitioners at different levels of government to understand and effectively manage intergovernmental conflict and collaboration. Practitioners at the local and central government levels need to improve communication and coordination to minimize conflict and maximize collaboration. In addition, clear and consistent regulations and policies are needed at both levels of government to support effective collaboration. This research makes a new contribution to the understanding of the dynamics of the relationship between local and central government in Indonesia by identifying key factors that drive conflict and collaboration. It also demonstrates the important role of communication, coordination and leadership in building harmonious and productive intergovernmental relations.

Abstract

This research examines the socio-economic impacts of the PLBN Entikong national strategic project on the community in Entikong District, Sanggau Regency. mploying a quantitative approach, the research utilizes Partial Least Squares Structural Equation Modeling (PLS-SEM) via SmartPLS software to analyze the relationships between infrastructure development and community welfare indicators. Data were collected through purposive sampling, involving 50 respondents selected for their direct engagement with the project, and triangulated through structured questionnaires and field observations. The analysis confirms statistically significant positive impacts of the PLBN Entikong project on both social and economic dimensions, as evidenced by T-statistic values exceeding 1.96 (p < 0.01). Social improvements include enhanced community collaboration and cultural integration, while economic benefits manifest in increased local trade activity and income growth. However, disparities in policy implementation—such as limited local vendor participation (68% exclusion) and underutilized human resource budgets (22% absorption)—highlight systemic gaps requiring redress. These findings underscore the project’s role as a catalyst for inclusive development while emphasizing the need for participatory governance and adaptive policy frameworks. The study contributes actionable insights for optimizing border development strategies and advancing equitable socio-economic outcomes in Indonesia’s marginalized frontier regions.

Abstract

The primary substance of Sharia Regional Regulations (Perda) is to handle equality and injustice. In various areas such as Aceh, Pamekasan, and Medan, implementation gives rise to a view different from the party external. The difference creates disputes and leads to the conclusion that Sharia regulations are not the right solution for public multiculturalism. This study is about equality and injustice in Sharia Regional Regulations in Indonesia and its potential to handle the issue of humanity through the frame of Maqashid Al-Syariah. The research methods used​ are Systematic Literature Review (SLR) with software assistance such as Publish or Perish for secondary metadata search, Vosviewer for data visualization, and Brand24 for seeing the sentiment public about Sharia Regional Regulations in Indonesia. Research results show that polemic substance Sharia regulations in Indonesia are caused by sentiment negative who consider it a tool of intentional politics​. It was also found that contained articles​ in the Sharia regional regulations are correlated with objective main maqashid al-syariah Al- Kulliyatul Khamsah, that is, for protecting religion (Hifz Din), soul (Hifz Nafs), wealth (Hifz Mal), descendants (Hifz Nasl) and thoughts (Hifz Aql). Additionally, the method​ delivers comprehensive and analytical proof that existing Sharia regulations not only support Sharia but also support Sharia objectives such as justice, social welfare, and protection of the rights of individuals.
