Abstract

This study examines the role of inclusive leadership in driving innovation within Village-Owned Enterprises (BUMDes) as a catalyst for self-reliant village development in Indonesia. The research employed a qualitative approach with case studies of BUMDes in Kulon Progo, Gunung Kidul, and Yogyakarta City. The study aims to analyze the dynamics of the innovation process in BUMDes and the innovation leadership models in place. Findings indicate that inclusive leadership accelerates innovation by empowering local communities, fostering collaboration, and creating a safe environment for experimentation. Case studies in Kulon Progo and Gunung Kidul demonstrate that successful product, process, marketing, and organizational innovations can enhance local economic growth, community welfare, and environmental sustainability. Strategies for promoting inclusive leadership include capacity building, community engagement, mentorship programs, and recognition. This research positively contributes to the study of innovation in BUMDes and offers practical insights for developing inclusive leadership models across various bureaucratic levels in Indonesia.

Abstract

Good governance is a crucial foundation for sustainable development in Indonesia. Its implementation, however, faces various challenges, including weak coordination between leadership and bureaucracy. This article aims to examine the role of synergy and collaboration between visionary leadership and professional bureaucracy in achieving effective, transparent, and accountable governance. This research employs a qualitative approach based on literature studies and policy analysis, focusing on case studies of bureaucratic reform in several regions of Indonesia. The findings indicate that a harmonious relationship between leadership and bureaucracy can enhance public service effectiveness, accelerate policy implementation, and minimize corruption. Responsive leadership serves as the primary driver of change, while professional bureaucracy acts as an efficient policy executor. The challenges include resistance to change, political influence, and overlapping bureaucratic authorities. Addressing these challenges requires strategic measures such as strengthening leadership training, performance-based bureaucratic reforms, and the adoption of digital technology to enhance transparency and efficiency. Strong synergy and good governance can be optimized to meet societal needs and global challenges.

Abstract

Public service reform is a strategic effort aimed at improving service quality through a more efficient, transparent, and participatory bureaucratic system. In this context, collaborative governance emerges as a crucial approach that emphasizes cooperation among government, civil society, the private sector, and non-governmental organizations in the formulation, implementation, and evaluation of public policies. This study uses a descriptive qualitative method to highlight the relevance of collaborative governance as a response to the complexity of public service challenges that cannot be addressed by a single actor alone. Findings indicate that the success of collaborative governance depends on key factors such as trust among stakeholders, shared commitment, inclusive leadership, and participatory decision-making mechanisms. In Indonesia, the application of this strategy still faces challenges, including a closed bureaucratic culture, low public policy literacy, and limited institutional capacity. However, several local innovations demonstrate that effective collaboration can significantly enhance public service delivery. The study recommends institutionalizing collaboration through supportive regulations, strengthening stakeholder capacity, and developing incentive systems to foster cross-sector partnerships. Collaborative governance is thus a vital key to realizing a more responsive, democratic, and sustainable model of public service governance in today’s dynamic policy environment.
